*See Note 3.1.5.6.

3.1.3.2 Within the void space, crop out the existing vent

piping for the four ballast tanks from 6 inches below the Main Deck to 6 inches above the Mission Deck Platform (see highlighted areas from sheet 4, Plan 28-A of Reference 3.1.1.1, below):

3.1.3.3 Using new Schedule 40 70-30 CuNi pipe and fittings, fabricate and install new vent pipe, same configuration as that removed. Install new CuNi sleeves at the deck and bulkhead penetrations. Sleeves shall be continuously welded on both sides of the penetrations. The vent pipe shall be continuously welded to both sides of sleeve. All materials, welding, and fabrication shall be in accordance with ABS Rules for Building and Classing Steel Vessels.

3.1.3.4 Fabricate and install two cofferdams (one each within the 3-94-1-W and 3-94-2-W ballast tanks in accordance with Reference 3.1.1.2. This modification was made to sister NOAA

Ship Okeanos Explorer in 2010 and is intended to isolate the stern tube lube oil piping from the surrounding ballast water where this pipe transits the ballast tanks. Great care must be taken while welding to avoid damaging the Remote Temperature Display (RTD) wires which run within the stern tube lube oil piping to the aft propulsion shaft bearings. Disconnect the RTD wires at their respective junction boxes in the steering flat;

secure the ends of the wires so they are not allowed to drop beyond reach within the oil piping. Temporarily seal the lube oil piping to prevent contamination while open. Reconnect RTD wires and test following completion of cofferdam construction.

3.1.3.5 Remove the six manhole covers from the flush manholes on the deck in the steering flat (three each in the tank tops of 3-94-1-W and 3-94-2-W ballast tanks). Crop out the existing bolt rings; fabricate and install in the deck new bolt rings for each manhole, drilling and tapping bolt holes to correspond with the bolt holes in the manhole covers. Using new steel of the same grade and thickness as existing, fabricate and install new manhole covers with holes to match the bolt rings, countersunk to accommodate the same number of bolts as existing. See note

3.1.5.7. Provide and install new ½-inch x 1-1/4 inch stainless steel flat head bolts for the six new manhole covers, using grease lubricant on the threads.

3.1.3.6 Provide the services of an independent (3rd party) non-destructive testing contractor to magnetic particle test the new welds.

3.1.3.7 In each of the four ballast tanks, provide and install 10 new type ZHC-23 zinc anodes conforming to MIL-A-18001K (total of 40 zinc anodes). The new finished zinc plates shall weigh twenty three (23) pounds each. Provide certification to the COTR that the new zinc anodes are in conformance with MIL-A- 18001K. Type ZHC-23 zincs are the bolt-on type, requiring 2 studs per zinc anode to be welded to frames (not hull plate) in the ballast tanks. COTR will designate exact locations.

3.1.3.8 Renew the bottom six feet of the sounding tube in

ballast tank 4-86-2-W. Sounding tube is 2-inch Schedule 40 pipe.

3.1.3.9 Prime and paint all new and disturbed surfaces in the void and ballast tanks using the same paint system as existing:

(a) 1st coat: Formula 150 epoxy applied at 3-5 mils DFT (color: green).

(b) Stripe coat: Formula 156 applied at 3-5 mils DFT (color: red).

(c) 2nd coat: Formula 156 applied at 3-5 mils DFT (color:

red).

(d) Stripe coat: Formula 152 applied at 3-5 mils DFT (color: white).

(e) Final coat: Formula 152 applied at 3-5 mils DFT (color:

white).

3-94-1-W and 3-94-2-W (PORT & STBD) Ballast Tanks Location: Frame 94 Tank Capacity: 11,026 gallons each

Tank Full, Sounding: 8 feet 9-1/2 inches Low Point of Tank: 11 feet 0-3/8 inches above bottom of keel Zero Sounding: 0 feet 2-5/8 inches above low point of tank

3.1.5.2 All surface preparation and painting work per

paragraphs 3.1.3.9 and 3.1.3.10 shall be accomplished by a QP1-certified contractor. Recommended source for QP-1 certified paint application:

ABC Applicators, Inc.

P.O. Box 369 Wilmer, AL 36587 Attn: Keith Vickers Tel: (251) 645-2205 E-mail: abcvickers@bellsouth.net

3.1.5.3 Prior to applying any paint or coatings, and prior to each subsequent coat of paint, verify to the COTR that all surfaces have been properly prepared and that weather conditions are suitable for painting.

3.1.5.4 Paint shall be applied only when the following

conditions exist and can be maintained until the paint has cured:

(a) Apply paint only to dry surfaces and when there is no chance of precipitation until after the paint has cured.

The temperature of the surface to be painted shall be at least 5 degrees Fahrenheit above the dew point. The dew point can be presumed to be satisfactory if a thin, clearly defined film of water applied to the cleaned surface with a damp cloth evaporates within 15 minutes. Otherwise, the dew point shall be measured prior to painting by taking the dry-bulb temperature of the surface and the wet-bulb temperature at the jobsite.

(b) The air temperature and surface temperature must both be a minimum of 45 degrees Fahrenheit at all times, unless a lower temperature is specifically authorized by the paint manufacturer's printed instructions.

(c) Painting is permitted only when the humidity is less than 95 percent.

(d) In the event the Contractor desires or must proceed with painting when the existing weather conditions do not meet the above specified conditions, the Contractor shall erect a cover over the surfaces to be painted and shall heat the surfaces and the surrounding air to establish the required conditions. The conditions shall be maintained until the paint has fully cured.

3.1.5.5 Standard practice on NOAA Ship Gordon Gunter is for the salt water ballast tanks to be filled with fresh water. The ship normally operates with ballast tanks 4-86-1-W and 4-86-2-W empty. Ship’s force will empty ballast tanks 3-94-1-W and 3-94- 2-W to the extent necessary and practicable using the ship’s pumps. Contractor is responsible for removing the residual water.

3.1.5.6 The designator for the Mission Deck Void space (1-86-1- V) is misleading in that it would seem to indicate a starboard side space; however, the Mission Deck Void includes the space between the Main Deck and Mission Deck between Frames 86 and 103 port and starboard side.
