RFO 52.212-2 Evaluation – Commercial Products and Commercial Services (Feb 2026) has been tailored to this procurement and is provided in full-text below:
Basis For Contract Award: Award will be made to the responsible Offeror, whose quote conforms to this solicitation, IAW FAR RFO 12.203 on a best value basis taking Past Performance, Technical Capability and Price into consideration. An acceptable record of relevant past performance may be considered more advantageous to the Government than a “Neutral” rating. In that event, the Contracting Officer will be the Decision Authority and will make a best value award decision using Past Performance, Technical and Price. The following factors shall be used to evaluate quotations:
1. Price: The Government will take the pricing information provided in Attachment 2 - Hoods and Ducts Pricing Schedule FA500026Q0020 and will evaluate the total price listed, including all options, IAW FAR 12.203(a)(3). The Government will consider a vendor’s price risk in determining if a vendor’s price is consistent with historical prices paid for a product or a service or otherwise creates a risk to the Government IAW R-DFARS 252.204-7024, Notice on the Use of the Supplier Performance Risk System. Evaluating the Option CLINs does not obligate the Government to exercise any Options.
2. Technical Capability: The Government will evaluate the technical capability narrative for acceptability based on the requirements within the PWS. Simply restating the PWS will not qualify as an adequate technical response. The Offeror shall be certified by appropriate federal and state regulatory agencies to meet federal and local certification requirements in the inspection, cleaning, repair, and preventive maintenance, and repairs of kitchen hoods and ducts exhaust systems. Contractor personnel performing work under this requirement shall hold a current and applicable license or recognized certificate of qualifications on kitchen hoods and ducts exhaust systems. Note:
Applicable licenses and certifications are required to be submitted with quotes.
Acceptable: Technical capability narrative clearly meets the minimum requirements of the solicitation.
Unacceptable: Technical capability narrative does not clearly meet the minimum requirements of the solicitation.
Any factor that is “unacceptable” will render the entire quote unacceptable and, therefore, not awardable. The next lowest priced quote will then be technically evaluated.
3. Past Performance: The Government will evaluate past performance information IAW FAR RFO 12.203(a)(2) on all quotes based on the references provided by the vendor, will consider an vendor’s supplier risk IAW DFARS 252.204-7024, Notice on the Use of the Supplier Performance Risk System (SPRS), information in the Government-wide Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov, if available. Taking all past performance information listed in RFO 52.212-1(a)(8)(iv), the Government will assign a past performance rating. Past performance will be rated based on the acceptable/neutral/unacceptable rating method outlined below.
PAST
PERFORMANCE
ACCEPTABLE
Based on the vendor’s performance record, the Government has a reasonable expectation that the vendor will successfully perform the required effort.
PAST
PERFORMANCE
NEUTRAL
No performance record within the same scope of work is available or the vendor’s performance record is so sparse that a positive or negative rating cannot be reasonably assigned.
PAST
PERFORMANCE
UNACCEPTABLE
Based on the vendor’s performance record, the Government does not have a reasonable expectation
Interchanges: The Government intends to award a firm-fixed price contract without interchanges with respective vendors. The Government, however, reserves the right to conduct interchanges if deemed in its best interest. Interchanges are the contemporaneous exchange of information between the Government, at its discretion, and one, some, none or all vendors that provided quotes in response to the request for quotes. Under FAR 12 procedures the Government may hold Interchanges with vendors to address any aspect of the quote, which may include, but not be limited to, price, and/or past performance. Interchanges may be conducted in writing or as oral conversations, will be conducted in a fair and reasonable manner, and will not favor one vendor over another. Vendors do not have to be offered the opportunity for final quote revisions (FQRs) in response to interchanges.
