About this file

This is a Statement of Work (SOW) for a BPA Call Order under the Land Management Integrated Resources (LMIR) BPA for stocking surveys on the Malheur National Forest. The USDA Forest Service is issuing this call order to conduct a FY26 ECRD Stocking Survey for three timber harvest areas: HC (Health Conditions), Emic, and YJ (Young Juniper). The contract requires a mandatory survey of 309 plots across the three areas and includes an optional 63 plots for the YJ area, totaling up to 372 plots. The period of performance runs from September 15, 2026 through December 31, 2026, with work estimated to begin September 20, 2026 and final data submission due no later than December 31, 2026.

The contractor must conduct stocking surveys to determine whether planted conifer stands meet satisfactory stocking levels in compliance with the Replant Act (2021). Work requires navigating field units using Avenza or comparable GPS-enabled technology, establishing plots at a rate of one per five acres with a 26.3-foot radius (1/20th acre), and collecting detailed data on tree species identification, viability classification, height metrics, damage assessment, natural regeneration, and ground cover conditions. Data collection includes latitude/longitude coordinates for each plot and summary documentation of nonstocked areas and damage. Quality inspections will be conducted on sample plots within units, with units scoring 90 percent or higher receiving full payment, units scoring 80-89 percent receiving proportional payment, and units below 80 percent requiring complete re-survey. Complete data must be submitted every two weeks via Excel spreadsheets. Personnel requirements include crew leaders with minimum one season of stocking survey experience and Avenza navigation capabilities. The Contracting Officer's Representative is Douglas Hall (541-589-3789).

1.

DESCRIPTION OF WORK:

General Guidelines:

The overall objectives of the project are:

This is a stocking survey contract designed to obtain current and accurate information on the stocking levels of stands that were planted with conifers. Data will be used to determine whether further actions are required to obtain satisfactory stocking.

This contract is necessary to address requirements of the Replant Act (2021

2. PROJECT LOCATIONS:

(a) Project Location: Attached vicinity and project area maps show general locations.

(b) Accessibility: The project areas may be reached by the Forest roads suitable for hauling of heavy equipment during the normal operating season. The Forest Service assumes no obligation to plow snow or to perform special maintenance to keep roads open. It is the Contractor's obligation to verify and get approval from Forest Service on travel routes.

(c) Boundaries:

(1) The boundaries, other than for easily identified ground features shown on the contract map, have been plainly marked by the Forest Service as follows:

Contract unit boundaries are usually obvious on the ground. Boundaries, which are not obvious, will be marked with either Yellow or White flagging and or blue timber boundary tags and Orange tree paint.

(2) There may be portions of other lines or boundaries in the area. These may be marked with flagging, aluminum tags, different posters, or a combination of flagging, tags, and posters. These should be disregarded by the Contractor and only boundaries marked as described above shall be

3. SPECIFIC WORK REQUIREMENT:

Vicinity maps and Project unit maps will be provided. Contractor will navigate units adding plots at a rate of 1 per 5 acres for each unit using Avenza or comparable technology. Plot center will be flagged with a visible color acceptable to FS and contractor, with unit number, plot number, date and name of examiner written with a Sharpie pen at plot center; two additional strips of flagging will be tied on each side of plot center as high as practical for the inspector to easily locate. Plot radius will be 26.3 ft (1/20th of an acre). Examiner will start from true north and move clockwise around the plot center.

A unit summary sheet will also be filled out for each unit. The summary will include the following information, any significant nonstocked areas within a unit, overall soil conditions, identification of weather damage, and a possible explanation for low stocking levels. If animal damage is common throughout the unit, a description and the effect on the stocking of the unit. This information can put into a word document to be sent with the plot info sheet for the units.

The data sheets will be filled out as follows:

1. Tree Identification and Classification:

o Each planted tree will be identified by its species.

o If a tree is healthy and expected to mature, it will be recorded as a viable tree.

o If a tree is unlikely to survive or won’t develop into a healthy tree, it will be recorded as a non-viable tree.

o Dead planted trees will be tallied.

2. Multiple Species on Plot:

o If there are multiple planted species on a plot, each species will have its own line in the records.

3. Viable Tree Metrics:

o The average height class of planted trees will fall into one of three categories:

▪ <12 inches

▪ 12.1 inches – 4.5 feet

▪ >4.5 feet

4. Damage Assessment:

o The major damage class applies only to non-viable trees.

o If viable trees have damage that doesn’t significantly affect their health, this can be noted in the remarks section.

5. Natural Trees (Naturals):

o All naturals over 6 inches that appear healthy as viable trees (showing good growth and minimal damage) will be tallied by species.

o The average height of healthy naturals will be referenced in the remarks.

o Non-viable naturals will not be counted, but evident damage should be noted in remarks o If there are 10 or more of a single species, the count will be recorded as 10.

6. Ground Cover:

o The percentage of rock on the plot prohibiting planting, as well as the percentage of grass and shrubs competing with conifers, will be recorded.

7. Lattitude and Longitude:

o Lat and Long to be recored at each plot and recorded on the provided exell spreadsheet.

The trees per acre for both planted trees and total trees per acre (including naturals) should be auto populated by the Excel data sheet. In case there is an issue with the data sheet, and it is not auto calculating, they should be calculated as follows:

Planted TPA column per plot = (#planted viable trees) x 20 (1/20th acre plot)

Total TPA column per plot = (#planted viable trees + total natural viable trees) x 20.

If a plot is dropped for any reason, that plot must be included on the data sheet. The Plot # field will be filled in as usual, and the remarks field should read “Dropped” (enter reason why).

Data will be recorded on excel spread sheets furnished by the government. As units are completed, the contractor will give data to the COR (thumb drive or electronically) for inspection.

Inspection will be based on correctly identifying the trees on the plot. Species of planted trees will be identified correctly with no tolerance. Each planted viable and non-viable tree will be recorded correctly and valued at 1 point each. Each planted dead tree will be recorded and valued at ½ point. Average leader growth will be valued at 1 point with 20% acceptable variance.

Average height class will be valued at one point. Significant damage class for non-viable trees will be 1 point with no tolerance.

Naturals identified as viable trees will be tallied and valued at 1 point each. The % of rock, grass and shrubs for each plot will be valued at ½ point each with 20% variance. Remarks pertinent to plot attributes are valued at 1 point. Below is an example of the data form which will be displayed in excel format on a tablet (see attached example data sheet). Unit inspections over

90% will receive full pay. Inspections from 80%-89% will receive that percentage of pay. Units below this will not be accepted and will require re-survey. Sample plots within a unit will be averaged to give an overall percentage for each unit. Units will be sampled as needed to confirm the quality of work.

Submit complete data every two weeks unless FS and contractor mutually agree otherwise with final data will be due no later than December, 31 2026.

Note: Re-work due to non-compliance of contract specifications will be completed 7 days after notification. Every effort will be made to perform reinspection within 7 days of receiving reworked data. If it is not possible to complete reinspection within 7 days, notice will be given to the contractor.

Any re-works required must be done for the entire unit.

Submit complete data every two weeks unless FS and contractor mutually agree otherwise.

Calculation of Quality Percent See example below.

Fatal Errors

The following errors are considered “fatal” errors and will result in the affected stand(s) being returned to the Contractor for rework.

a. Any plot where the plot center location cannot be located because of improper labeling of the plot center or missing GPS coordinates, or for other reasons attributable to noncompliance with the contract specifications.

Example of a data sheet and inspection plot on the Damage and Species Codes tab of the survey data sheet.
