About this file
This is an Organics Monthly Tonnage Data Template exhibit prepared by the District of Columbia Department of General Services for the Organics Collection and Disposal Services competitive sealed bid procurement (IFB No. DCAM-26-NC-IFB-0006). The template establishes the data collection and reporting requirements that the selected contractor must follow for all organics collection activities across multiple District facilities, including D.C. Public Schools, Department of Parks and Recreation, Fire and Emergency Medical Services, and other agency properties. The contract encompasses collection of post-consumer food waste, compostable food service ware, paper products, and yard debris using appropriately-sized containers (32-, 64-, and 96-gallon carts, 7-gallon buckets, and roll-off dumpsters) and dedicated vehicles. The procurement is structured as an Indefinite Delivery/Indefinite Quantity agreement with a one-year base period plus up to four one-year option periods for a maximum five-year duration. The pre-bid conference was scheduled for March 12, 2026, with electronic bid submissions due by March 25, 2026 at 10:00 a.m. EST and public bid opening at 2:00 p.m. the same day.
For each collection event and container emptied, the contractor must report specific data including collection driver name, collection vehicle number, collection date, site name and address, container ID number, container size in gallons, collection weight in pounds, and monthly total weight of all materials. The procurement is exclusively designated for Small Business Enterprises certified by the District's Department of Small and Local Business Development, with joint ventures excluded from participation and certified SBE bidders eligible for up to 12% combined pricing preference. The contract ceiling is established at $950,000 per annual period with estimated annual costs ranging from $3,120.00 to $4,056.00 per container type and a guaranteed minimum order of $50.00 annually. The contractor must comply with Service Contract Act wage determination and Living Wage Act requirements ($17.95 per hour through June 30, 2026; $18.40 per hour thereafter), maintain specified insurance coverage including $2,000,000 environmental liability per occurrence and $1,000,000 commercial general liability per occurrence, and submit monthly tonnage documentation. The contractor is subject to disincentive fees ranging from $100 to $500 per incident for missed collections and performance failures.
