Task Order Form - Organics Collection and Disposal Services

This is a Task Order form template issued by the District of Columbia Department of General Services (DGS) for Organics Collection and Disposal Services under IDIQ Contract No. DCAM-26-NC-IFB-0006. The services encompass organics collection and disposal operations at various District facilities, including D.C. Public Schools (DCPS), Department of Parks and Recreation (DPR), and Fire and Emergency Medical Services (FEMS). The contract supports the District's sustainable waste management initiatives. The form establishes the framework for individual task orders issued under the base IDIQ contract, with each task order specifying the period of performance, designated properties to be served, and associated scope of work requirements. The form includes sections for documenting the notice to proceed, substantial completion dates, and final completion dates aligned with the overall contract term and any option periods.

Compensation under each task order is provided on a firm-fixed, fully-loaded rate basis per pickup, with pricing subject to the contractor's established schedule under the underlying IDIQ contract. Each task order establishes a Not-to-Exceed (NTE) value, which may include routine services and non-guaranteed supplemental services funded incrementally at the Department's discretion. The form requires contractors to maintain insurance coverage as specified in the base contract, comply with the Living Wage Act and Service Contract Act, execute a First Source Agreement with the District of Columbia Department of Employment Services prior to commencing work, and submit payment requests electronically through the DC Vendor Portal within thirty days for proper invoice payment. For task orders exceeding $250,000, contractors must subcontract at least 35 percent of the dollar volume in accordance with Small Business Enterprise (SBE) requirements. The document establishes clear authority limitations, specifying that only the Contracting Officer may issue task orders, modifications, and change orders, while the Contracting Officer's Technical Representative (COTR) and Project Manager lack authority to modify contract terms or direct work beyond the authorized scope and NTE value.
