About this file

This is a typical road section design document and attachment prepared for Citrus County, Florida's ITB 26-141 Small County Outreach Program (SCOP) milling and resurfacing project on E. Gospel Island Road (CR 470) from N. Apopka Ave. to SR 44. The project scope consists of milling approximately four inches of existing asphalt pavement and overlaying with two inches of SP 12.5 (Traffic Level C) with PG 76-22 binder, followed by two inches of FC 12.5 (Traffic Level C) with PG 76-22 polymer binder. The typical lane width is 11 to 12 feet, with right-of-way widths ranging from 50 to 80 feet. All work shall comply with Florida Department of Transportation FY2026-27 Standard Plans for Road and Bridge Construction and Standard Specifications for Road and Bridge Construction. Resurfacing is limited to existing pavement edges. Pavement markings and signage must meet current FDOT "GREEN BOOK" criteria and latest MUTCD and FDOT requirements, including temporary reflective pavement markers (RPMs), temporary painted markings, and permanent thermoplastic. All disturbed shoulders without established grass shall be sodded with Argentine Bahia sod or equal as approved by the County, with sod top positioned one inch below the new asphalt surface. In residential and commercial areas, sod shall match existing improved turf grass.

The project will be awarded as a unit price bid contract with asphalt paid at the contract unit price per ton regardless of actual depth or quantities required to achieve specified finished roadway geometry and surface conditions. Asphalt to be provided must be identified on the current FDOT Asphalt Design Plant Assignment Sheet. The project addresses deficiencies in roadway physical characteristics that fall below departmental and County standards. Coring data is available to inform contractor planning and bidding decisions.
