About this file
This is a Grant Agreement document executed by Citrus County, Florida, for the ITB 26-141 Small County Outreach Program (SCOP) Milling & Resurfacing Project on E. Gospel Island Road (CR 470) from N. Apopka Ave. to SR 44. The project scope consists of milling approximately four inches of existing asphalt pavement and overlaying with two inches of SP 12.5 (Traffic Level C) with PG 76-22 polymer binder and two inches of FC 12.5 (Traffic Level C) with PG 76-22 polymer binder. Resurfacing will be limited to existing pavement edges. The project will be awarded as a Unit Price Bid Contract based on estimated quantities, with all asphalt paid at the contract unit price per ton regardless of actual depth or quantities required to achieve specified finished roadway geometry and surface conditions. The agreement was executed on July 23, 2026, as evidenced by the DocuSign signature of Martin Hernandez at 2:51 PM EDT.
Pavement markings and signage must comply with current FDOT "GREEN BOOK" criteria and the latest MUTCD and FDOT requirements, including temporary RPMs, temporary painted markings, and permanent thermoplastic. Asphalt materials must be identified on the current FDOT Asphalt Design Plant Assignment Sheet. The project will be governed by Florida Department of Transportation FY2026-27 Standard Plans for Road and Bridge Construction and FY2026-27 Standard Specifications for Road and Bridge Construction. Deficiencies in roadway physical characteristics below departmental and county standards will be corrected as part of this project. The document indicates this is a Small County Outreach Program grant, suggesting state funding support for rural or smaller municipality infrastructure improvements.
