About this file
This is Addendum No. 1 to an RFP issued by the City of Sebastian, Florida, for the lease and development of property at Sebastian Municipal Airport (Parcels G4, G5, G6, G7, G8). The RFP seeks proposals from interested individuals or businesses to develop and self-build aircraft hangars on five pre-existing sites designed to accommodate 60'x60' buildings. Each site will have its own Ground Lease consistent with Federal Aviation Administration regulations and Airport Minimum Standards. Proposers must demonstrate the financial and organizational capacity to implement capital infrastructure successfully while providing a favorable vision for establishing the Airport as a stable, viable, and self-sustaining entity. The addendum, posted November 24, 2025, clarifies that the City is issuing an RFP for a company to lease and develop the property, with the awarded company deciding who will conduct the actual development and construction.
Key clarifications addressed in the addendum include utility availability (no utilities currently run to proposed parcels; electric panels are at the parking lot fence; water and sewer are accessible to parcels G5-G8 but present logistical challenges for G4), drainage requirements (individual retention areas per parcel preferred; site developed to meet existing Stormwater Master Plan), and pricing terms (ground rent of $.40+ per square foot based on current market analysis and recent City ground leases, with State Sales Tax waived for Commercial Aviation tenants but not Aircraft Storage). The addendum removes the Electronic Proposal Security requirement (Section 1.2) and revises submission instructions to require the Cost Proposal and Exhibit A (Bonding Capacity Certification) in a separate PDF labeled "26-04-RFP Cost Proposal and Exhibit A." Bidders cannot submit under a To Be Formed entity but may request assignment and assumption after entity formation with the State of Florida if awarded.

ADDENDUM NO. 1
POSTING DATE: November 24, 2025
26-04-RFP
Lease and Development of Property at Sebastian Municipal Airport
The original Invitation to Bid shall remain in full force and effect, except as modified herein, which shall take precedence over any contrary provisions in the prior documents.
SECTION I: CLARIFICATIONS
• N/A
SECTION II: QUESTIONS
• Question 1: We reviewed the recent RFP posted for LEASE AND DEVELOPMENT OF PROPERTY AT SEBASTIAN MUNICIPAL AIRPORT (PARCELS G4, G5, G6, G7, G8) and have a quick question. If known, when is this project expected to go to bid for contractors and what is the expected start date for construction?
Answer: A bid will not be issued for construction. The City is issuing an RFP for a company to lease and develop the property. The awarded company/individual will decide who they will use to develop the property.
• Question 2: 2.2.1 – If we are bidding on all of the parcels, can we design the project to have a central retention area rather than individual per parcel? Does the airport have a master drainage plan?
Answer: We prefer to keep the individual retention areas. The site has been developed to meet the Stormwater Master Plan already in place. Larger footprint hangars would not be conducive to the site, due to the restrictions of the existing taxiway and lack of space for a suitable ramp.
• Question 3: 2.2.2 – Where are the utilities currently? Are they to the proposed parcels?
Answer: No utilities run to the proposed parcels. The electric meter panels and main breakers are installed at the parking lot fence. Water and sewer are on Airport Drive W and accessible to the pads G5, G6, G7, and G8, but G4 would present logistical problems, due to its location beyond the existing three hangars.
• Question 4: 2.4.1 – The current market ranges dramatically on ground rent. $.40 or greater is reserved for predominantly large commercial airports (FLL, MIA, MCO, TPO, etc.) KVRB’s ground rent is only $.22 psf. Would the City consider lowering this expectation or is it a deal breaker?
Answer: The proposed rent is based on a current market analysis and the most recent ground leases executed by the City. Please note, KVRB’s ground rent is not $.22 psf. The referenced ground lease is a legacy lease, and the pricing was set years in advance. All new ground leases from KVRB are similar in price to the City’s ground leases.
• Question 5: 2.4.4 – Property Tax is currently being contested in the State with the position that airport developments are inherently for the benefit of the public and therefor are exempt from Property Tax. The majority of airports throughout the State do not charge tenants Property Tax because of this. Will the City consider waiving the charge of Property Tax?
Answer: Property Tax is not administered by the City. However, State Sales tax does apply. State Sales Tax is now waived for Commercial Aviation (business) tenants, but not for Aircraft Storage.
• Question 6: 3.8.7 – Can we submit the RFP with a To Be Formed entity and then finalize the entity prior to the Ground Lease going to Commission for approval?
Answer: No, because a company that does not exist cannot legally enter into a contract.
However, your company can submit the bid under its current name and, if awarded, request an assignment and assumption after your new entity has been formed with the state of Florida.
SECTION III: REVISIONS TO THE SCOPE OF WORK
• Page 2, Section 1.2 has been removed from the solicitation.
1.2 ELECTRONIC PROPOSAL SECURITY
1.2.1 Electronic bid security shall be submitted by the bidder and made payable to the City of Sebastian in an amount not less than five percent (5%) of the total bid price.
In lieu of an electronic submission, a bidder may submit an alternative form of security in the form of cash, money order, certified check, cashier’s check, or a domestic corporate bond, note, or debenture as authorized under Section 625.317, Florida Statutes. All bid securities must be issued by a company with a registered agent in the State of Florida. Personal or business checks will not be accepted.
