Ground BOSS – STATEMENT OF WORK (SOW)
1. SCOPE: Due to the specialized nature of the duties performed by the Ground Boss, a highly trained and proficient individual must be used. The Ground Boss will direct aircraft on the ground within open house (air show) boundaries. The individual will be in charge of multiple aircraft pre-performance set ups to include, but not limited to, fuel and smoke oil. The Air Boss will also be briefed and signed off on base disaster response plans prior to the show.
2. GROUND BOSS PRIMARY DUTIES:
2.1. Provide personnel for Ground Operations Services for practice and public Airshow dates.
2.2. Have a vast knowledge of aircraft servicing, marshalling, fueling, and towing needs.
2.3. Work with Transient Alert for parking of performance aircraft and warbirds for static display. Providing mapped locations for all performing aircraft.
2.4. Coordinate and distribute engine oils and smoke oil as required per performer contracts. Provide sources for procurement of oils to Contracting for purchases.
2.5. Participate in Professional Pilot and FAA Safety Briefing each day of the event.
2.6. Coordinate logistical needs (equipment, chocks, etc.) with USAF Base personnel. Consult as needed for procurement of specialized Ground Support Equipment.
2.7. Provide Smoke Oil Transfer Pumping System for performing aircraft.
2.8. Coordinate hangaring needs for performing aircraft.
2.9. Provide consultation services as necessary with Base Operations and Base Commanders.
2.10. Work closely with performers and Airshow Staff for the safe conduct of the event.
2.11. Participate in any media relations deemed necessary for event's execution.
3. MATERIALS
3.1. The following shall be provided by the Ground Boss:
a. One (1) Ground Boss and associated personnel to provide Ground Traffic Control for the Dyess AFB Open House 2025.
3.2 The following shall be provided by the government:
a. Lodging. Number of rooms per request based on quote for duration of attendance quoted.
b. Map. A map of the Open House layout upon request.
c. Location. The contractor will be provided a specified location to conduct business.
d. Courtesy Golf Cart. A golf cart will be provided by the Government as requested for the duration of the Open House.
4. LOCATION: This performance is to be accomplished at Dyess AFB, TX 79607.
5. EMPLOYEES: The contractor shall ensure all employees working on Dyess AFB possess proper identification and/or citizenship documentation. Under the Immigration and Nationality Act (INA), employers may hire only persons who may legally work in the United States (i.e. citizens and nationals of the U.S.) and aliens authorized to work it the U.S. The employer must verify the identity and employment eligibility of anyone to be hired (Ref: U.S. Department of Labor: http://www.dol.gov/compliance/guide/aw.htm#whowhich).
6. CONFIDENTIALITY: All terms and conditions set forth in this contract shall remain confidential between “Supplier” (contractor) and the “Sponsor” and its agents. The “Supplier” agrees to indemnify and hold harmless the United States Air Force, its invitees, heirs, and assigns from all liability and against any demands, actions or causes of action arising out of or relating to “Supplier’s” participation in the Dyess AFB Open House 2023 including costs, expenses, and attorney’s fees associated with said actions or causes of action. “Supplier” has in effect a policy of insurance, including liability insurance, covering such events.
7. CONTRACT CANCELLATION: The Contracting Officer (in concert with the Dyess AFB Open House Director) is the Sole Authority to cancel the agreement. Cancellation of the agreement by the Contracting Officer due to weather, natural disaster, Force Protection issues, Health Protection issues, or military contingency will not constitute breach of contract or subject the Sponsor to any liability for damages, if cancelled before scheduled arrival date of Supplier.
8. SECURITY REQUIREMENTS: All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government Installation shall abide by all security instructions and directives of Dyess AFB, TX.
