DESCRIPTION / SPECIFICATIONS / WORK STATEMENT

C.1. BACKGROUND

The Office of Public and Indian Housing-Real Estate Assessment Center (PIH-REAC), Physical Assessment Subsystem (PASS) developed and manages the protocol and processes required to assess Public Housing Authorities (PHAs), and Multifamily insured and noninsured properties. PASS assesses the physical condition of HUD properties through periodic inspections conducted by independent inspectors certified in the use of the Uniform Physical Condition Standards (UPCS). The REAC physical inspection process predominately resides on HUD’s Secure System, which is an on-line, web based information system. PASS Business is responsible to ensure current statutory and regulatory practices concerning physical inspections are efficiently managed. The evolution of Physical Inspection Program (PIP) has resulted in a complex infrastructure, which requires support for its operations, data management, reporting, and system definition/development needs. PASS relies heavily on its ability to extract and disseminate timely information and data to field offices, headquarters, property owners, public housing authorities, lenders, management agents and other stakeholders.

HUD’s Public Housing Assessment System (PHAS) provides an oversight tool that measures the performance of a public housing agency (PHA) based on standards that are objective and uniform. The physical condition assessment under the PHAS utilizes uniform physical inspection procedures to determine compliance with the UPCS and is an important indicator of the PHA’s performance. In consultation with its partners, HUD has been working to improve the current PHAS and the contractor may be called on to provide support and direction to any proposed changes. PASS has to provide timely information to field offices, headquarters, property owners, public housing authorities, lenders, management agents and other stakeholders for monitoring purposes. PASS business supports the physical inspection process from the recruiting and training of inspector candidates to the final release of the physical inspection score.

PASS business trains and certifies inspectors; coordinates the procurement of inspections for Multifamily Housing (MFH) assisted properties and PHA projects; ensures appropriate inspection scheduling for both PHA and MFH properties; provides property specific on-line reporting of UPCS inspection results through HUD Secure Systems; provides quality assurance reviews for 100 percent of inspections conducted;

arranges for correction and rescheduling of inspections that are deemed outside of standard, incomplete or deficient; calculates all property inspection scores; and responds to technical review and database adjustment appeal requests from PHAs and MFH.

PASS business contractor-provided support is required to provide maintenance and development requirements to PASS IT for Full and Emergency Releases. These gaps in knowledge and experience necessitate the need for contract Subject Matter Experts (SME) with technical knowledge and backgrounds and support staff to address the critical needs raised during the System release processes.

In order to make information available to all stake holders in a timely manner PASS has had to develop prototypes (tools). Therefore, PASS business requires contract Subject Matter Experts and support staff to ensure the continued success of the PASS business operations through maintenance and enhancements to current prototypes and the development of new prototypes, as well as documentation and demonstrations on these prototypes, necessary to address the evolving physical inspection process. PASS business is called upon to address the numerous and varying inquires for information which comes from our stakeholders.

C.3. SCOPE OF WORK

3.1. TASK 1 – BUSINESS PROCESSES DEVELOPMENT AND MODIFICATIONS

3.1.1. The contractor will develop business requirements that are fully identified, documented, communicated, and tested. This development is done prior to and following the successful conversion into system requirements and incorporated into HUD’s on-line system, Secure System, for current business as well as new initiatives or enhancements. The business requirements will be accurately tracked as the requirements evolve and are finalized for each release.

3.1.2. The contractor will:

3.1.2.1. Develop strategic plans and risk analysis reports geared toward improving organizational efficiency and effectiveness, while ensuring compliance with statutes, regulations, acts, circulars, policy, and strategies to address a wide range of highly complex issues that arise on a daily basis with regard to lifecycle of inspections;

3.1.2.2. Develop (or update) the necessary release documentation, including the Business Requirements Documents (BRD), User Tests and Requirements Traceability Matrixes, for the full system release and updates to the Business Requirements Documents (BRD), User Tests and Requirements Traceability Matrixes, for the emergency releases following accepted HUD documentation guidelines;

3.1.2.3. Resolve unexpected issues associated with the changes through PASS IT and the programmatic impact associated with business decisions, re-prioritization of business needs, and system changes/enhancements via IT releases on an ongoing basis.

Successfully test the system both prior to and following the full and emergency releases which necessitates the test plans, documentation of identified system deficiencies, risk assessments based on the identified problems, monitoring of the results of the test and reporting, which summarizes all the aforementioned items;

Note: Full releases are typically completed in January, April, July and September. Emergency releases correct or patch small portions of the previous full release and will thus require fewer staff hours than the full release. A typical emergency release is apparent within the first two weeks of a full release. Emergency release is also used to correct current production problems.

3.1.2.4. The contractor will provide:

3.1.2.4.1. 4 Full Releases

Count, Estimated Inspection days, PIH Project, PHA Code, Insured or not, Property Address, Property Contacts with contact information, Inspection Request Date, Request Type, Requestor, Inspection Target Date, Inspection Scheduled Date, QA Status, Inspection Type, QA Inspector Name, Completed Inspection Date, Last Inspection Score, Last Inspection Date, Inspection Score, Inspection Status, Inspection Sensitivity, Inspection Comments, Contract Inspector Risk Category, Contract Inspector Status History with Dates, Contract Inspector LQA History Status with Dates, Contract Inspector CQA History Status with Dates including any halted inspections and the reason, Contract Inspector Phase II Status History with Dates, Contract Inspector Timestamp/Technical Review/Engineering Reject Classification, and other identified property and inspection data.

The database will use an interface to REAC’s Business Operating Environment and incorporate available historical data and new data, as required. The Contractor will establish a link between the QA Inspection database and the PIH REAC secure systems including associated databases, data warehouses, and/or other repositories for inspection and property data in order to extract from HUD systems certain information. Updates from the REAC business operating environment will be made daily and each update will overwrite the previous status with the current status. The contractor will detail all design information and ensure that all of the individual components of the tool function correctly and interface properly with other components within QA Division business activities. * See Appendix A for an overview of the scheduling process.

3.4. TASK 4 – DEVELOP (INITIAL PERIOD ONLY), MAINTAIN, AND SUPPORT SCHEDULING TOOL, STANDARD OPERATING PROCEDURES (SOP), AND QUICK-REFERENCE USER GUIDE FOR THE

TOOL

The Contractor will develop a Scheduling Tool (initial period only) that can be used in seamless integration with the REAC business operating environment and the QA Inspection database. The scheduling tool will provide a weekly schedule for each QA inspector that includes the following minimum data: Assignment Category, Date, Time, Phase II Exam, Day 1 or 2, Title, Mentor, Mentored, Contract Inspector M ID Number, Contract Inspector Name and Contact Information, Contract Inspector Risk Category, and Confirmation and any other identified data fields. The weekly schedule will optimize priority elements such as inspection time sensitivity, employee travel costs, and QA inspector profile data. The scheduling tool will include scheduling, reporting, and other business information for Public Housing, Multifamily Housing, Office of Healthcare, the Housing Choice Voucher, and special inspection programs.

The current scheduling process overview is available at Appendix A. Current tools used in the scheduling process include the QRSS and QA Tracker. Both tools consist of Microsoft Access based forms supplemented with Microsoft Excel and Map Point functionality and rely extensively on the manual manipulation of lists and reports. The scheduling business tool solution will replace QRSS and QA Tracker and enhance functionality and capabilities. While the new tool is being developed and implemented, QRSS and QA Tracker will run in parallel.

The tool will provide for the following:

Develop and Validate the Scheduling Tool - The contractor will detail all design information and ensure that all of the individual components of the tool function correctly and interface properly with other components within QA Division business activities. Validate that the populated database and scheduling tool meets the solution requirements minimizing manual input and maximizing the routine creation, update, and distribution of assignment schedules and HUD’s data management standards, maximizing data use and update – pre-inspection and post-inspection data will be automatically updated into the QA Inspection database;

Schedule creation – the QA scheduling tool will create schedules for each of the QA inspectors based on geography, type of inspection, and other factors;

Communication generation - the tool will automatically generate email and distribute it to inspectors and managers based on routing lists and individual email addresses after approval, and the tool will generate inspection letters and email customized letters to the property agents;

Real-time schedule updates – the tool will provide the scheduling staff with the ability to create or edit inspector schedules in real time. Once the schedule has been changed and updated, a confirmation and notification email with a copy of the revised schedule with be sent to the managers, as well as the individual inspectors.

A query, reporting, and analytical business tool using the REAC business operating environment, various data sources, and all QA business tools – The tool will create and generate a number of different reports at the request of the QA Division staff and ad hoc queries will be available to the users. The contractor will conduct a one-time needs assessment, using interviews with appropriate staff, to determine commonly required and desired reporting, query, and analytical aspects for all QA Division business requirements.

The contractor will document the interview experiences; indicate how the reporting, query, and analytical solutions will address the needs. The contractor will include the data collection and analysis methodology and identify issues, assumptions, benefits, risks, and recommendations associated with reporting and analysis.

Tool interface - The tool will interface and obtain required data from the REAC business operating environment using a data-extract interface tool. The tool will be a standalone tool allowing data retrieval from other existing data tools. The effort will also concentrate on moving the tool into the REAC business operating environment and gain HUD approval of the new tool.

3.4.1. The contractor will develop (Initial Period only), and maintain Standard Operating Procedures (SOP) and a Quick-Reference Guide for the scheduling tool. In the option periods, the contractor will review, update, and maintain the existing Standard Operating Procedures (SOP) and Quick- Reference Guide for the process prototype (tool).

3.4.2. Training of QA Division End Users – The Contractor will provide an overview of, and detailed information about, accessing, navigating, and maintaining all business tools to approximately 30 QA staff at a REAC-provided training facility. The training will consist of a group live seminar featuring presentation, case studies, group discussion, class materials, brainstorming, and questions and answers (Q & A). The contractor will provide a binder for each participant containing all presentations, a user manual, maintenance guides, and all other training materials. The Contractor will provide this training NLT 180 days after modification execution. The contractor will also provide follow-up training on a one-on-one basis to select staff (as directed in writing by the

GTR).

3.4.3. Initial Performance Period - The contractor will provide and update:

3.4.3.1. 1 Scheduling Tool Requirement Document

Appendix A: Scheduling Process Overview

The scheduling cycle will begin approximately one month in advance of each assignment week; schedule the following in priority order using the applicable QA Inspector Profile:

1. Schedule holidays

2. Schedule leave and other appointments/meetings/special requirements with travel (as needed)

3. Schedule Full Inspections and Special Inspections with travel

Assign priority and time-sensitive inspections to QA inspection staff until all required inspections are scheduled.

Contact properties to schedule the inspection time and date.

Through communication link with REAC’s business operating environment, transfer information to include property inspection time and date and the QA Inspector’s H ID number.

Monitor scheduled inspections and update the schedule as necessary.

Generate the confirmation letter regarding time, date and other details concerning the inspection and email letter to the Property contact.

4. Schedule LQA Reviews with travel

Assign priority and time sensitive reviews to QA inspection staff until all required reviews are scheduled.

Contact the Property to schedule the LQA review.

Generate the confirmation letter regarding time, date and other details concerning the review and email letter to the Property contact.

5. Schedule Phase II Training and Examination of Contract Inspector candidates with travel. Work with new

Contract Inspector candidate/Management Company to schedule appropriate Phase II field training and testing inspections based on inspection composition and duration.

6. Schedule CQA reviews.

Using a list of all scheduled inspections for the week, prioritize CQA reviews based on the Contract

Inspector category and map QA Inspector CQA assignment proximity for any available timeframe in the QA Inspector Schedule. Allow a maximum driving time of 100 miles between inspection locations for multiple CQA assignments.

Select the CQA reviews that best fit with scheduled Full, LQA, Special, and Phase II inspections and other assignments in the Weekly Inspection Schedule.

The cycle will involve management review and approval after requested changes until a consolidated schedule is published and distributed to the QA Inspectors, ten calendar days in advance of the assignment week, so that travel and other arrangements can be made. Due to changes in Contract Inspectors’ schedules, the QA Inspector Schedule may also require updating after the schedule is published. Unavoidable issues such as a cancelled inspection may require the Contractor to generate additional CQA assignments throughout the assignment week.

A basic scheduling scenario for a QA Inspector would be travel from his duty location to the assignment location on Monday; perform the review, inspection, or other assignments Tuesday through Thursday; and travel back to the duty location on Friday. Frequently, weekly assignments require travel to multiple locations and/or involve multiple reviews, inspections, and/or projects. Normally, each QA Inspector has a unique assignment schedule.
