Air Traffic Systems and Operations Focus Development of aviation systems that alleviate air traffic congestion, improve safety, and mitigate environmental impacts

Planning, testing, research, and evaluation in support of the Next Generation Air Transportation System (NextGen)

Real-time operational communication, navigation, surveillance, and decision support systems

Example projects Aircraft wake turbulence and aircraft separation – FAA Remotely piloted aircraft technology assessments – FAA NextGen surveillance systems(ADS-B) – FAA NextGen modeling and simulation – FAA Air traffic facilities support – FAA

History of ATO PMO Before ATO Formed – Job Function Oriented

Controllers in Air Traffic Services (AAT) Technicians in Airway Facilities Services (AAF) Systems Development/Deployment in Comm-Nav-Surv Directorate (AND)

ATO Formed (June 2003) – ATC Domain Oriented Controllers/Technicians/Equipment Developers all placed in either o Terminal Services o En Route Services

ATO PMO Formed (June 2011) – Job Function Oriented Size / scope of NextGen programs Desire to build common culture and skills Organizational logic (e.g., Should Surveillance be placed in Terminal or En

Route? – Answer: Neither)

Volpe Role with ATO (PMO & Prior) NextGen Programs

Increase in scope of FAA development programs No corresponding increase in FAA staffing Time required to build program management skills

Volpe Technical Skills Respected Supporting the FAA since 1970 Skills: Surveillance, Navigation, Traffic Management, Safety, Facilities

Draft RFP Question

In accordance with FAR Subpart 16.306 (c), a Prime Contractor is not eligible to receive a cost reimbursement contract or a task order award unless its accounting system has been reviewed by a Government audit agency and determined by the CO to be adequate for determining costs under a cost reimbursement contract. The sole responsibility rests with the Offeror to perform whatever preparatory work is required so that its accounting system will be approved should the Defense Contract Audit Agency (DCAA) be engaged to perform the review.

Please clarify if offeror will be required to have their accounting system certified and approved by DCAA prior to (that is before) they submit response to the impending RFP? And will Volpe require DCAA approval before award of contract is made?

Question Response

An offeror’s accounting system does not have to be certified/approved prior to submission of a proposal.

However offerors accounting system must meet the criteria for having an system that is capable of accumulating and reporting of direct and indirect cost as well as unallowable costs (FAR Part 31).

In the event that an offeror’s system has not been reviewed by the Government, the Government may elect to perform a preaward survey.
