Procurement Summary and Approach
DTRT57-13-R-20007 is a competitive solicitation for Communications and Operations Research and Analysis (ORA) Support Services.
8(a) set-aside
Eligible 8(a) firms must qualify under the small business size standard of $14M under NAICS code 541990
Three to five Indefinite Delivery/Indefinite Quantity (ID/IQ) master contract awards anticipated.
Multiple award master contracts will provide for the issuance of Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF) completion-type and CPFF term-type task orders.
The Volpe Center intends to award the master contracts and the first task order for on-site support services (CORA Task Order 1) concurrently.
Sections B, C, E, F, G, and H of the solicitation include two parts:
Part I applies to master contracts; Part II applies to CORA Task Order 1.
Section J includes three parts (Part III includes attachments that only apply to the solicitation).
Master contract documents will consist of a Standard Form (SF) 26 and the Part I requirements of Sections B-J.
CORA Task Order 1 will consist of an Optional Form (OF) 347 and the Part II requirements of Sections B-J.
Period of performance of the master contracts and CORA Task Order 1 will be five (5) years from the date of award.
CORA Task Order 1 will provide CORA support services on-site at the Volpe Center in a manner and scope similar to the services currently being performed under the existing Volpe Transportation Operations Research and Analysis and Communications (V-TRAC) Task Order with MacroSys Research and Technology.
CORA Task Order 1 will be issued on a FFP and CPFF – completion-type basis.
The awardee of CORA Task Order 1 will be excluded from competing on all other Task Order Requests for Proposal.
Following the award of the master contracts and CORA Task Order 1, remaining awardees will be given a fair opportunity to compete for subsequent task orders as work requirements are established.
A prime contractor is not eligible to receive a master contract award or a task order of any type unless its accounting system has been reviewed by a Government audit agency and determined by the CO to be adequate for determining costs under a cost-type contract.

Section M- Evaluation Factors for
Award
Basis for Award
The Government intends to award multiple master contracts and a single award for CORA Task Order 1.
The Government intends to make a total of three to five master contract awards but reserves the right to make fewer or more awards if it is in the best interest of the Government.
Award will be made to the responsive and responsible Offeror whose offer will provide the best value to the Government based on the Cost and Business Proposal and the Technical Proposal.
Order of Importance
The technical evaluation factors, when combined, are significantly more important than cost in the selection of the contractor for award of the master contract and CORA Task Order 1.
Each Technical Proposal will be assessed based on the evaluation criteria in Section M.
Offerors are cautioned not to minimize the importance of the Cost Proposal. When the Technical Proposals are evaluated as essentially equal, evaluated cost may become the determining factor in making an award.
Technical Proposal Evaluation Criteria
Technical Understanding Subfactor A - Task Order Technical Understanding
Subfactor B – Contract Technical Understanding
Management Subfactor A – Task Order Management and Administration
Subfactor B – Contract Management Approach
Staffing Subfactor A – Task Order Staffing
Subfactor B - Contract Staffing
Task Order Transition
Contract Past Performance
Technical Proposal Evaluation Criteria
The Offeror’s Technical Proposal will be evaluated in accordance with the following criteria:
The first factor, Technical Understanding, is of the most importance.
The second, third, and fourth factors, Management, Staffing, and Task Order Transition, are of equal importance; but each is of lesser importance than the first factor and of more importance than the fifth factor.
The fifth factor, Contract Past Performance, is of the least importance.
Cost Proposal Evaluation Criteria
Proposed costs and fixed fee will be evaluated to establish that they are fair and reasonable and that they demonstrate cost realism.
The Government will calculate probable cost for CORA Task Order 1, CLINs 0002 and 0003.
CORA Task Order 1 CLIN 0001 will be evaluated for price reasonableness.
