Table L.1.2 shows the Quality Assurance Surveillance Plan (QASP) to be part of Volume II, Section 1 - Management, with a 10-page limit, but paragraph L.
3 3.2 contains no information regarding the required content of the QASP, and paragraph M 2 2.1 does not include any mention of the QASP in the evaluation. (a) Can the Government confirm that a QASP is required and will be evaluated? (b) If so, will the Government provide guidance regarding the required contents of the QASP and indicate the basis for evaluation of the
QASP?
a) Yes--the QASP is required under CDRL A003. However the
QASP is not required at proposal submission and will not be evaluated as part of the source selection. Table L.1.2 has been amended. b) QASP is not required for proposal submission.
3 SOO 5.1 70 - Two (2) months after award, at least 50% of the individuals that comprise the offeror’s team for the TS/SCI/CSP positions have successfully completed a CSP examination.
- Six (6) months after award, at least 75% of the individuals that comprise the offeror’s team for the TS/SCI/CSP positions have successfully completed a CSP examination.
- Ten (10) months after award, 100% of the individuals that comprise the offeror’s team for the TS/SCI/CSP positions have successfully completed a CSP examination.
SOO 5.1 calls out a requirement for minimum percentages of individuals for
TS/SCI/CSP positions that have successfully completed a CSP examination by specified times. Will the Government allow flexibility in this schedule, based on the availability of CSP examinations?
Yes, the Government will allow flexibility in this schedule. The
SOO is modified: - Two (2) months after award, at least 50% of the individuals that comprise the offeror’s team for the TS/SCI/CSP positions have successfully completed or have scheduled a CSP examination.
- Six (6) months after award, at least 75% of the individuals that comprise the offeror’s team for the TS/SCI/CSP positions have successfully completed or have scheduled a CSP examination.
- Ten (10) months after award, 100% of the individuals that comprise the offeror’s team for the TS/SCI/CSP positions have successfully completed or have scheduled a CSP examination

122 Illustrate how your experience on this referenced contract/program relates to the scope of your proposed effort on this solicitation. Please utilize the scope areas identified in the SOO as your point of comparison.
In item 6 of the L-1, the Government has requested that offerors illustrate their experience and its relation to the proposed scope of the effort by using the scope areas identified in the SOO. Will the Government clarify that the items to be used in the comparison are the 16 items listed in paragraph 3.1
Requirements of the Scope paragraph?
Yes. Items to be used for comparison with past performance references are the sixteen items listed in paragraph 3.1.
97 L.1 2 ORGANIZATION/DISTRIBUTION/NUMBER OF COPIES/PAGE LIMITS
The Offeror shall prepare the proposal as set forth in the Proposal Organization Table 1-2 below. The titles and contents of the volumes, as well as the page limitations and number of required copies shall be as specified in the table. In the event that the table conflicts with the detailed instructions in the paragraphs that follow, the detailed instructions shall take precedence.

For travel requirements, use the plug numbers listed below with no deviation. The travel amounts below cover only the travel expenses (per diem, air fare, car rental, hotel, etc.)
Applicable burdens are included and therefore shall not be applied to the amounts provided in the table. Offerors are reminded that Section G, clause 252.216-9005, establishes travel as a non-fee bearing cost element. No fee shall be applied to travel amounts.
*NOTE: Any indirect rates associated with travel shall be applied by the offeror to the base-line amounts above to arrive at the total proposed travel cost. The indirect rates applied shall be clearly delineated in the proposal. Per DTRA Clause 252 216-9005, there will be no profit or fee on travel.
Offerors should not apply burdens to the travel plug numbers.
The value of the plug number is a pricing cap and all applicable burdens are included in that cap. NOTE under table deleted.

Para L.4.4
As part of the past performance volume, the Government requires an
Organizational Structure Change History (paragraph L.4.4). In that paragraph, the Government requests a "roadmap" describing all such changes in the past 5 years. L.4.4 specifies that "roadmaps" will not count toward the page limitation of Volume III. Table L.1 2 specifies a 5-page limit on Organizational Change History. However, in the paragraph above the table, the Government states that detailed instructions shall take precedence. Will the Government confirm that the Organizational Change
History section, including the "roadmaps," is unlimited in length?

111 L.4.4 ORGANIZATIONAL STRUCTURE CHANGE HISTORY
Many companies have acquired, been acquired by, or otherwise merged with other companies, and reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a “roadmap” describing all such changes in the organization of the Offeror for the past 5 years and also include a “roadmap” for all team members identified in a
Teaming Arrangement or Letter of Commitment for their efforts. As part of this explanation, show how these changes impact the relevance of any efforts the Offeror identifies for past performance evaluation and performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the Offeror, these “roadmaps” should be both specifically applicable to the efforts the Offeror identifies and general enough to apply to efforts on which the Government receives information from other sources. These “roadmaps” will not count toward the page limitations of Volume III.
The GPAT referenced in this paragraph was not included with the solicitation. Will the Government please provide this template so that offerors will be able to provide a compliant response?

L.2.12 103 Offeror’s proposals will be assessed on their commitment to meeting the subcontracting goal of at least 25% of the total contract value proposed to Small Business. Offeror’s socio-economic commitment will be evaluated relative to meeting the 25% Small Business subcontracting requirement. Alaska Native Corporation (ANC) and Indian tribe subcontractors may be counted as part of the Small Business subcontracting percentage in accordance with FAR 19.703(c).

1194 Subpart C, as well as any technical provision of 36 CFR part 1194 Subpart B applciable to the specific tpe of EIT addressed in the delivered information content. Solication respondents must describe how their proposed information content delverables meet at least those requirements identified as applicable in the attached Government
Product/Service Accessibility Template (GPAT).

L.5.6.2 provides Travel plug numbers to be used in the pricing of each CLIN.
These plug numbers cannot be accurately allocated to specific performers and therefore cannot be attributed to SB entities. Will the Government consider excluding the Travel plug numbers from the Total Contract Value proposed for the purposes of calculating the initial/proposed SB commitment required in Attachment S-1?
7 Paragraph L.2.12 and Attachment S-1 require that the offeror commit to meeting a Small Business goal of 25% of Total Contract Value. Paragraph
L.5.6.1 provides "plug" number values to be included in the proposed price for the surge CLINs but no guidance on how these CLINs will be staffed or exercised. It will be difficult to anticipate the required staffing for these
CLINs and, therefore, impossible to predict the SB participation in their execution, should they be exercised. Will the Government consider excluding the surge CLINs from the Total Contract Value proposed for the purposes of calculating the initial/proposed SB commitment required in
Attachment S-1?
L.5.6.1 114 For the Surge CLINs, use the fully burdened plug numbers, with no deviation, listed in the table below (does not include the travel amount listed in Section L 5.6 2)

9 L.4.3 111 This questionnaire shall be submitted directly to the government from the reference;
questionnaires received from the Offeror will not be considered.
This could be construed to prohibit subcontractors from sending questionnaires to the Prime offeror where the subcontractor is supporting the Prime offeror for the cited contract. Will the Government clarify/confirm that its intent is solely to prohibit offerors from submitting questionnaires from their own customers, and *not* to prohibit offerors from completing questionnaires in their role as customer to a subcontractor?
L.4.3 amended. PPPQs will only be accepted from the government oversight manager.
10 L.3.3.3.4 110 At a minimum, each entry should contain the following information: Name (Key Personnel required, others as known at the time of RFP submission), Proposed Position, Labor
Category, Education, Years of Experience, Certifications, Honors, etc.
Given the number of positions needed to fulfill the requirements, this information alone would exceed the 10-page limit for the Staffing Plan indicated in Table L.1.2 (page 97). Would the Government clarify that the 10-page limit applies to the Staffing Plan narrative only, and that the Staffing
Matrix with all of the information listed above is unlimited in length?
The Staffing Plan shall not exceed 20 pages, including any narrative, matrix, table, etc. Table L.1 2 has been amended.
11 L.5.6.1 116 Estimated Workforce Security Clearances: The following estimates are provided for informational purposes only to aid in proposal preparation.
The first tableindicates that there is a CSP percentage of 6-8% across *all*
CLINs; the second table indicates a 6-8% percentage for CX within CLIN 0001
*only*. Will the Government confirm that the 6-8% figure applies to CX
*only* and not to all CLINs?
Both tables are estimates, provided for informational purposes only--the offeror is expected to assess the need for TS/SCI/CSP security clearances and propose accordingly. For the Base award
(CLIN0001, CLIN0002, and CLIN0003), there is a Government expectation that TS/SCI/CSP security clearances are required for the J9CX department. The government retains the right to identify the TS/SCI/CSP security clearance for any department in either of the surge CLINs over any of the option years dependent on need.
