1 L.2.12 113 Offeror’s proposals will be assessed on their commitment to meeting the subcontracting goal of at least 25% of the total contract value proposed to Small Business. Offeror’s socio-economic commitment will be evaluated relative to meeting the 25% Small Business subcontracting requirement.
Will a proposal receive additional scoring credit for well exceeding the small business goal of 25%?
The small business goal of 25% is considered acceptable in that it meets the requirement. Note that the small business goal is only one of the areas evaluated under M.2.2.1, Subcontract Management
2 L.4.3 120 The offeror shall identify a minimum of three and a maximum of five references for the prime offeror as well as a minimum of one and maximum of two references for each of the subcontractors/teaming partners expected to perform aspects of the effort that the Offeror considers critical to the overall success of the program.
Could the government further define the term “critical” as it refers to provide past performances for the subcontractors?
The offeror shall identify a minimum of three and a maximum of five references for the prime offeror as well as a minimum of one and maximum of two references for other divisions, subcontractors, or teaming contractors for which utilization is proposed.

Yes, SOO 5.1 is modified:
“A DoD security clearance may be required at the TOP SECRET level for a particular labor category;
and may require Sensitive Compartmented Information (SCI) access with a Single Scope Background Investigation (SSBI) or with a Counterintelligence Scope Polygraph (CSP) examination or both. The Contractor shall provide all forms and information, apply for clearances and shall be responsible for any expense incurred in obtaining security clearances for the contractor employees.
Two (2) months after award, at least 50% of the individuals that comprise the offeror’s team for the TS/SCI/CSP positions have successfully completed a CSP examination.
Six (6) months after award, at least 75% of the individuals that comprise the offeror’s team for the TS/SCI/CSP positions have successfully completed a CSP examination.
Ten (10) months after award, 100% of the individuals that comprise the offeror’s team for the TS/SCI/CSP positions have successfully completed a CSP examination.”
10. L.5.6 123 For purposes of preparing a cost proposal, offerors shall make the following assumptions:
One (1) FTE is equivalent to 1920 hours.
Are we correct that the Government is requiring all offerors to use an FTE equivalent of 1920 hours as the basis for the price buildup--i.e., that no deviation from that figure is allowable?

CLINs is undetermined, it is possible that different offerors could base their pricing on CLINs X005 and X006 on wildly varying assumptions—which would make apples-to-apples price comparison difficult and could inhibit full and fair competition—we recommend that the Government omit CLINs X005 and X006 from the Total Evaluated Price.
b. We further recommend that to support the Government’s ability to predict costs for surge CLINs (if used), the requirement should be for offerors to provide fully burdened labor rates only for these two CLINs.
c. If CLINs X005 and X006 are to be included in Total Evaluated Price, in order to ensure apples-to-apples comparison and promote full and fair competition, we recommend that the Government specify the anticipated level of effort for the surge CLINs as for CLINs X001– X003.

13. SOO 8.0 84 At least one space shall allow reconfigurable seating (to include but not limited to:
Classroom, Theater, Conference Table, U-Shape, Hollow Square, Banquet Style, Half Moon Rounds, Chevron or "V" Shape, Herringbone and/or combinations) for a minimum of 50 persons. This meeting room shall have both secure and academic institution compatible video conferencing capability.
a. Can you confirm that a "secure" video conferencing capability requires a Classified capability?
b. What level of classification is required for this VTC capability?
a. Yes.
b. The VTC security capability must include the range of unclassified to Secret. This is reflected in the SOO paragraph 7.0.
14. L.1.2.a 107 a. The “ORIGINAL” copy of Volumes I, II, III, and IV of the proposal shall be provided under separate cover. The “original” paper copy shall be formatted as follows:
1. Clearly marked as “Original”.
2. Unbound without any staples.
3. Hole-punched with a standard 2-hole punch at the top of each page.
4. Printed head-to-foot so that
a. Are we correct that propoals should be unclassified?
b. If so, we recommend that Section L.1.2 be changed to direct that the “Original” copy of each volume also be provided in a standard 3-ring binder rather than a classification folder.

The term ‘classification’ has been deleted from the paragraphs. Copies of the proposal volumes are to be in 3-ring binders as specified in L.1.2.c.

16. L.5.6.1 123 The anticipated categories of experience and education are:
- Entry: AA or BS with 0-5 years’ experience
- Mid-level: BS or MS with 5-10 years’ experience or AA with 15 or more years of experience
- Senior: MS or PhD with more than 10 years’ experience or BS with more than 20 years’ experience.
a. The anticipated categories listed do not specify the category that a person with a BS and more than 10 years but less than 20 years of experience is in. We recommend that an individual with a BS with more than 5 years and less than 20 years of experience would be classified as mid-level; would the Government concur?
b. The categories do not cover a person with a PhD and less than 10 years of experience. We recommend that an individual with aa PhD with less than 5 years of experience would be classified as entry level and an individual with a PhD and 5-10 years of experience
The anticipated categories of experience and education in Section L.5.6.1 are revised to:
- Entry: Bachelor or Masters or Doctorate degree with less than 5 years’ experience or Associates with less than 15 years’ of experience.
- Mid-level: Masters or Doctorate degree with 5-10 years’ experience; Bachelor degree with 5 or more years’ and less than 15 years’ of experience; or Associates degree with 15 or more years of experience.
- Senior: Masters or Doctorate degree with more than 10 years’ experience or would be classified as mid-level;
would the Government concur?

17. L.5.6.1. 123 The anticipated categories of experience and education are:
- Entry: AA or BS with 0-5 years’ experience
- Mid-level: BS or MS with 5-10 years’ experience or AA with 15 or more years of experience
- Senior: MS or PhD with more than 10 years’ experience or BS with more than 20 years’ experience.
The categories do not include degrees other than AA, BS, MS, and PhD; however, it is possible that otherwise qualified individuals could have different degrees (e.g., B.A., M.B.A, other types of doctorates). We recommend that the Government change the wording of paragraph L.5.6.1 to indicate that any type of Associate's, Bachelor's, Master's, or Doctorate degrees (along with the requisite years of experience) would be acceptable.

18. L.2.14 114 Subcontractors on the DTRA J9 A&AS contract who are currently or who may become members of a CWMD IDIQ team are prohibited from providing any form of evaluation or source selection support for CWMD IDIQ Task Orders regardless of the J9 Department from which the requirement originates. Should the J9 A&AS Prime Contractor wish to utilize subcontractors who are not restricted by the aforementioned IDIQ teaming prohibition the A&AS Prime contractor shall notify and receive the approval of the

No, if the question generated by an evalution or source selection is in regards to the CWMD IDIQ Task Orders.

19 L.4.3 120 *Task orders issued against Indefinite Delivery / Indefinite Quantity (IDIQ) contracts may be included as references. The base IDIQ shall not be cited as a reference.
The wording of this paragraph appears to require that offerors that have been awarded and performed multiple task orders under a single ID/IQ must cite each task order as a separate reference.
Given the constraint that the offeror may provide no more than 5 references, this requirement could have the effect of limiting the offeror's ability to fully and fairly present its relevant past performance. We recommend that the Government modify the wording of this requirement to permit offerors to provide a single past performance reference for an ID/IQ contract with multiple task orders where the offeror has been awarded the task orders and is accomplishing the specified tasks.
At the same time, we recommend that the Government include a more narrow exclusion of ID/IQ contracts under which the offeror has not actually performed any work. This more narrow exclusion would enable offers to provide a more complete picture of their
