SECTION C—STATEMENT OF WORK
“PHMSA’s Pipeline Safety Mission Subject Matter Expert Based Technical
Synthesis Reporting”
C.1 INTRODUCTION
The Pipeline and Hazardous Materials Safety Administration (PHMSA) within the Department of Transportation (DOT), has responsibility for the regulation of hazardous materials transportation by highway, rail, air, water, and pipeline. PHMSA is the primary federal regulatory agency responsible for ensuring that the Nation's 2.3 million miles of natural gas and hazardous liquid pipelines are safe, reliable, and environmentally sound. From the federal level, we oversee the development, implementation, and enforcement of regulations concerning pipeline construction, maintenance and operation, and we share these responsibilities with our state regulatory partners. The rules governing pipeline safety are included in Title 49 of the Code of Federal Regulations (CFR), Parts 190-199. Individual states may have additional or more stringent pipeline safety regulations.
The Nation's pipelines are a transportation system that enables the safe movement of extraordinary quantities of energy products to industry and consumers, literally fueling our economy and way of life.
The arteries of the Nation's energy infrastructure, as well as the safest and least costly way to transport energy products, our oil and gas pipelines provide the resources needed for national defense, to heat and cool our homes, generate power for business, and fuel an unparalleled transportation system.
Over the past several years, PHMSA has strengthened its role in ensuring the safety of the Nation’s pipeline system in numerous ways, including promulgating new regulations on integrity management (IM). These new regulations, together with the new inspection processes being used by regulators to evaluate operator compliance, rely for their effectiveness on the operators’ access to new technologies that support improved safety and integrity performance and on regulators’ access to information on the appropriate use and limitations of these technologies.
Please visit http://primis.phmsa.dot.gov/comm/ for a full description of PHMSA’s various pipeline safety programs and how this contract may support many of these vital safety initiatives.
C.2 REQUIREMENTS
PHMSA uses contractor support to address ongoing and new challenges within its IM mission. Integrity management decision makers within PHMSA require current, accurate, and streamlined knowledge to address growing challenges. These services are considered on demand and in the form of technical reports, briefs, white papers, and physical travel to attend and execute requested support. The contractor will coordinate and work extensively with other PHMSA contractors. This coordination will make use of services those contractors provide to PHMSA such as, but not limited to, industry performance data and IM data and webpage development. Support under this contract should involve very limited Information Technology (IT) development and management.
The Office of Pipeline Safety – PHP has the following requirement:
http://primis.phmsa.dot.gov/comm/
RFP: DTPH56-11-R-000001 C-2
A. Assessing the rigors and effectiveness of consensus standards, industry guidelines, and technology with existing and emerging technical issues
The Contractor is to provide the following support services within the following area:
Requirement: Technical Synthesis Reporting The contractor must provide necessary technical, analytic, and reporting services to support PHMSA in synthesizing knowledge for decision makers. The contractor must provide professionals with broad general pipeline experience on an array of technical issues. This initiative is intended to increase PHMSA’s internal knowledge and awareness of existing and emerging technical issues regarding pipeline safety.
Under this requirement, PHP will issue specific task orders that will fall under three subject areas:
A – Assessing the rigors and effectiveness of consensus standards, industry guidelines, and technology with existing and emerging technical issues;
B – Assessing regulatory, technical, and consensus standards issues between the U.S. and Canada and the U.S. and Mexico; and
C – Assessing regulatory, technical, and consensus standard issues for frontier regions such as the Outer Continental Shelf and the Arctic.
Outline of Areas:
• Technical reporting in this area would synthesize all the related and interrelated issues regarding integrity threats such as corrosion or welding/joining and how relevant standards may address the threat. A hypothetical goal could be to better understand if current standards are comprehensive in addressing threats and if new knowledge may be needed to better strengthen them.
B. Assessing regulatory, technical, and consensus standards issues between the U.S. and Canada and the U.S. and Mexico
• PHMSA’s cross border coordination with the National Energy Board of Canada is vital for safe and efficient energy movement into the U.S. Understanding and quantifying differences between North American pipeline consensus standards is important before implementing a strategy of increased harmonization. A technical report in this area would synthesize all the related and interrelated issues in comparing U.S. and Canadian standards. The focus is currently with the Canadian border but future work assessing the Mexican border and other international bodies or regulators is possible.
C. Assessing regulatory, technical, and consensus standard issues for frontier regions such as the
Outer Continental Shelf and the Arctic
• PHMSA shares safety oversight of our Nation’s offshore pipelines with the U.S. Bureau of
Ocean Energy Management, Regulation and Enforcement. Preventing incidents and improving performance will require the creation of technical reports to synthesize all the related and interrelated issues regarding integrity threats. A hypothetical goal could be to better understand how procedures or processes targeting pipeline integrity could be strengthened. Arctic challenges still remain as new pipeline construction occurs in Alaska.
Technical reporting in this area would ducktail with previous investigations which documented many of the Arctic challenges for pipeline safety.
RFP: DTPH56-11-R-000001 C-3
C.2.1 Required Areas of Expertise
The contractor must provide a designated lead and, where appropriate, additional staff for each subtask.
The subtask leader and additional staff must have the appropriate knowledge, skills, and abilities to bring specified PHMSA support to a satisfactory completion; specifics of the depth and range of expertise is required for each area. PHMSA requires expertise gained from leading versus supporting prior client needs on national, regional, and state level challenges. Previous clients should be other federal, state and local regulators, pipeline operators, pipeline owners, pipeline service companies, standard developing organizations, and pipeline trade organizations where appropriate as areas for expertise comparison.
a. Demonstrated experience with oil and gas pipeline operations;
b. Demonstrated knowledge of and experience with using Title 49 of the Code of Federal Regulations, Parts 190 through 195;
c. Demonstrated knowledge of and experience using the various consensus standards applied in the oil and gas pipeline industry and incorporated in the pipeline safety regulations. These include, but are not limited to, standards addressing design, construction, integrity management, and pipeline operations;
d. Demonstrated knowledge of and experience addressing various internal and external technologies applied in the pipeline industry;
e. Experience in technical writing and editing; and
f. Demonstrated knowledge or experience in root cause analysis.
C.2.2 Travel Requirements
Travel may be required on certain task orders.

Procedures for the issuance of task orders are as follows:
(1) PHMSA provides a Work Statement to the Contractor for review.
(2) Contractor will provide a brief proposal (1-3 pages), project plan (detailing all deliverables and due dates, along with performance measures), and a price proposal (detailing labor category, number of hours proposed, and travel, if required).
a. In most instances, proposals will be due within 14 days of the issuance of the Work Statement.
b. A Contractor should have the resources and capabilities to respond within 14 days but for more involved task order requirements, PHMSA may allow for a response time of greater than 14 days.
(3) If the Contractor’s proposal is found acceptable, PHMSA’s Office of Acquisition Services will issue a task order under the base contract.
NOTE: In some instances, especially for task orders issued under Program Area 3, the Contractor may be required to begin work before the issuance of a fully-executed task order. In those instances, an email from the Contracting Officer directing the Contractor to begin work (usually travel-related) will be acceptable.
