Questions and Answers
This Question and Answer Set is issued on Thursday, February 17, 2011 and posted on FedBizOpps. All questions received have been combined into this one document. There are 4 questions in total. PHMSA answers are in blue.
Question 1: Can you provide any further information on the incumbent Contractor? I am specifically interested in: Award date; Contract Termination date; Maximum Contract duration; Contract number; and Award amount.
Answer: Previous Contractor information can be found on the “Notice Concerning Solicitation” page, paragraph 3.
Award date: September 6, 2002 Delivery Order Completion: April 12, 2009 Maximum Order duration: 7 years Delivery Order number: DTRS56-02-D-70036 Award amount: $2,175,000.00
Question 2: Can you provide Program Office and Officer Information (for reference purposes only)?
Answer: We are unable to provide that information at this time.
Question 3: Can you provide an estimated award time-frame or anticipated start date for this program?
Answer: Award is tentatively anticipated to be made in April 2011. However, as stated in Section B, paragraph B.4, the Base period of performance will run from the date of execution through 12 months.
Question 4: My company would be interested in submitting a proposal which includes the services of a number of independent small and large contracts – including universities and national labs which could be called upon by the DOT as required. As it stands there are requirements in the solicitation that this is 100% set aside for small businesses and that 50% of the work must be done by the prime contractor. As a 501(c)(3) we do not qualify for small business status – however we could be very effective in teaming up with small business(es) to respond to this need. Would you be willing to waive the two above referenced requirements?
Answer: PHMSA is NOT able to waive neither the 100% Small Business Set-Aside requirement, nor the requirement that more than 50% of the work performed by the small business prime contractor. However, as stated in the “Notice Concerning Solicitation”, page 1, paragraph 4, a subcontractor (large or small) can team with a small business prime contractor.
