Section H.3 Security Clearance Requirements
The government states that a TS Facility clearance is required when the prior RFP only required the assigned personnel to be cleared to that level.

B.2.6.2 d) The Draft RFP states overtime shall be used only when approved by the CO. Since the shifts will be determined by the government customer (CMC) and the contractor must comply, can the wording be changed to state that overtime and differential will be authorized if the contractor shifts for a given month meet the requirements of overtime or differential pay? That will save work for the vendor, COR, and Contracting Officer over the life of the contract.

C.3 The second paragraph states a "maximum of five full time watch staff members", however B.2 shows 6 (3 SWO and 3 WO) in each year. Which is correct?
Corrections made.
19 C.3.5, C.5.3, G.6 (page 22) These sections make reference to both a Program Manager and a Project Manager. Which is correct?
Program Manager
C.3.5, C.5.3, G.6 (page 22) These sections refer to the Program Manager as also being Watch
Officer qualified. Is it the intent of the government that the Program Manager will also work shifts as a Watch Officer?
Yes, the on-site Program/Project Manager will work as a watch officer as well.
C.3.5, C.5.3, G.6 (page 22) These sections refer to the Program Manager as a working supervisor and also qualified as a Watch Officer. However, Section B.2 provides a separate PM CLIN of 250 hours to perform that function. Typically vendors provide corporate PMP-certified Program Managers to manage the program, contract requirements, ensure work is performed as required, financials, etc. They provide an on-site Task Lead or Project Manager for day to day activities. Did the government intend the Program Manager listed in C.3.5 and C.5.3 to really be the on-site Project Manager as listed on page 22, G.6? Also, that a separate Program Manager as listed in Section C.3.5 and C.5.3 is required, but not as a Watch Officer?
The on-site Program manager will also perform watch officer duties as well as work with the Operations Manager as needed.
G.3 The travel listed in the table states "Travel to alternate site". Can this be changed to "Travel as required in support of CMC requirements" so that if covers all contingencies.
Language Updated
L.8.B. Resumes The section states the vendor must provide an "original" letter of commitment for any personnel not currently on staff. Since the proposal is to be submitted electronically, may the vendor provide a scanned copy of the signed original as an attachment to the proposal?
