SECTION C – DESCRIPTION, SPECIFICATIONS, WORK STATEMENT

SIDE IMPACT DECELERATING SLED REPRODUCIBILITY TESTING

C.1 BACKGROUND

The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). In part, NHTSA’s mission is to save the lives of and prevent injuries to those individuals involved in vehicle crashes. The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of reducing vehicle crashes and the overall economic costs associated with vehicle use and highway travel.

In this effort, NHTSA seeks to evaluate test parameters and methodologies associated with reproducing a representative side impact crash scenario on a decelerating sled system. These methodologies are being proposed for a Final Rule for side impact protection for child restraint systems. The Notice of Proposed Rulemaking (NPRM) (79 FR 4570, January 28, 2014; reopening of comment period, 79 FR 32211, June 4, 2014) proposes to amend Federal Motor Vehicle Safety Standard (FMVSS) No. 213, “Child restraint systems” to adopt side impact performance requirements for child restraint systems designed for children [infants and toddlers] weighing up to 18 kilograms (40 pounds).

The test device is a side impact seat assembly (SISA) consisting of a simulated vehicle bench seat, with one seating position, and a simulated door assembly as described in Drawing Package, “NHTSA Standard Seat Assembly; FMVSS No. 213 – Side impact No. NHTSA-213-2011,” dated June 2012.

Aluminum honeycomb is mounted below the side door structure. The side door is made to reach a desired velocity prior to the aluminum honeycomb coming into contact with the sliding “vehicle” seat structure.

Equipment/Facility Requirements The Contractor shall have access to a deceleration side impact sled buck. The Contractor also shall have the ability to meet all dummy calibration requirements and the ability to conduct on-site instrumentation calibrations. The contractor also shall have access to a CRABI 12-month old anthropomorphic test device (ATD) with full instrumentation and the Hybrid III 3-year-old (un-instrumented). The Government will not provide these ATDs to meet testing requirements under the contract.

C.2 OBJECTIVES

The objective of this Purchase Order is to evaluate and compare kinematic/dynamic responses in side impact sled-on-sled tests in support of NHTSA’s child restraint side impact test procedure development.

Under this Purchase Order, NHTSA plans to conduct eighteen (18) sled-on-sled side impact tests using the developed test procedure to further demonstrate reproducibility of the side impact test procedure on a decelerating sled system. The tests shall be conducted on a deceleration sled system. Two child restraint system (CRS) configurations shall be conducted – forward facing and rear facing. The Q3 side (Q3s) three-year-old and the Child Restraint/Air Bag Interaction twelve-month-old (CRABI 12) anthropometric test devices (ATD) will be used for testing. The Hybrid III three-year-old (HIII 3YO) child ATD will be used for baseline tests. Tests shall be conducted at a given sled buck angle, sliding seat pulse and sled velocity.

The Contracting Officer’s Representative (COR) will finalize all test parameters prior to testing. The

Government will provide the Q3s ATD and child restraint systems to the Contractor as Government Furnished Property (GFP). The Contractor shall conduct tests and provide summary test reports to the agency in conjunction with the completion of each test. An overall summary report of result shall be provided. The Contractor shall conduct an interim and a final agency briefing.

C.3 SPECIFIC TASKS

C.3.1 Test Plan and Baseline Tests Approval

C.3.1.1 Kickoff Meeting A kick-off meeting will be conducted within two (2) weeks after Purchase Order award not to exceed 4 hours to discuss the Purchase Order objectives and requirements. The Contractor shall brief the COR and other NHTSA staff on the Draft Test Plan. Briefing materials (i.e. Draft Test Plan, power point, PDF, ect.) shall be provided to the COR one (1) day before the briefing. In addition, the Draft Test Plan shall include a schedule for the completion of all testing, including instrumentation, measurement, camera/lens identification, camera layout, and camera positioning (approximate x, y and z coordinates).

The Contractor shall come prepared to discuss how it intends to meet all Purchase Order requirements including meeting sled buck specifications and conducting the required testing. The meeting shall be held at the Vehicle Research and Test Center (VRTC) in East Liberty, Ohio.

C.3.1.2 Test Plan and Schedule Proposal/Approval Within three (3) weeks after Purchase Order award, the Contractor shall submit a Final Test Plan to the COR that describes the methods and the ability to address and incorporate updates to the “side impact seat assembly” (SISA) sled fixture proposed in the NPRM (79 FR 4570, January 28, 2014; reopening of comment period, 79 FR 32211, June 4, 2014) and any changes into the Draft Test Plan requested by NHTSA as a result of the briefing. Within three to seven (3-7) days after receipt of the Final Test Plan, the COR will provide approval of the Final Test Plan.

The Contractor shall not make changes to the Final Test Plan without receiving written approval from the COR. If additional changes are requested to the Final Test Plan, the changes shall be submitted to the COR for review. The COR will review the additional changes and provide approval or disapproval of the requested changes within five (5) days after receipt of the requested changes.

The Contractor shall not begin testing until receipt of approval of the Final Test Plan.

C.3.2 Test Parameters and Baseline Test Review/Approval

C.3.2.1 Test Parameters and Sled Buck Specifications

The sled fixture shall comply with the “side impact seat assembly” (SISA) sled fixture proposed in the NPRM (79 FR 4570, January 28, 2014; reopening of comment period, 79 FR 32211, June 4, 2014) and any minor modifications provided by the COR. See Attachment 1, Section J.

C.3.2.2 Baseline Tests Within 5 weeks after Purchase Order award and before testing is conducted with the ATD in the provided CRSs, two baseline evaluation assessments shall be begin. An initial set of baseline tests shall be conducted with and then the Hybrid III 3YO ATD to confirm sled parameters are met when compared to sled requirements and VRTC tests. Sled parameters include, but are not limited to, impact velocity, acceleration and relative velocity corridors. Once sled parameters are met, an assessment of the Q3s ATD kinematics and injury values shall be conducted. Upon confirmation of reproducible results, within 3-5 days, the COR will approve proceeding with start of full testing.

As noted above, the baseline validation of the SISA sled fixture shall be conducted and compared to the VRTC results. The base sled shall be validated per specifications noted in the NPRM and any minor modifications. And, the base sled and door acceleration/velocity profiles (with the CRS installed) shall match sled parameters. Specific test conditions are noted below. When evaluating the time histories, the timing and the peak g’s shall be within ± 3g. The sliding sled validation parameters will be assessed by the Contractor prior to the start of the baseline testing.

Multiple baseline tests shall be conducted to evaluate the performance of the primary and secondary sleds during side impact. Baseline tests shall be conducted with and without an instrumented HIII 3YO ATD (provided by the Contractor) and an instrumented Q3s ATD in a forward-facing CRS approved by the COR. When the ATD is not used, ballast weights shall be affixed to the seat. It is estimated that ten

(10) baseline tests will be needed to assess critical test parameters.

The ATD shall be placed on the test buck and documented (measured and photographed) prior to each test. The COR is aware that the ATD may move out of position during the acceleration phase of the deceleration sled and, therefore, may be displaced prior to impact. Due to possible ATD displacement prior to impact, film analysis shall be conducted on tests to assess the extent of this movement. If it is deemed necessary, the test procedures may be supplemented to minimize the ATD movement during the acceleration phase.

Details of the required SISA sled fixture (see Attachment 1, Section J), along with critical test parameters and tolerances are provided in Attachment 2, Section J.

C.4 CONDUCT SLED TESTS

All testing for this Purchase Order, upon COR approval of baseline tests, shall be conducted using the deceleration sled. The proposed test matrix is shown in Table 1. Prior to conducting the sled test series, up to three (3) consecutively, repeatable test pulse trials shall be required to verify test speed.

Information on these pulse trials shall be made available to the COR within one business day. The Contractor shall test only one ATD/CRS per test.

C.4.1 Child Safety Restraint Systems

NHTSA will provide eighteen (18) child restraint systems (CRS) for testing purposes. The CRSs will be provided to the Contractor after the approval of the Final Test Plan. The Contractor shall note documentation of the specified CRS models and shall retain the CRSs per requirements cited in section H.5.2, Disposition of Government Property in the Purchase Order. The finalized test matrix, identifying CRS models, header information for the data files and title information for the digital imaginer AVIs will be provided to the Contractor prior to conducting the test series.

C.4.2 Proposed Test Matrix

C.5 ANTHROPOMORPHIC TEST DEVICES (ATDs)

The baseline validation test series shall utilize the HIII 3YO and Q3s ATDs. The main test series calls for six (6) tests with a CRABI 12 and twelve (12) tests with the Q3s. The Q3s with full instrumentation will be supplied by NHTSA. The CRABI 12 and HIII 3YO shall be provided by the Contractor and shall be newly calibrated before the required test series begins.

C.5.1 ATD Instrumentation

The instrumentation for the three (3) ATDs is listed in Table 2. All of the instrumentation for the CRABI 12 and HIII 3YO shall be supplied by the Contractor and calibrated in accordance to “Laboratory Test Procedure for FMVSS No. 213, Child Restraint Systems”, TP213-09, June 7, 2006 (further referenced as “TP213-09”). The instrumentation for the Q3s will be supplied with the ATD from NHTSA. If the connectors on the transducers from NHTSA are not the same as the input in the Contractor’s data acquisition system NHTSA will supply the connector conversion cables without the end connector. Therefore, the Contractor shall add connectors on the 24 transducers provided with the Q3s per the pin out supplied by NHTSA.

The Contractor shall notify the COR of any instrumentation that is out of calibration (i.e. if any injury criterion in an individual test exceeds its Injury Assessment Reference Value (IARV) by more than 15%), or is due for calibration within the testing timeframe. All instrumentation shall be certified as being in calibration before any testing is conducted.

Additionally, the Contractor shall paint/chalk the ATD on the near-side segments of the body in contrasting colors per applicable body segments. Colors shall contrast to allow distinction of applicable physical contacts during testing (TP213-09 and Brelin-Fornari (2014), Appendix B1). The ATD will be clothed as specified in TP213-09.

NHTSA will provide the seating procedures for all dummies before testing, if it differs from those specified TP213-09. For additional details regarding ATD placement instructions see Brelin-Fornari (2014), Appendix B, Fixture and ATD Placement. Specific ATD measurements (taken with a Coordinate Measuring Machine) will also be provided to the Contractor. Additional ATD calibrations shall be performed after a reported failure and at the conclusion of testing, at the direction of the COR. Also, a particular test ATD shall not be used in more than 30 sled tests without a calibration being performed on that ATD. The COR reserves the right to change the number of tests before a required calibration.

The results of all ATD certification tests, including physical calibration and notes of any broken parts or ATD component failures and subsequent replacements shall be included in the final report.

C.5.3 Instrumentation Calibration

The Contractor shall provide accelerometers to be mounted to the sled carriage, bench seat base, bench seat back, and to the child seat. A triaxial accelerometer shall be placed on the sled carriage to confirm pure uniaxial translation.

Note: One (1) seat belt load cell (on top tether) shall be required for each of the forward-facing tests.

No top load cells shall be required for the rear-facing seats.

For the CRABI 12 and HIII 3YO, the Contractor shall provide ATD accelerometers and load cells as specified in Table 2. It is not required that the Contractor use its own facility to calibrate the CRABI 12 ATD. However, the Contractor is responsible to ensure that any transportation or handling procedures used between its facility and any off-site location where calibration is carried out shall not, in any way, compromise the calibration of the ATD(s) or delay testing. The Contractor shall conduct calibration of the load cells as specified in accordance with TP213-09.

For the Q3s ATD, NHTSA will provide a fully instrumented ATD. The Q3s will be calibrated by NHTSA before shipping to the Contractor. A final calibration will be conducted by the NHTSA upon return of the ATD. The Q3s User’s Manual with applicable updates, specifying measurement procedures, are included in Docket NHTSA-2013-0118-0003.

The Contractor shall notify the COR of any instrumentation that is out of calibration (i.e., if any injury criterion in an individual test exceeds its Injury Assessment Reference Value (IARV) by more than 15%), or is due to be calibrated within the testing time frame. All instrumentation must be certified as being in calibration before any testing is conducted.

C.5.4 Sled and Buck Instrumentation

The deceleration sled and the test buck will have up to six (6) channels of instrumentation (Table 3).

Accelerate the test platform to achieve a relative velocity (V0) of 31.3 ±0.8 km/h in the direction perpendicular to the SORL between the SISA bench seat and the door assembly at the time they come in contact (time=T0).

The relative velocity profile of the intruding door with respect to the sliding seat shall be within the relative velocity corridor shown in Attachment 2, Section J, Figure 3.

The fixture angle shall be ten (10) degrees with an angle tolerance of ± 1 degree

The sled data channel properly record data during the testing. The critical channel include the accelerometers located on the rear leg of the sliding seat and the accelerometer on the sled interface that is measured for acceleration and velocity (X, Y, and Z directions)

The sled buck and door acceleration/velocity profiles (without the CRS installed) must match baseline kinematics to the VRTC results. When evaluating the time histories, the timing and peak G’s must be within ± 3G.

H.3. RETEST REQUIREMENTS

(a) Non-conforming Test Notification: The Contractor shall verbally notify the COR of any non-conforming test within 24 hours of the test and follow-up with a written Non-conforming Test Report to the Contracting Officer’s Representative within 48 hours of the test completion.
