Bidder review questions 4‐18‐16
The RFQ states that the working hours are from 8AM to 5PM Monday thru Friday. This would favor a local bidder only. The ride along state the same hours. Out of town contractors typically work their crews 10 hours a day 6 ‐7 days a week. Will these contractors be able to get a variance that allows the crews to work longer hours and weekends? University policy requires the vessel to be manned at any time contractors are working aboard the vessel. This restricts working hours to those stated in the solicitation.
Follow up Question:
When the chief was asked he told us that A&M did not have the money for weekend attendance by the 1st, 2nd, or the 3rd engineer. Would it be possible for TMS to pay A&M for the overtime hours to keep the ship open on the weekdays or reimburse A&M accordingly for the overtime? No, we have no control over A&M procedures, nor can we guarantee the availability of crew on an overtime basis for the purposes of this bid.
Item 5.1.2 in the document entitled:
“General_Rudder_Propulsion_Control_Upgrade_Amend_1.pdf” States:
“Provide a handheld programmer for the I/O Units”.
Question:
Can the COTR provide a make and/or model number for the handheld programmer required to be provided the contractor? No specific programmer is specified, this is subject to contractor’s selection and compatibility with the proposed system.
Item 5.13 in the document entitled:
“General_Rudder_Propulsion_Control_Upgrade_Amend_1.pdf” States:
“Propulsion and Bow Thruster Control Systems will are to interface with the existing monitoring and logging system for the main propulsion plant and auxiliaries as per the original propulsion control systems. Any additional alarms or data points which are to be monitored as required by the propulsion and bow thruster control systems are to be added to the existing monitoring system”.
Question(s):
Can PLC & HMI source code for the existing monitoring and logging system be provided by the COTR? Can the existing HMI software licensing be simply upgraded with COTR provided serial numbers or will the HMI licensing require replacement in its entirety? What is the brand or manufacturer of the HMI software? How many additional computers and/or monitors is the contractor required to provide as part of the propulsion control upgrade?
Vessel has electronic copies of the programming and software licenses on the USB keys inserted in the PLC’s. HMI manufacturer and software is also GE. Additionally, the vessel has a hard copy print out of the programming which will be provided to the successful bidder. Password information to access the PLC and read the program electronically will be furnished to the successful bidder. Contractor will furnish software, programming and licenses for all system components upon completion, testing and approval of the installed systems.
While on the ship check for the T/S General Rudder, the CHENG (Mr. Frederickson) and the 1st engineer stated they had access to all of the drawings. I am working on sourcing the edgewise meters for the pilot house console and the MCSC to meet the same form, fit, and function. Is there any way to obtain a copy of the following drawings:
Pilot House Control Console: Dwg # 560‐0000385 Attached
Ship Winch Bow Thruster Console: DWG # 560‐0000384 No longer applicable as this equipment has been removed (was for wheelhouse aft towing winch control station)
Ship Winch Propulsion Console: DWG # 560‐0000383 No longer applicable as this equipment has been removed (was for wheelhouse aft towing winch control station)
Machinery Alarm and Monitor EWD: DWG 436‐0000314 Attached both elementary wiring diagrams and isometric wiring diagrams
MCSC – Could not locate any drawings for this console.
