Bidder review questions
1. Item 5.7 in the document entitled:
“General_Rudder_Propulsion_Control_Upgrade_Amend_1.pdf” States:
“All cables and hardware for deleted controls, alarms and functions are to be removed.
Discontinued wiring is to be removed from terminus to terminus within the engine room.
Control wiring between the engine room and the wheelhouse and the bow thruster can remain in place; however the wiring is to be terminated in a junction box at each terminus and clearly labeled as discontinued.”
Question(s):
What specific Motor/Power/Control cabling is the contractor required to remove or replace for the purposes of the propulsion control upgrade? Wiring diagrams of the existing system have been provided. Contractor to determine what wiring can be utilized and what is to be discontinued according to their proposed design.
What Motor/Power/Control cabling may be reused for the purposes of the propulsion control upgrade? To be determined by the contractor to suit their proposed design.
Is the intention of the solicitation to have the contractor also replace any/all cabling associated cabling with the existing Monitoring System? The current understanding is that the control cabling from the Monitoring System Upgrade Retrofit was simply
“repurposed” or “reused” at the time of installation. Monitoring system is to remain with exception of the replacement of the PLC’s. Propulsion control system is to interface with the monitoring as required for propulsion control and SCR related displays and alarms.
2. Item 5.8 in the document entitled:
“General_Rudder_Propulsion_Control_Upgrade_Amend_1.pdf” States:
“New digital encoder to be installed on each propulsion motor and bow thruster motor.
Furnish and install Northstar, RIM Tach 8500 encoders or approved equal.”
Question:
Would the COTR find acceptable encoder model “M925-1R1200BC15” supplied by Avtron
Manufacturing, Inc. to be an approved equal? Should a comparison of the technical aspects of the two units prove that the Avtron unit is of equal capability and quality then it would be considered an acceptable substitute.
3. The RFQ states that the working hours are from 8AM to 5PM Monday thru Friday. This would favor a local bidder only. The ride along state the same hours. Out of town contractors typically work their crews 10 hours a day 6 -7 days a week. Will these contractors be able to get a variance that allows the crews to work longer hours and weekends? University policy requires the vessel to be manned at any time contractors are working aboard the vessel. This restricts working hours to those stated in the solicitation.
