AUTOMATED TRACK INSPECTION PROGRAM (ATIP)

GEOMETRY CAR OPERATION AND MAINTENANCE

The purpose of this attachment is to:

1. List the contract and work requirements considered most critical to satisfactory contract performance (see column Performance Requirement)

2. Summarize the standard of performance for each specified work requirements (see column Performance Standard)

3. Provide the means to measure the service provided (see column Performance Measurement)

1. Continual Availability During Each Survey Day Of Personnel

Workday Will Not Be Less Than Eight Or Exceed 14- Hours Of Scheduled Survey Day (Including 1-Hour Pre And Postoperative Work) Unless FRA Approved

Normal System Maintenance Workday Will Be Eight- Hours, Unless FRA Approved

100% Of All Survey Days Will Meet This Standard

Random Review, Validated Customer Surveys or Conduct Independent Surveys Compliance by Regional or Headquarter Personnel

2. Operate, Maintain And Safely Conduct Accurate And Efficient Geometry Car Surveys

No Human Factor Caused Accidents (Collision Or Derailment)

Limit Operational Incidents (FRA, Contractor, Or Railroad Operating/Safety Rules Infractions)

Zero Tolerance And No Deviation Only One (1) Time Loss Injury Per Fiscal Year.

No More Than One (1) Per Survey Quarter Validated Rules Infractions Capability, Or Per Accident/Incident Occurrence. Accident/Incident Reports Submitted By Survey Director Daily and Summarized by Program Manager In Monthly Report To FRA

Random Review, Validated Customer Surveys or Conduct Independent Surveys Compliance by Regional or Headquarter Personnel

4. Provide Railroad Survey Notification Letters, Operations Plan And Monthly Schedule Of Geometry Car And Modifications

Provide Semiannual And Quarterly Geometry Car Survey Schedule Of Selected Routes And Operation Plans To Regional And Railroad Personnel Not Less Than 3 Months In Advance Of Survey

90% Of All Documents Are Free Of Errors And Within The Time Due

Random Review, Validated Customer Surveys or Conduct Independent Surveys Compliance by Regional or Headquarter Personnel

5. Provide Experienced Qualified Crewmembers And Training, Establish Proficiency Levels On Geometry Car Operation, Equipment And Instrumentation

No Less Than Four (4) Assigned Crewmembers Each ATIP Survey Day, Trained As Defined Attachment B, Section 5.0

Prohibits Possessing, Using Or Being Under The Influence Of Alcohol Or Drugs While On Duty And Defines Circumstances Where Contractor Must, Or May, Be Tested For The Presence Of Controlled Substances And Alcohol Abide By The Terms, Conditions And Requirements Of The Control Alcohol And Drug Use Regulation

Zero Tolerance And No Deviation, Under FRA Policy When Performing Safety Sensitive Functions On A Railroad 100% Survey Inspection Capability Subject To Mandatory Cause Testing

8. Provide Personal Protection Equipment (PPE) I.E., Head, Eye And Foot Protection In Accordance With FRA Policies’ Individual’s Physical Abilities (Good Hearing, Eyesight To Distinguish Red, Green, And Yellow Colors) Is Required

10. Provide And Kept Records To Document Inspections, Corrective Or Preventive Actions Taken
