ATIP Safety Policy Statement

Attachment A

SAFETY POLICY STATEMENT

The Automated Track Inspection Program (ATIP) provides guidance and understanding regarding on-track safety requirements, geometry measurement technology, operation, and national deployment of the Federal Railroad

Administration (FRA) track geometry inspection cars. Since 1974, the national deployment of ATIP track geometry inspection cars serves an important role in

FRA’s overall compliance programs. The broad purpose of ATIP is to minimize the risk of a passenger or catastrophic hazardous material accident/incident by accurately collecting and disseminating track geometry information and intelligence to FRA and respective railroads.

The primary safety-related use of ATIP is the supplemental assistance provided to all

Inspectors in identifying the most important noncompliant track geometry conditions and locations for evaluation and remediation. All Federal Inspectors assigned to ATIP geometry cars are to ensure applicable compliance with railroad operating rules, special instructions, and specific ATIP policy procedures by everyone onboard when ATIP geometry cars are either operated in the self-propelled mode or coupled to and towed by a locomotive.

ATIP geometry cars are designed and constructed to operate safely in accordance with railroad rules, federal regulations and ATIP policy. Safety onboard and operation of ATIP geometry cars are of the utmost importance. Consequently, safe

ATIP inspection surveys are the responsibility of everyone onboard. Any unsafe situation that does not conform to the procedures and instructions will be immediately reported to FRA regional and headquarters managers.
