Why are there so many bid items doubled up with the exact same item description but slightly different quantities within each of the 4 bid schedules? Example, what is the difference between bid items B0140 and B0160, or between B0180 and B0200, or between B0460 and B0500? If they item description is exactly the same, shouldn’t the bid items be condensed down and quantities adjusted?

Bid according to the quantities shown in the bid schedules. 1/17/19
