Projects located in Idaho can use the NOAA Atlas 2, Vol. 5 to determine their precipitation frequency. NOTE: Precipitation Frequencies on the NOAA Atlas 2, Vol. 5 are in tenths of an inch and will have to be converted to inches to determine precipitation frequency. NOAA Atlas 2, Vol. 5 can be accessed at http://www.nws.noaa.gov/oh/hdsc/PF documents/Atlqs2 Volyme9.i;;>df. (See also attached map of NOAA Atlas 2, Vol. 5)

Projects located in areas not covered by the PFDS or NOAA Atlases will need to use TP-40 to identify the precipitation frequency. TP-40 provides a map of the continental U.S. for the 2-year, 24-hour rainfall. TP 40 can be accessed at http:f/www.nws.noaa.gov/oh/hdsc/PF documents/TechnicalPaper NQjO.pdf. (See also attached map of TP-40)

Inspection Requir~ments for NPDES Compliance

EPA Construction General Permit Part 4 inspection requirements for NPDES compliance:

l11spectiott Frequency: You must conduct inspections in accordance with one of the two schedules listed below.

You must specify in your SWPPP which sch~ule you will be following.

1. At least once every 7 calendar days, OR

2. At least once every 14 calendar days and within 24 hours of the end of a stom1 event of 0.5 inches or greater. (If this option is chosen, a rain gauge is required to be on-site: The SWPPP should also include a daily rainfall log.)

Case-by-Case Reduction.sin Inspection Frequeticy: You may reduce your inspection frequency to at least once every month if: · ·

I. The entire site is temporarily stabilized, 2: Runoff is unlikely due to winter_conditions (e.g., site is covered with snow, ice, or the ground is frozen), or

3. Construction is· occurring during seasonal arid periods in arid areas and semi-arid areas.

lnspectiotz Waiver for Frozeit Co11ditio11s: A waiver of the inspection requirements is av~ilable until one month before thawing conditions are e?r,pected to result in a discharge if all of the following requirements are met:

· 1. The project is located in an area where frozen conditions are anticipated to continue for extended periods of time (i.e., more than one month);

2. Land disturbance activities have been suspended; and

3. The beginning and ending dates of the waiver period are documented in the SWPPP.

Qualified Perso111tel: Inspections must be .conducted by qualified personnel (provided by the operator or cooperatively by multiple operators). "Qualified personnel" means a person knowledgeable in the principles and practice of erosion and sediment controls who possesses the skills to assess conditions at the construction site that could impact stormwater· quality and t<;> assess the effectiveness of any sediment and erosion control measures · selected to control the quality of stormwater discharges from the construction activity. ·

Scope of ltzspectiotts: Inspections must include all areas of the site disturbed by construction activity and areas used for storage of m~terials that are exposed to precipitation_. Inspectors must look for evidence of, or the poten\ial for, pollutants entering the stormwater conveyance system. Sedimentation and erosion control measures must be observed to ensure proper operation. Discharge .locations must be inspected to .ascertain whether erosion control measures are effective in preventing significant impacts to waters of the United States, where accessible. Where discharge locations are inaccessible, nearby downstream lqcations must be inspected to the extent that such inspections .are practicable. Locations where vehicles enter or exit the site must be inspected for evidence of off-site sediment tracking.

All reports required by this permit, includitzg th'e SWPPP, S,WPPP amendments, atzd itzspectiotz reports must be signed by a person described in Appendix G, Subsection 11.A (below) or by a duly authorized representative of that person.

I. For a corporation: By a responsible corporate officer. For the purpose of this Part, a responsible corporate officer ineans: (i) a president, secretary, treasurer, or vice-president of the corporation in charge .of a principal business function, or any other person who performs similar policy- or decision-making functions for the .

2. For a partnership· or sole proprietorship: By a general partner or the proprietor, respectivt?ly; or

The authorization is made in writing by a.person described in Appendix G, Subsection 11.A;

The authorization specifies either an individual or a position having responsibility for the overall operation of the regulated facility or activity such as the position of plant manager, operator of a well or a well field, superintendent, positfon of equivalent respon.sibility, or an individual or position having overall responsibility for environmental matters for the company.
