Project No.: OR BLM ERFO 151‐3301 Project: Wells Creek Landslide
# General Technical Question Answer Date 1 X
Sheet C2; Reinforced Soil Slope Type 2 detail: Detail shows Reinforcement Geotextile/geogrid continuing back to the face of excavated slope. However, not on same detail states “reinforcement geotextile or geogrid, type V, top layer across full roadway”. This would infer that for the bulk of the geogrid reinforcement, it may not continue all the way to face of excavated slope on left side, but might be something less, such as is shown on RSS, type 1 detail. Ie, perhaps continuing back only 8‐12’, allowing a standard roll size, and not continuing all the way back to face of exc. Slope? Please clarify
See Sheet C2 Detail A. Terminate bottom layer of each reinforcement layer within 12” of left side.

2 X Is all geogrid and type 1 seperation geotextile, including that which is immediately under the road prism, incidental to the RSS bid items, even though there is a pay item for the Type 1 geotextile?
No. See 109.05. Separation‐Stabilization Geotextile Class 1 Type D is incidental to the following work: RSS Type 1 and Type 2 (see sheet C.1 and C.2, and SCR 261.07); and, Underdrain (see Section 605.08).
Separation‐Stabilization Geotextile Class 1 Type D is measured for payment directly under the following work: Non –RSS Typical Section, special ditch and drill pad (see sheet D.1 Tabulation of Roadway Quantities). Separation‐Stabilization Geotextile Class 1 Type D for riprap is not measured for payment (see Amendment A001).

Check General or Technical
3 X
There is a pay item for select borrow. Is this for the select borrow shown in the road subgrade, and not for the RSS type 1?
Select borrow in RSS Type 1 below the top layer of separation‐stabilization geotextile is subsidiary to the RSS (See Sheet C.1 Note 4 and SCR 261.07). All other select borrow is measured for payment.

4 X On the RSS pay items, is the square footage shown measured on the face of the finished slope?
No. See 109.02(o). Measurements for area computations will be made horizontally or vertically to the surface being measured.

5 X Sheet C1; footnote 3: We have examined cross sections given for stations 26+20 to 27+40, where bedrock is anticipated. Are we to assume that all excavation in these locations is bedrock? We see no clear method of determining what the quantity of bedrock to be excavated is.
See FAR Clause 52.236‐4 Physical Data (Apr 1984).

6 X This question is related to the use of BLM property for a potential staging/stockpile area. The FHWA administered the first Wells Creek landslide project in 2014 (This project had contract number DTFH70‐ 14‐C‐0016). As a part of this former project, the waste materials were used to construct a staging area/pull off area located .27 miles (as a crow flies, not road miles) east of the slide area on Wells Creek road. The pull out area is located on the south side of Wells Creek Road and is easily visible on Google Earth. This staging/pull off area is now built on fill material placed during the 2014 FHWA project.
Currently, this area has gravel surfacing on some of the area, and it has some stockpiled rock. We are uncertain as to why this area was not identified as an allowable staging area for the current Wells Creek Landslide project, as it would make constructing the project easier. The staging area identified in the plans is not sufficient. Again, this area is located on BLM property and it recently passed all of the environmental clearances as part of a FHWA project.
Thus, why would it not be allowable to use this site for staging? Question: Will this area identified above be allowed for use as a staging/stockpile area?
See Subsection 105.04. Provide additional space as needed. Comply with Subsection
105.02 with respect to any staging or storage areas.

7 X Far Clause 52.211‐10 Commencement, Prosecution, & Completion of Work, states that final completion is October 30th 2017 based on the assumption that the successful offeror will receive notice to proceed by July 14th, 2017. Section 107.10 Environmental Protection (d)(1) Other Requirements, States all work must be completed between August 6 and February 28. Question: Can we assume onsite work can commence upon notice to proceed (July 14th, 2017)?
No. On‐site work is restricted to the period specified in SCR 107.10(d)(1). Off‐site work may commence following issuance of the Notice to Proceed.
