This is a Request for Qualifications for Architect and Engineering (A/E) firms interested in being evaluated to receive an A/E contract. Western Federal Lands Division (WFLHD) of the Federal Highway Administration (FHWA) anticipates awarding up to SEVEN (7) Indefinite Delivery, Indefinite Quantity (IDIQ) Contracts for Architect-Engineer (A/E) Services under this solicitation.
Firms must submit its qualifications on the Standard Form 330 Architect-Engineer Qualifications
(SF 330).
Description of the Proposed Contract Services: The contracts will be for transportation engineering services related to the planning and design of roads, bridges, and trails. The projects are frequently in remote locations on steep terrain, low volume roads associated with Federal Lands in the Western United States (Alaska, Idaho, Montana, Oregon, Washington, and Wyoming). Contract services will be required for a period of five (5) years. A/E Contractors will be expected to provide all expertise necessary to accomplish any or all of the following A/E services:
Planning Highway Design Environmental Highway Safety Geotechnical Hydraulics/Hydrology Survey and Mapping
Landscape Architecture Right-of-Way and Utilities Bridge and highway-related Structural
Engineering Value Engineering Materials and Pavements Construction Engineering Support

Request For Qualifications 2015 Multi-Discipline Architect/Engineer Services
Estimated Costs of Construction (Order of Magnitude): Construction projects awarded as a result of A/E Services under the contracts will range in dollar value from $50,000 - $50,000,000.
Estimated Task Order Amounts: Task orders awarded as a result of A/E Services under the contracts may range in dollar value from $1,000-$5,000,000.
Proposed Contract Type
Firm fixed price Cost plus fixed fee Labor-Hour
Individual task orders may be Firm-Fixed Price, Cost Plus Fixed Fee, or Labor-Hour Contracts. This allows a project-dependent assessment and allocation of contractor risk. On projects with clearly defined requirements, Firm-Fixed Price task orders will be issued.
Projects that lack clearly defined requirements may be accomplished by a Cost Plus Fixed Fee or Labor-Hour task order.
Minimum Requirements:
Minimum Requirements: Only firms meeting the following requirements will be evaluated for possible selection:
A. Five (5) years progressive transportation system and highway design experience.
B. Three (3) years progressive experience in completing Federal environmental compliance documents on transportation facilities.
C. Three (3) years utilizing MicroStation and GEOPAK Road as computer aided drafting and design (CADD) platform, or equivalent road design software.
Experience in the conversion to MicroStation and GEOPAK Road formats and the ability to obtain and fully utilize current versions of Microstation and GEOPAK. List names and versions of CADD software used and conversion software used.
D. Professional engineering license in each of the following states: Alaska, Idaho, Montana, Oregon, Washington, Wyoming.
E. Registered professional land surveyor license in each of the following states: Alaska, Idaho, Montana, Oregon, Washington, and Wyoming.
Firms responding must address and demonstrate, with specific examples, how they meet A, B, and C prerequisites in section F of the SF 330 and list prerequisites D and E in section H of the SF 330. Firms not meeting these Requirements will not be evaluated.
Source Selection Criteria to be used for this A/E Acquisition are as follows:
1. Personnel qualifications necessary for satisfactory performance. Include the proposed team’s specific qualifications and professional background that address each of the A/E Services listed above. 30% weight.
2. Specialized, recent experience and technical competence (either as a firm or through individual experience by proposed team and sub-consultants) for work in rural areas or on publicly owned land. Projects in rural areas, on steep terrain, in undeveloped locations, and/or in the six states listed will be ranked higher than projects that are not in rural areas, on steep terrain, and in undeveloped locations in the six states listed. In the following areas, provide information, examples, and documentation of work in the following disciplines as it relates to work on transportation facilities located in rural areas including publically owned land. 30% weight.
A. Planning studies and reports including asset management, inventories, condition assessments, and database management, as demonstrated by example projects.
B. Highway design (including context sensitive solutions, Alternative Transportation System design, and Intelligent Transportation System (ITS) design), engineering, and preparation of plans, specifications and estimate (PS&E) packages for transportation facilities as demonstrated by example projects.
C. Transportation facility related environmental resource surveys, impact analysis, and compliance documents for effects on resources such as wetlands, cultural and wildlife/fisheries as demonstrated by example projects.
D. Highway safety work, including roadside design criteria, road safety audits and safety assessments, and analyzing crash data history as demonstrated by example projects.
E. Geotechnical engineering including site investigation, subsurface exploration, geotechnical analysis, roadway design on steep ground, foundation design, earth retaining structure design, slope stability analysis, geologic hazard evaluation and mitigation as demonstrated by example projects.
F. Hydraulic and hydrology engineering of culverts, bridges, ditches and modification of rivers and waterways as demonstrated by example projects.
G. Highway Survey and Mapping experience to include control networks, topography, right-of-way retracement, cadastral surveys, areal mapping, and hydrographic/ bathymetric surveys to be documented by example projects.
H. Landscape Architecture associated with highways including historic roadway rehabilitation, development of design visualizations, and revegetation plans as demonstrated by relevant examples.
I. Right-of-Way and utilities analysis, mapping, reports, Title Reports, appraisals, appraisal reviews, acquisition negotiations and utility relocation near and abutting publicly owned lands, as demonstrated by example projects.
J. Bridge and highway related structural engineering (walls, etc.) including investigating and evaluating conditions of existing structures, performing field scoping, and preparing preliminary structural layout and final structural PS&E as demonstrated by example projects.
K. Value engineering processes of projects under development including conducting studies and providing analyses and reports.
L. Materials and pavement engineering work including highway material testing and documentation of results, field reconnaissance and structural evaluation of existing pavement, and structural pavement analysis and design, as demonstrated by example projects.
M. Demonstrated ability for excellence on the basis of honors, awards, and recognition.
3. Past performance of the prime contractor and sub-consultants on contracts with government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. This criterion will be evaluated by reviewing Past Performance Evaluations submitted by others (see below). Do not include support for this criteria in the SF 330. 20% weight.
A. Conformance to program requirements and scope of services.
B. Adherence to budgets.
C. Delivery of submittals within schedules.
D. Utilization of a documented QA/QC process resulting in complete, clear, and comprehensive reports, assessments, and highway design packages requiring minimal review changes.
4. Ability to accomplish the work in the required time and to accomplish concurrent task orders issued under this IDIQ (in terms of expertise, and number of personnel appropriate for this work). 20% weight.
A. Current staffing of the firm and its proposed sub-consultants.
B. On-going workloads of the firm and its proposed sub-consultants and their capability of undertaking this contract and the priority it will likely receive in relation to other work.
C. Where sub-consultants are proposed, identify the level of direct involvement in this contract by the prime firm.
D. The firm’s proposed method of contract administration and project management.
E. Direct involvement in this contract of personnel who make up the ownership of the firm.
F. Proposed method for controlling scope, schedule, and budget on specific projects.
G. Proposed quality assurance and quality control (QA/QC) process to assure that work products are accurate, of high quality and meet the design requirements and established submittal deadlines.
A/E firms meeting the requirements described in this announcement are invited to SUBMIT A COMPLETED SF 330, specifically addressing the criteria listed below. Firms responding should submit a single SF 330 and list their intended use of outside consultants or associates in Part I, Section C. The list of up to 10 projects included in Part I, Section F, of the SF 330 should be projects of the firm and any sub-consultants listed in Section C. Section F may not exceed 12 pages single-sided, and the minimum acceptable text size in Section F is 12 point. The business size status should be indicated in Part II, block 5b of the SF 330. No other type of submittal from the A/E firm is desired and will not be considered in the evaluation.
Selected firms must comply with Equal Employment Opportunity requirements in accordance with FAR 22.8. The North American Industry Classification System (NAICS) code for this acquisition is 541330 (Engineering Services); the small business size standard is $15 million.
Subcontracting plans will be required for large businesses in accordance with FAR 19.7. The subcontracting plan must show the firm’s intended use of small business, HUBZone small business, small disadvantaged business, veteran-owned small business, service-disabled veteran-owned small business, and women-owned small business concerns. Subcontracting Plans are not required with the submission of the SF 330.
