Request for Qualifications Draft Statement of Work
ARTICLE II - STATEMENT OF WORK
A. INTRODUCTION: Work may require any or all of the following Architect-Engineer services:
Planning Highway Design Environmental Highway Safety Geotechnical Hydraulics/Hydrology Survey and Mapping Landscape Architecture Right-of-Way and Utilities Bridge and highway-related Structural Engineering Value Engineering Materials and Pavements Construction Engineering Support
This contract is for Architect and Engineer Services (A/E) to be performed for the Western Federal Lands Highway Division (WFLHD) of the Federal Highway Administration (FHWA), Vancouver, Washington. WFLHD may authorize the use of this contract by other Federal Agencies on a case-by-case basis. This Indefinite- Delivery, Indefinite-Quantity (IDIQ) contract will operate in accordance with Federal Acquisition Regulation (FAR) 16.5. A/E services will be initiated by the issuance of task orders for individual engineering services in accordance with the terms of the IDIQ contract. The IDIQ contract will be in effect for a period of 5 years.
A minimum of $10,000 of A/E services will be ordered during the life of the contract.
The total amount of services ordered shall not exceed $18,500,000 during the life of the contract (see Clause 52.216-18, Ordering, and Clause 52.216-19, Order Limitations).
B. PURPOSE: The primary purpose of this contract is to provide a full range of planning, engineering and environmental services for transportation projects.
C. LOCATION: The majority of the projects will be within the states of Alaska, Idaho, Montana, Oregon, Washington, and Wyoming. Services may be required at other locations within Federal Lands Highway. Project sites will generally be in or near National Forests on either public lands or on public route corridors with abutting private land, in National Parks, in National Wildlife Refuges, on Tribal Lands, or on or near other Federal properties. The projects are frequently in remote locations on steep terrain on low volume roads.
D. SCOPE OF WORK: The work will principally be for planning, engineering and environmental services needed in support of design and development of highway, bridge, and other associated transportation facilities. A significant amount of the design work will be for mountainous roads with difficult access requirements. Additionally, engineering and environmental support services may be required for construction and post-construction tasks. The work will generally consist of the following types of services:
1. Develop transportation plans, studies, reports, and assist in public involvement meetings and outreach. The plans can range from regional, multi-state long range transportation plans to unit or modal-specific studies. The completed plans should include supporting baseline condition analysis relevant to the areas of interest. The completed plans and reports would provide information used in future project decision making processes.
2. Develop preliminary, intermediate, and final plans, specifications, and estimates
(PS&E) packages for the construction of roads, bridges, multi-modal facilities, and trails. The work generally consists of transportation design using context sensitive solutions balanced with safety, design standards, environmental and economic restrictions. The completed design should include all documents necessary to support the design decisions, associated risk evaluation and provide compliance with national laws and regulatory policy. The completed design would provide a set of documents that would be used for the bid and award of a construction project.
3. The environmental clearance work generally consists of developing and providing documents that address compliance with national environmental laws and policies.
This may include performing studies, investigations, or inventories of various social, cultural, and environmental resources contained within the project limits or impacted by the proposed construction activity. This clearance may also involve the coordination with the public as well as various federal, state, local, or tribal agencies within the project corridor.
4. The highway safety work generally consists of collecting and analyzing traffic and crash data history to support the environmental clearance process and to guide the selection of appropriate engineering solutions. Additional tasks may include using the Interactive Highway Safety Design Model (IHSDM) and conducting Road Safety Audits (RSA).
5. Geotechnical field investigations, analysis, reports and studies in support of roadway, bridge, and trail design and for environmental clearance issues. The work generally consists of performing geotechnical reconnaissance, subsurface exploration, geophysical studies, data collection, mapping, geologic interpretations, geotechnical analysis, alternative development, and design for geotechnical aspects of project development and construction. A formal report is generally required documenting the findings and recommendations of the geotechnical work. This report is used to supply supporting information for the design phase and is also used as a resource during project construction.
6. Hydrology and hydraulics engineering services in support of highway design and environmental clearance issues. The work generally consists of field reconnaissance, geomorphic trend analysis, geomorphic risk analysis, flood-rise analysis, flow determinations, design of drainage structures which may include fish passage, flood analysis and scour potential determinations. The hydraulic recommendations are appropriately documented indicating the type of analysis used. These recommendations will be used as appropriate in the support of highway design.
7. Highway Survey and Mapping work to include control networks, topography, right-of-way retracement, cadastral surveys, areal mapping, and hydrographic/ bathymetric surveys to be documented by relevant examples.
8. Landscape Architecture associated with visual landscape management, visual mitigation, and revegetation plans. Development of design visualization of project designs.
9. Right-of-way and utilities engineering including preparation of right-of-way and utilities plans and descriptions for the acquisition of right-of-way and coordination with landowners, state and county agencies, and utility companies, and right-of-way acquisition negotiations with landowners.
10. Structural designs for various highway-related structures, including major hydraulic structures, retaining walls, and bridges. The work generally consists of the design of structures including analysis of required structure type, size and location. The completed design should include appropriate documentation to indicate compliance with federal law and policies. The completed design provides a set of documents that can be used for the bid and award of a construction project.
11. Value Engineering of projects under development, including conducting studies, assisting with arranging and conducting meetings, and providing analyses and reports.
12. The materials and pavement engineering work generally includes highway material testing and the appropriate documentation of results. Pavement engineering service includes field reconnaissance, existing pavement structural evaluation, documentation of existing pavement distress, and structural pavement analysis and design. A formal report is issued properly documenting the analysis and recommendations. This report is used to supply supporting information for the highway design phase and is also used as a resource during project construction.
13. Engineering support during and post construction generally consists of providing revisions to the PS&E package for roads, bridges, and trails as requested by FHWA during construction of a project.
Perform all work in accordance with the Federal Lands Highway Project Development and Design Manual (PDDM), and other manuals, guides, references, and requirements as may be specifically stated in the individual task orders. Specifications and standards are defined in the PDDM and may be supplemented in the task order. Generally, National Park Road Standards shall be used for highway design of park roads. American Association of State Highway and Transportation Officials (AASHTO) or state and local standards shall be used on other roads. The Firm’s recommendations shall provide for the use of WFLHD’s standard materials, construction methods, and test procedures as contained in the current or designated edition of the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, unless specified otherwise in the individual task orders.
Utilize boring log, retaining wall design, highway design, survey and mapping platforms and software that ensure compatibility with current WFLHD platforms; gINT, MSEW (3.0), DARWin, MicroStation (V8) and GEOPAK (V2004).
Provide all needed supplies, materials, equipment, vehicles, qualified personnel and supervision to complete the work specified in each task order.
Assure that work products are accurate and of high quality through an established and documented quality assurance / quality control (QA/QC) process. WFLHD staff may visit the Consultant’s office(s) to verify project progress to date, and verify the use of a quality assurance program. The quality assurance process should be documented and provide appropriate checks to ensure high quality in the final delivered product.
