Offeror please note: Before preparing the bid, carefully read the Solicitation Provisions.

Insert a unit bid price, in figures, for each pay item for which a quantity appears in the bid schedule. Multiply the unit price by the quantity for each pay item and show the amount bid.

Should any mathematical check made by the Government show a mistake in the amount bid, the Amount Bid for the item will be based on the Unit Bid Price.

When "LPSM" (Lump Sum) appears as a unit bid price, insert an amount for each lump sum pay item.

When a sum based on a fixed rate appears for any pay item in the amount bid column, include the Government inserted amount bid for the item in the total bid amount.

Total the amounts bid for all pay items and insert the total bid amount.

The quantity for the following item of work is a Contract Quantity (see FP-03, Subsection 109.02):

Section 204. — EXCAVATION AND EMBANKMENT

Construction Requirements

204.05 Conserve Topsoil. Delete the text of this Subsection and substitute the following:

The CO will designate topsoil salvage locations. Completely remove topsoil before beginning excavation. Remove the topsoil in one pass if possible. Use equipment capable of excavating small isolated pockets of topsoil. Do not handle topsoil in a wet or frozen condition.

Manually rake topsoil in areas where topsoil cannot be removed mechanically. Do not mix topsoil with subsoil. Break down shrubs and trees that are less than three feet in height, including roots, to a maximum diameter or length of 4 inches. Incorporate this material into conserved topsoil. Do not compact or drive upon topsoil during removal.

Stockpile conserved topsoil in rows no higher than 3 feet, and at locations described in Subsection 105.04. Place conserved topsoil under Section 624.

204.06 Roadway Excavation. Delete the text of this Subsection and substitute the following:

Excavate as follows:

(a) General. Do not disturb material and vegetation outside the construction limits.

Excavate material suitable for backfill or other purposes in a sequence that permits the placement of the excavation directly into its final position or in stockpiles for subsequent placing.

Use caution when excavating adjacent to existing stone masonry guardwalls. Take all necessary precautions to prevent damage to the structures.

Shape to drain and compact the work area to a uniform cross-section at the end of each day’s operations. Eliminate all ruts and low spots that could hold water.

(b) Rock cuts. Do not blast. Excavate rock cuts to a depth of 9-inches below finish grade within the roadbed limits. Backfill excavated areas to grade with other suitable material.

Compact the material according to Subsection 310.07.

Rock excavation is to be done by mechanical methods. Rock excavation requiring the use of a hoe ram is to be agreed upon by the CO and paid under Section 622.

(c) Earth cuts. Scarify earth cuts to 6-inches below subgrade within the roadbed limits.

Compact the scarified material according to Subsection 204.11.

Revised by Amendment A003

F-6

204.13 Sloping, Shaping, and Finishing. Delete the first paragraph of (a) and add the following:

(a) Sloping. Leave all slopes with roughened surfaces as they are being constructed as directed by the CO. Construct slopes to staked slope ratios, as shown in the cross sections and staking data, but steepen or flatten randomly and intermittently to simulate the irregularity of existing terrain as designated by the CO. Sculpt slopes to produce irregular ledges, shelves, and planting pockets for vegetation by steepening the nominal slope ratio in staggered locations suitable for placement of topsoil and vegetation.

Leave undisturbed boulders that are firmly in place and protruding from the slope, except those designated for removal under Section 203 or as directed by the CO.

Slope as follows:

(1) Earth slopes. Add material to the fill slopes to obtain varying and gently undulating contoured slope, rounding at toe of fills, and to flatten selected slopes to blend with existing land forms or promote revegetation when shown on the plans or determined by the CO. Round tops and bottoms of all slopes, including the slopes of drainage ditches.

204.14 Disposal of Unsuitable or Excess Material. Add the following to the first paragraph:

Dispose of excess usable material at Logan Pit or at alternate locations determined by the CO.

Where unsuitable material is not allowed in the Park boundaries, dispose legally off the project and comply with Subsections 107.10 and 107.11, and all applicable local, State, and Federal laws.

Measurement

204.16 Amend as follows:

Add the following to paragraph (a)(1)(a) Roadway prism excavation:

(a) Use the volume shown in the plan column on the summary of quantities sheet of the plans. The volume is subject to adjustments resulting from changes to slope stakes. See Subsection 152.03(c), Slope stakes and references.

Section 252. — SPECIAL ROCK EMBANKMENT AND

ROCK BUTTRESS

Delete the text of this Section and substitute with the following:

Description

252.01 This work consists of constructing rockery walls.

Material

252.02 Conform to the following Section or Subsections:

Bedding material 704.02 Select Borrow 704.07 Stone for rockeries 705.08 Epoxy-coated reinforcing bars 709.01 Earthworks Geotextile 714 Epoxy resin adhesive 725.21 Cement grout 725.22(e) Earthworks Geotextile 714

Rock obtained through structure excavation under Section 209 may be processed into stone for rockeries if the material meets the requirements in Subsection 705.08.

It is not anticipated that structure excavation will produce adequate quantities for the rockery wall bid items. See Section 105 for additional material source information.

Construction Requirements

252.03 General. Survey according to Section 152 and verify the limits of the wall installation.

Perform the excavation and foundation preparation according to Section 209.

Construct rockery walls as shown on the plans and as directed by the CO.

Submit, for approval by the CO, a plan or narrative describing how work at the Little Red Rock turnout site will be accomplished, including the proposed timing of the work to minimize slope disturbance and potential instability.

Revised by Amendment A002

F-14

Do not begin construction of rockery walls until the construction start date is approved in writing by the CO. Submit the request for proposed start of construction date to the CO in writing at least 7 days prior to the proposed start date.

During construction of the wall, do not leave unsupported temporary excavations greater than 4 feet high overnight, over the weekend, or any other nonworking periods unless approved by the

CO.

For rockery walls, grade the foundation for a width equal to the required stones. Excavate to required depth for placement of a minimum 6-inch aggregate leveling course or to refusal on rock. Compact the leveling course in layers not to exceed 6-inches in depth to form a uniform foundation. Where foundation rock is encountered, utilize cement grout to create a 1” minimum depth grout bed in lieu of the aggregate leveling course.

Rock excavation is to be done by mechanical methods. Rock excavation requiring the use of a hoe ram is to be agreed upon by the CO and paid under Section 622.

When constructing rockery walls around existing culvert pipes in the rockery wall slope repair areas, place a minimum of 6-inches of bedding material around all sides of the pipe to provide a cushion between the pipe, rockery stone, and backfill.

252.04 Placing Stones. Construct rockery walls one course at a time. Incline the wall foundation and subsequent stone courses toward the back of the wall at similar to the wall face batter angle.

F-15

Key the first course of stone so that full contact is achieved with the leveling course. Where foundation rock is encountered and a 6-inch leveling course cannot be obtained, drill and set a minimum of three epoxy-coated reinforcement bars per the manufacturer’s recommendation for each stone of the first course. For walls higher than 6 feet, 2 stones may be placed in the base and second course to achieve the wall width dimensions shown in the plan set.

Construct rockery walls of class 1 through class 5 stones as shown in the plans. Increase the stone class from top to bottom with a uniform range of size in-between.

Place the stones in a stable orientation, with minimal voids; such that at least 80 percent of the exposed face of the wall is stone (class 1 through 5 stones). Seat and bed each course of stones by compacting the select granular backfill behind the stone to provide a stable condition for the entire wall. Compact each layer with mechanical or hand operated equipment in horizontal lifts not to exceed 6-inches when compacted. Key each stone into adjacent stones by utilizing the natural irregular shape of the stones. Use rock spalls to chock larger stones solidly in position and to fill voids between the stones. Do not use rock spalls to provide primary bearing support of the facing stones. Stack larger stones such that each stone is bearing on at least 2 stones of equal or larger class below.

Construct the exposed face of the rockery wall reasonably uniform, limiting projections beyond the neat line of the slope to 20 percent of the largest facing stone dimension.

Transition the beginning and end of the rockery walls into soil slopes or rock outcrops, if present, as directed by the CO.

252.05 Acceptance. Stone will be evaluated under Subsection 106.02.

Stone placement will be evaluated under Subsections 106.02 and 106.04.

Structure excavation, backfill, and leveling pad will be evaluated under Section 209.

See Table 252-1 for minimum sampling, testing and acceptance requirements.

Measurement

252.06 Measure the Section 252 items listed in the bid schedule according to Subsection 109.02 and the following as applicable.

Rockery walls will be measured by the square yard of wall. Measurement will be made on the vertical plane of front face. Measure epoxy-coated reinforcing bars for payment by the linear foot.

Structural excavation will not be measured for payment. Backfill and leveling pad quantities will not be measured for payment. Earthwork geotextile will not be measured for payment.

Payment

252.07 The accepted quantities will be paid at the contract price per unit of measurement for the Section 252 and 261 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.

F-94

620.09 Constructing Walls. Construct a 3 square yard sample section of stone masonry veneer for approval by the CO, before continuing with the work. The approved test section may be incorporated into the permanent work.

Construct stone masonry veneer and install triangle ties as shown in the plans, and according to Subsections 620.06 and 620.08.

620.10 Facing for Concrete. Conform to the following:

(a) Stone placed before concrete. Make the back of the masonry uneven to improve the bond to the concrete backing.

After the mortar has attained sufficient strength, clean the back masonry surface of all dirt, loose material, and mortar drippings. Wash surfaces of masonry just before placing the concrete by pressure water jet.

Place the first 12 inches of concrete height continuously. When placing the concrete, carry a neat cement grout of the consistency of cream on top of the concrete and against the masonry at all times. Coat all interstices in the back of the masonry with grout.

620.11 Guardwalls and Seat Walls. Construct a 10-foot sample section of stone masonry ashlar guardwall and a 10 foot sample section of stone masonry random rubble cavity guardwall.

Do not continue stone masonry placement before sample is approved by the CO. The approved sample sections may be incorporated into the permanent work.

Construct guardwalls as shown in the plans, and according to Subsections 620.06, 620.08, and 620.09, and this Subsection. Incorporate all stone shapes specified in the plans into the sample Section.

620.12 Acceptance.

Material for mortar will be evaluated under Subsections 106.02 and 106.03. Mortar will be evaluated under Subsections 106.02 and 106.03.

Stone for masonry structures will be evaluated under Subsections 106.02 and 106.04.

Construction or rehabilitation stone masonry structures will be evaluated under Subsections 106.02 and 106.04.

Excavation and backfill will be evaluated under Section 209.

Concrete will be evaluated under Section 601.

Lean concrete backfill will be evaluated under Section 614.
