Section 105. — CONTROL OF MATERIAL
105.02 Material Sources. Amend as follows:
(a) Government-provided sources.
Obtain stone masonry for work under Section 620, and stone for drystack wall work under sections 622/623, at the Glacier National Park Ballfield located approximately 0.5 miles from the West Entrance station. Available stone at this site is currently organized and stacked upon pallets. There is no charge for stone masonry material taken from the Glacier National Park Ballfield.
Comply with the following:
(1) Keep the site clean and accessible (except as set forth at Subsection 105.04(a) at all times;
and
(2) Return any unused stones to the original pallet stack from which they were removed.
Red argillite for revetment repair (898+20 to 899+60) is available on site at the revetment location. Obtain red argillite rock by recovering existing loose rocks from the face and toe of the revetment and surrounding area. The contractor may utilize red argillite stockpiled at Logan Pit and near the incinerator plant.
(b) Contractor-located sources.
Sites outside construction limits. Activities outside the construction limits that will require ground disturbance, occupation, clearing, or other environmental impacts are limited to the following; material sources, waste sites, staging areas, water sources. Prior to use of these sites, provide the following documents.
The requirements below do not apply to Government designated sources or commercial sources that are established, have provided material to public and private entities on a regular basis over the last two years, have appropriate State and local permits, and do not require expansion outside their currently established and permitted area.
(1) Proposed activity description. Submit a description, schedule, and location of the proposed activities for approval by the CO. Include maps of the area and other relevant information.
(2) Cultural resources. Submit written documentation satisfactory to the CO for a recommendation of either “no historic properties affected” or “no effect” according to 36 CFR 800.4(d)(1) for historic properties on or eligible for listing to the National Register of Historic Places. Provide either:
(a) Documentation showing there are no cultural resources present, and a recommendation of either “no historic properties affected” or “no effect” according to 36 CFR 800.4(d)(1). Documents must be prepared by an individual qualified under the Secretary of the Interior’s Standards and Guidelines for Archeology and Historic Preservation, 48 FR 44716-44740.
Revised by Amendment A002
E-18
(n) Decontaminate equipment including water tanks, pumps, hoses, etc. before entering Glacier National Park to eliminate the risk of transporting exotic species. Equipment stored within Glacier National Park or the Flathead Valley over winter shutdown periods does not require further decontamination, unless requested by the CO.
(1) Provide 7 days notice so that the decontaminating process can be monitored by the CO.
(2) Clean the exterior surface of all equipment transporting or coming in contact with water by pressure washing with a minimum of 2,900 psi at 122º F.
(3) Pressure wash with hot water the interior of all tanks, hoses and equipment to eliminate dirt, debris and organic matter, as mud, slime and plant material, etc. that would reduce the effectiveness of chlorine.
(4) After pressure washing is complete, perform disinfection process with a chlorine/water solution of 200 parts per million (ppm) chlorine and allow to stand in the tank a minimum of 12 hours. Use water for the disinfection process from a potable municipal source. Notify the CO of the water source for pre-approval. Use either powder (calcium) or liquid (sodium) hypochlorite as follows:
0.51 ounces of household bleach (sodium hypochlorite) per gallon of water produces a 200 ppm solution;
Example:
For a 4,000 gallon truck, (4,000 gallons x 0.51 ounces = 2040 ounces) = approximately 16 gallons of bleach required.
0.0026 pounds of 65 percent available powder calcium hypochlorite per gallon of water also produces a 200 ppm solution. Calcium hypochlorite is commonly used as swimming pool chlorine;
Example:
For a 4,000 gallon truck, (4,000 gallons x 0.0026 pounds = 10.75 pounds) =
10.75 pounds. of powder required.
(5) Mix additional 200 ppm solution and fill pumps, hoses, etc. and allow to stand a minimum of 12 hours. Take a sample and test it to verify the 200 ppm requirement is met.
(6) Open the distribution bar of the truck to allow chlorinated water into all parts of the system. Take a sample and test it to verify the 200 ppm requirement is met.
(7) Also take a sample after allowing the tank to stand a minimum of 12 hours to verify a minimum of 150 ppm. CO will verify test results.
Chlorine is toxic to fish and other organisms so the chlorine-water solution must not be allowed to enter any body of surface water. Dispose of the water outside of Glacier National Park. The chlorinated water may be disposed of at a sewage treatment plant if permission is obtained from the plant operator. Discharge water in a manhole far enough upstream so that the organic matter depletes the chlorine before entering the plant. Allow CO to pre-approve the disposal site and witness disposal.

Section 153. — CONTRACTOR QUALITY CONTROL
Delete the text of this Section and substitute the following:
Description
153.01 This work consists of exercising management control to ensure work conforms to the contract requirements, providing inspection, obtaining samples for QC testing, and performing QC tests. See FAR Clause 52.246-12 Inspection of Construction.
Construction Requirements
153.02 Contractor Quality Control Plans. Provide QC plans for selected work features to the CO for approval at least 14 days prior to the start of the work feature. The absence of a plan for other items of work does not relieve the Contractor of complying with the contract requirements.
Additional quality control activities may be required to provide effective quality management. The contractor may use previously approved QC plans utilized under the current GTSR IDIQ contract and task orders, provided they are updated for the current task order and approved by the CO.
(a) Development. Develop QC plans for the following work features:
Construction survey and staking (Section 152);
Soil erosion control (Section 157);
Clearing and grubbing (Section 201);
Removal of structures and obstructions (Section 203);
Excavation and embankment, sloping, shaping, and finishing (Section 204);
Riprap (Section 251, 252)
Aggregate courses (Sections 305, 308, 310);
Asphalt pavement (Sections 401, 404, 411, 412);
Waterproofing (Section 559);
Minor bridge work (Section 575);
Drainage structures (Section 601A, 602, 605);
Concrete curb (Section 609);
Guardwall and other masonry structures (Section 620);
Roadside development (Section 646); and
Temporary traffic control (Sections 156, 635).
E-48
Place snowpoles around any hazards to remain during winter shutdown as directed by the CO.
156.06 Limitations on Construction Operations. Delete the text of this Subsection and substitute the following:
When the roadway is open to public traffic, restrict operations as follows:
(a) Operate equipment in the direction of traffic, where practical;
(b) For shoulder drop-offs in excess of 2-inches, provide “Low Shoulder” warning signs. For shoulder drop-offs in excess of 4-inches, provide a 1V: 3H fillet with “Low Shoulder” warning signs. Complete the construction of shoulders adjacent to traffic lanes to the same elevation within 7 days;
(c) Provide a minimum lane width of 10 feet in the tangent sections of the road. In the areas of tight centerline radius, increase the minimum lane width as directed by the CO. Use barricades, drums, or other acceptable devices to delineate traffic lanes through areas where the edge of pavement or intended path has been obliterated by construction operations;
(d) Confine staging, parking of equipment and vehicles, and storing of material to the locations identified in Subsection 105.04;
(e) Where switching traffic to a completed lane, provide adequate personnel and equipment to set or relocate traffic control devices;
(f) Maintain existing guardwalls, guardrails, and other barriers until removal is necessary for construction. Use a temporary barrier or appropriate channelizing devices while the barriers are absent. Install permanent guardwalls, guardrails, and barriers as soon as possible to minimize risk to the public;
(g) For purposes of facilitating traffic, perform grading or surfacing part-width at a time.
Make the width not under construction available to public traffic under alternate one-way control. Furnish pilot car and driver, or flaggers, or both, as ordered by the CO, to direct traffic through sections of road under one-way control;
(h)
Adjacent lanes must be paved and to the same elevation prior to winter shut-down;
(i) Do not perform construction operations during the following times:
(1) Between 6:00 p.m. Friday and 6:00 a.m. the following Tuesday of Labor Day weekend; and
(2) Between 6:00 p.m. July 3rd and 6:00 a.m. July 5th.
(j) Limit cumulative construction-caused delays to public traffic as follows:
(1) June 17, 2011 through September 18, 2011; June 15, 2012 through September 16, 2012; and after June 21, 2013:

Construction Requirements
252.03 General. Survey according to Section 152 and verify the limits of the wall installation.
Perform the excavation and foundation preparation according to Section 209.
Construct rockery walls as shown on the plans and as directed by the CO.
Submit, for approval by the CO, a plan or narrative describing how work at the Little Red Rock turnout site will be accomplished, including the proposed timing of the work to minimize slope disturbance and potential instability.
Submit a plan for obtaining and shaping the stones. This plan should include the anticipated material source(s) and locations where stone shaping will take place. Requests to modify the plan must be submitted to the CO for approval and shall contain a brief description supporting the reason for the change to the plan.
F-14
Product must be in compliance with the material requirements of this contract. Prior to beginning full production of shaping from a material source, the contractor shall produce samples of each type of shaped stone that will be produced from that source. For each type of shaped stone, the contractor shall produce a sample of 5 stones. The Contractor shall notify the CO that the samples are available for inspection.
Allow 5 days for on-site inspection to occur. The Contractor may begin full production shaping of the stone after approval from the CO. Products from the full production will be visually inspected upon delivery to ensure they meet the same general physical characteristics of the approved samples.
The Contractor is to deliver all shaped stones to the Glacier National Park Storage Location, commonly known as the Ball Field per Subsection 105.04.
No shaping of material is allowed at the Storage Location.
Do not begin construction of rockery walls until the construction start date is approved in writing by the CO. Submit the request for proposed start of construction date to the CO in writing at least 7 days prior to the proposed start date.
During construction of the wall, do not leave unsupported temporary excavations greater than 4 feet high overnight, over the weekend, or any other nonworking periods unless approved by the CO. Stage the rockery wall construction by limiting unsupported temporary excavations to no more than 20 lineal feet at a time in each rockery wall section, unless otherwise approved by the
CO.
For rockery walls, grade the foundation for a width equal to the required stones. Excavate to required depth for placement of a minimum 6-inch aggregate leveling course or to refusal on rock. Compact the leveling course in layers not to exceed 6-inches in depth to form a uniform foundation. Where foundation rock is encountered, utilize cement grout to create a 1” minimum depth grout bed in lieu of the aggregate leveling course.
Rock excavation is to be done by mechanical methods. Rock excavation requiring the use of a hoe ram is to be agreed upon by the CO and paid under Section 622.
When constructing rockery walls around existing culvert pipes in the rockery wall slope repair areas, place a minimum of 6-inches of bedding material around all sides of the pipe to provide a cushion between the pipe, rockery stone, and backfill.
252.04 Placing Stones. Construct rockery walls one course at a time. Incline the wall foundation and subsequent stone courses toward the back of the wall at similar to the wall face batter angle.
F-15
Shape the first course of stone so that full contact is achieved with the leveling course. Where foundation rock is encountered and a 6-inch leveling course cannot be obtained, drill and set a minimum of three epoxy-coated reinforcement bars per the manufacturer’s recommendation for each stone of the first course. For walls higher than 6 feet, 2 stones may be placed in the base and second course to achieve the wall width dimensions shown in the plan set.
Construct rockery walls of class 1 through class 5 stones as shown in the plans. Increase the stone class from top to bottom with a uniform range of size in-between.
Place the stones in a stable orientation, with minimal voids; such that at least 80 percent of the exposed face of the wall is stone (class 1 through 5 stones). Seat and bed each course of stones by compacting the select granular backfill behind the stone to provide a stable condition for the entire wall. Compact each layer with mechanical or hand operated equipment in horizontal lifts not to exceed 6-inches when compacted. Key each stone into adjacent stones by utilizing the natural irregular shape of the stones. Use rock spalls to chock larger stones solidly in position and to fill voids between the stones. Do not use rock spalls to provide primary bearing support of the facing stones. Stack larger stones such that each stone is bearing on at least 2 stones of equal or larger class below.
Construct the exposed face of the rockery wall reasonably uniform, limiting projections beyond the neat line of the slope to 20 percent of the largest facing stone dimension.
Transition the beginning and end of the rockery walls into soil slopes or rock outcrops, if present, as directed by the CO.
252.05 Acceptance. Stone will be evaluated under Subsection 106.02.
Stone placement will be evaluated under Subsections 106.02 and 106.04.

(1) Never heat the asphalt concrete mix above the temperature specified in the approved mix design.
(2) Paving not allowed.
401.09 Aggregate Preparation. When lime is added to the aggregate prior to entering the plant, adjust the aggregate moisture to at least 4 percent by mass of aggregate. Mix the lime uniformly with the aggregate before introducing the aggregate into the dryer or dryer drum. Use calibrated weighing or metering devices to measure the amount of lime added to the aggregate.
F-29
For batch plants, heat, dry, and deliver aggregate for pugmill mixing at a temperature sufficient to produce a mix temperature within the approved range. Adjust flames used for drying and heating to prevent damage to and contamination of the aggregate. Additional plant adjustments may be required to provide dry aggregate at the reduced mixing temperatures of WMA.
Control plant operations so the moisture content of the mix behind the paver is 0.5 percent or less according to AASHTO T 329.
Before starting mix production, obtain approval of synchronized metering and weighing devices used to introduce a constant rate of lime and water.
Add lime to the asphalt concrete mix by one of the following methods:
(a) Method A. Add lime to the combined cold feed aggregate using an enclosed in-line cold feed mechanical pugmill mixer. Use a twin-shaft, continuous mixing pugmill with adjustable mixing paddles. Adjust the retention time of the mixture in the pugmill so no unmixed lime is visible after the lime and aggregate exit the pugmill.
(b) Method B. Add lime to the produced aggregates during stockpiling using a pugmill.
Distribute the lime per the stockpile ratios stated in the mix design.
A minimum moisture content of two percent by dry weight for coarse aggregate and four percent by dry weight for fine aggregate is required at the time the aggregates and lime are mixed. Marinate treated aggregate in stockpiles from 24 hours to 60 days before using in asphalt concrete mix. Do not use aggregate marinated longer than 60 days.
(c) Method C. Add lime to the combined cold feed aggregate by introducing the lime between aggregate layers as the aggregate flows from the cold feed bins. Mix the lime and aggregate on the conveyor belt by placing a minimum of six paddles over the conveyor belt. Make the paddles protrude into the aggregate flow and direct the aggregate to fold over itself causing the material to migrate from one side of the conveyor belt to the other. Space the paddles to provide complete mixing. Provide a metered water spray over the conveyor belt as necessary to control dust and to maintain minimum moisture content.
(d) Method D. Add the dry lime into drum dryer mixing plants just below the asphalt binder introduction point.
401.10 Mixing. Measure the aggregate and asphalt into the mixer according to the JMF. Mix until all the particles are completely and uniformly coated with asphalt according to AASHTO M 156.
Maintain the discharge temperature according to the JMF.
401.11 Hauling. Use vehicles with tight, clean, and smooth metal beds for hauling asphalt concrete mixes.
Coat the beds with an approved material to prevent the mix from adhering to the beds. Do not use petroleum derivatives or other coating material that contaminates or alters the characteristics of the mix. Drain the bed before loading.
