(c) When construction activity in any portion of the site has permanently ceased, apply permanent soil stabilization measures to the finished slopes and/or ditches within 14 days.
(d) Initiate temporary soil stabilization measures (erosion control such as turf establishment, mulch, and/or other approved measures) on disturbed areas within 14 days in any portion of the site where construction activities have temporarily ceased, with the following exception:
(1) When temporary soil stabilization is precluded by snow cover or frozen ground conditions.
(2) When temporary turf establishment is precluded by seasonal arid conditions in arid or semi-arid areas conditions (average annual rainfall of 20 inches or less), mulch or other approved measures will be applied as a soil stabilization measure.
(e) Construct outlet protection to protect against erosion immediately after culverts or other structures are complete.
(f) Construct permanent erosion controls including waterway linings and slope treatments as soon as practical.
(g) Construct and maintain erosion and sediment controls on and around soil stockpiles to prevent soil erosion and sediment delivery to receiving waters.
(h) Following each day’s grading operations, shape earthwork to minimize and control erosion from storm water runoff.
(i) Maintain stabilized construction entrances to minimize tracking of soil onto existing roads, reducing the potential for offsite sediment delivery and aid in controlling dust.
(j) Do not exceed background turbidity by more than fifty NTU instantaneously or more than twenty-five NTU for more than ten consecutive days. Establish no less than two control points to measure background turbidity upstream of the turbidity-causing activities. Locate control points no more than 100 feet upstream and 100 feet downstream from the turbidity causing activities.
Ensure control points are not being influenced by tributaries or other natural hydrologic or geomorphologic features that could influence turbidity reading results.
157.05 Filter Barriers. Delete the text of this Subsection and substitute the following:
Maintaining Roadways During Non-work Periods - Perimeter Protection. Construct silt fence, bales, wattles, logs, rolls, berms, compost filter socks, and/or brush barriers to reduce the velocity of runoff, allowing the sediment to settle. Conserve brush from clearing operations to construct brush barriers.
Turbidity Barrier. Install, maintain, and remove turbidity barriers to contain turbidity that may occur as the result of dredging, filling, or other construction activities which may cause turbidity to occur in Middle Fork Payette River. Install, anchor, maintain, and handle the barrier according to the manufacturer’s recommendations.
157.10 Waterway and Slope Protection and Stabilization. Delete the text of this Subsection and substitute the following:

Section 713. — ROADSIDE IMPROVEMENT MATERIAL
713.03 Fertilizer. Delete the text of this Subsection.
713.04 Seed. Add the following:
Furnish a mixture consisting of the following kinds of seed with the corresponding percentages by weight of “live seed”:

Determine the amount of “live seed” in a container by the following formula: Net weight of seed in container multiplied by the purity percentage multiplied by the germination percentage. (If seed is 85 percent pure and tests 90 percent germination, then a 100 pound container would contain 76.5 pounds of “live seed.”)
713.05 Mulch.
(b) Wood fiber. Add the following:
Test wood fibers to confirm that they meet all of the foregoing requirements. Weight specifications of the mulch material from suppliers and for all applications refers only to the air dry mass of the fiber material.
713.19 Turbidity Barrier. (Added Subsection.)
Furnish a commercially available construction project turbidity barrier designed to contain silt dispersion in rivers similar to the Middle Fork Payette River with a suitable anchoring system.
Use a barrier recommended for the river flow conditions during the time the barrier will be in use. Install the barrier in accordance with the manufacturer’s recommendations.
Submit 3 copies of the manufacturer’s literature and shop drawings to the CO for acceptance of the turbidity curtain proposed for use on the project a minimum of 14 days prior to ordering.
Include manufacturer’s literature and recommendations describing installation, maintenance, anchoring and use recommendations and material specifications. Also include details of the bank anchoring system and lake bottom contact area at the specified locations where the curtain will be used.
