A1 - We are only providing cross sections for specific locations on Grays Well Road where the horizontal and vertical alignment is changed. No additional cross sections will be provided. Please reference the plans for the locations of the alignment shifts and Section 152 of the SCRs for the survey and staking requirements.

Q3 – Section 401.01 has specified that the Hot Mix Asphalt Concrete be treated with an Anti-Strip additive: “ a minimum of one percent of Type 3 (lime) is required in the asphalt concrete mixture.” California Department of Transportation (Caltrans) has eliminating the TSR ratio requirement and specified AASHTO 283 dry strength at 100-300 and wet strength at 70 for both design and acceptance. If these criteria are met, Anti-Strip (lime) is not required. Will the Government consider this change in order to bring the project specification in conformance with State of California requirements? Please see the attached test results from a local manufacturer / supplier of asphalt concrete materials. Note that the mixture does not include Anti-Strip (lime).

Caltrans Specifications (2015) are also included here.

A3- We will not change the asphalt pavement to match the state mix. The contractor must meet all criteria specified in the FP and SCRs for the project.

Q4 - Due to the need to review the Government’s answers to RFI’s and to disburse these answers to suppliers and subcontractors, will the bid immediately before the Christmas holiday, impacting all bidders’ opportunities for proper diligence on the recruitment of small business subcontractors and suppliers.
