CA FLAP CR36(1)

11/19/15 Question 1:

We are a small business concern interested in submitting an offer for the referenced project. May the bids be submitted to the Sacramento office of the FHWA rather than the Denver office? Logistically it is difficult to hand deliver an offer to Denver. We prefer not to send our offer one day in advance via express mail because we will receive subcontractor and supplier quotes all the way up to the bid submission date and time of 2 PM on December 17th. If we mail our bid on December 16th, we cannot adjust our bid for subcontractor and supplier quotes received on December 17th.

Response: Bids need to be provided per the solicitation. Changes to bid schedule may be faxed in per solicitation.

11/19/15 Question 2:

Section 156 does not seem to fully consider stage construction required at option X 5x12 precast box culvert.

A. Is the Government contemplating this work being done in 2 stages with 24 Hr traffic control while traffic is restricted to a 10 ‘ lane?

Response: Staged construction will be required for construction of precast RCB at STA 147+00. There will be a three-way temporary traffic signal required. See revised plans and SCR’s in A001.

B. Has the existing bridge been analyzed to see if partial removal with continued public traffic use is possible?

Response: Existing bridge must be removed in its entirety as per construction staging plan;

see A001.

C. Please clarify.

Response: See above.

12/08/15 Question 3:

The Bid Quantity for Bid Item A0581 Fence, Woven Wire is 100 LNFT; however the notes on Sheets C2- C4 indicate that new fence is to be installed from stations 117+00 LT to 119+55 LT, as well as from stations 134+45 LT to 135+10 LT for a total quantity of 320 LNFT. Please clarify the lineal footage of new fence to be installed.

Response: Fencing quantities and stationing on Plan Sheet B11 are correct. Fencing details on Plan Sheets C2-C4 are erroneous. Plan sheet B-2 gives a 15 linear feet fence allowance, for a bid quantity of

100 LF.

Question 4:

Please clarify whether Bid Items A0591 – A0631 for hourly equipment rates are to include the cost of an operator, or if they are to be priced as bare equipment rental.

Response: See FP-14 Section 622.01, “RENTAL EQUIPMENT”. It states that the work consists of furnishing and operating equipment for work ordered by CO not otherwise provided for under the contract.

Question 5:

The geotechnical report states, “The bedrock outcrops are not rippable and blasting will be required for excavation.” Can the Government provide a separate Bid Item for the blasting quantity, or at least provide an estimate of the percentage of roadway excavation which will require blasting? Providing this information will result in more accurate bids for the excavation Bid Item, ultimately resulting in a better overall price to the Government on the project.

Response: The Government will not provide a separate bid item for the blasting required for excavation. The Geotechnical Report is the best information available, and potential bidders should bid accordingly.

Question 6:

Please provide the following information regarding the Government-Furnished Quality Control Lab:

a. What are the dimensions of the government lab (length, width, and height)?

b. What is the weight of the government lab?

c. Can the government lab be towed, or does it require the use of a flat deck truck for transport from Colorado?

Response: See below “CFLHD Mobile Laboratory General Hauling Specifications”

12/15/15 Question 7: This lingo for the line item for reflectors makes absolutely no sense. Recessed markers are plowable markers and are a cut groove with a 2 by 4 reflector in it. This job is in a non snow zone by Sacramento where surface 4 by 4 reflectors should be used. This line item appears to graft the the opposing types in 1 item? Please revise to either surface 4by 4 or recessed reflectors.

Response: The pay item used is one of the standard FHWA items for raised pavement markers. To be consistent with other recent projects by Yuba County in the corridor, the intent was to have bi-directional reflective markers. The word “plowable” can be disregarded if that causes confusion.

Refer to the Tabulation of Raised Pavement Markers on Sheet B12. The remarks column clarifies that the raised pavement markers are to be CALTRANS Type D. The detail is included on Sheet W14.

12/16/15 Question 8: The Notice to Bidders states that Pages B-12 and B-15 are to be submitted with the proposal. It appears that this should read Pages B-12 through B-15 as there are certifications contained on sheets B-13 and B-14 as well. Please confirm.

Response: Yes, please submit the entire Certification Regarding Responsibility Matters.

Question 9: Please confirm that it is the intent of the government to have all bidder’s list every material which will require a MSDS during the project at bid time on page A-17 of the bid documents. Typically this information is required throughout the duration of the contract, not at bid time.

Response: Yes, please provide at bid time. It is also required throughout the contract, requiring CO approval.

Question 10: Will the Government consider postponing the bid date until after the New Year? Many small businesses and suppliers are typically closed the week of Christmas and New Year’s, and a bid date of 01/06/16 or later will help ensure full participation by these smaller firms.

Response: The bid date will not be postponed. Please plan accordingly.
