AZ FLAP 89(1)

FLAGSTAFF – VISTA OVERLOOK

11/23/15 Question 1:

Note #3 on Sheet B13 of the plans for the DTFH6816B00002 Flagstaff Overlook project references a Geotech Report, there was not a report posted on the FBO website, will one be made available?

Response: All information is located in the Pavement & Materials Report attached in FBO. The Geotechnical Report has been attached.

Question 2:

I have a question regarding Line Item 24 –“Roadway Excavation 145,000 CUYD”.

I find no Embankment Line Item in the Bid schedule, nor directions for what you desire done with the excavated materials.

How do you want to pay for embankment work? Your clarification is appreciated.

Response: Please refer to FP-03 Section 204.10 “Incorporate only suitable roadway excavation material into the embankment.

12/01/15 Question 3:

Please clarify completion time. Per Section 108.01, page E-21, “The contract completion date for Schedule A is September 30, 2016”. What is the completion date if Schedule A and Options X & Y are awarded?

Response: If awarded, options will be exercised in time frame provided in the solicitation. The Option work is to be completed within the same completion time as the Schedule A as this is all concurrent work that can be performed within the overall schedule A. Changes to the completion date will be evaluated after NTP. Please review A001 updating the contract completion date from September 30, 2016 to June 30, 2017 for Schedule A, Option X, and Option Y.

12/02/15 Question 4:

Please provide and estimated date for NTP?

Response: Estimated NTP date is early January.

Question 5:

Please provide the contract time and completion date for options X and Y respectively. Only Schedule “A” is currently listed.

Response: The contract completion date includes and assumes that all options will be awarded. Work for the options is staggered within the overall Schedule A completion time frame. Please review A001 updating the contract completion date from September 30, 2016 to June 30, 2017 for Schedule A, Option X, and Option Y.

12/07/15 Question 6:

Note #3 on Sheet B13 of the Plans directs the Contractor to refer to the Geotechnical Report for estimated shrink/swell factors. The answer to Question #1 in the Questions & Answers appears to tell us that the Geotechnical Report is included in the Pavement & Materials Report. After reviewing the Pavement & Materials Report we could not find any information regarding shrink and swell factors. Can you provide the Estimated Shrink and Swell Factors?

Response: The Geotechnical Report has now been attached. Please review attachments.

Question 7:

Sheet C9 of the Plans partially shows a TCE on the west side of the road at the Fry Bridge. Can you make available a drawing that shows the entire TCE?

Response: We have attached a ROW Exhibit. Please review attachments.

12/09/15 Question 7:

Page 6 of the Pavement and Materials Report states that the pavement can be milled or pulverized and used as aggregate base per the listed Gradation. Is this allowable on the project or does all the Aggregate Base Course on the project need to meet the Gradations per Section 301?

Response: All aggregate must meet the gradation of Section 301. The SCR'S override the pavement report as the report was prepared early in the design.

12/11/15 Question 8: We noticed that there is a Structure Excavation item for Fry Bridge. Will a Structure Backfill item be added to measure and pay for the Section 208 Structure Backfill?

Response: Section 208.14 says “ the accepted quantities measured as provided in ……, will be paid at the contract price per unit of measurement for the Section 208 pay items listed in the bid schedule.” If the item is not listed in the bid schedule, then it is not paid for and is subsidiary to other items, such as Structure Exs.

Question 9: It is noted on the Typical Section Plan Sheets (Sheet A6 for example) in the Notes to “Place asphalt concrete pavement in three lifts”. Will the Contractor be allowed to place the 6” of asphalt concrete in 3” lifts? The Tack quantity appears to be calculated to be placed only once for the Asphalt Concrete and once for the Open Graded Friction Course.

Response: Asphalt can be placed in 2 or more lifts. Bid the tack quantity as shown.

Question 10: Will the Contractor be allowed to recycle the existing asphalt and use it for Aggregate Base Course in some fashion such as blended with Virgin Aggregate?

Response: The aggregate base will be statistically evaluated for acceptance. Using recycled asphalt can make it difficult to achieve required gradations. Bid as specified.

Question 11: Is it a requirement that the box culvert extensions in Schedule X & Y be precast. The plans provide details for conventional cast in place ADOT extensions which should be adequate for the application and are widely used in Arizona. Precast extensions are normally only specified for a very compressed schedule of installation.

Response: The culvert extensions can be either precast or cast in place.

12/14/15 Question 12: Can you clarify the work with the Concrete Box Culvert extensions? The Bid Item descriptions and Drainage Quantity Sheet describe them as “Precast” however the Plan Sheets lead us to Sheets S-15 and S-16 which lead us again to Specials 602-B through 602-L for box culvert details. Specials 602-B through 602-L are ADOT Cast in Place Box Culvert details. In addition, no detail is given to connect the Precast Box Culvert to the existing Box Culvert.

Response: The culverts can be either precast or cast in place.

12/15/15 Question 13: We have a question on project FLAGSTAFF-VISTA OVERLOOK regarding items 62510-2000 (Seeding, Hydraulic Method) & 62515-2000 (Mulching, Hydraulic Method). Section 625 of the standard specifications are calling for 400 LBS of Hydraulic mulch per acre for seeding (625.07-b) and 1500 LBS of Hydraulic mulch per acre for mulching (625.08-b). There is no tackifier called out for the seeding or mulching operation and we feel that the tackifier will be necessary to stabilize the mulch layer and secure it to the soil, please advise. Also, are there any plans for use of fertilizers or other soil amendments prior to seeding?

Response: There are no plans for use of fertilizers or other soil amendments prior to seeding. The seeding mix and analysis included input from the Forest Service and ADOT. Please bid the plans as outlined.
