Finish roadway slopes to the design lines and grades. Minor variations from the design lines and grades for slopes are permissible however; on average the as-built slopes must closely match the as-designed slopes so that the difference between the unadjusted mass-ordinates for the mainline as-built and as-designed earthworks does not exceed 3 percent of the total excavation. The unadjusted mainline mass-ordinates are computed from roadway cross-sections for the as-built earthwork and prism quantities (design lines and grades) for the as-designed earthwork. This method of evaluating slope finishing accuracy has no bearing on the measurement provisions provided in Subsection 204.17.
204.13 Disposal of Unsuitable or Excess Material. Dispose of unsuitable or excess excavation material within the project limits. Use excavated ash material to flatten embankment slopes from station 1729+00 to 1864+00 as shown on the plans and approved by the CO. Excavate bury pits in locations identified by the CO for disposal of unsuitable excavation. Do not place debris from clearing and grubbing operations in the bury pits. Cap the bury pits with at least 18 inches of suitable material. Shape and compact the waste material in its final location. Do not mix clearing or other material not subject to payment with the waste material.
204.14 Acceptance. See Table 204-1 for minimum sampling and testing requirements.
Material for roadway embankment will be evaluated under Subsections 106.02 and 106.04.
Roadway excavation, embankment, and linear grading will be evaluated under Subsections
106.02 and 106.04.
Clearing and grubbing will be evaluated under Section 201.
Measurement
204.15 Measure the Section 204 items listed in the bid schedules as follows:
(a) Roadway excavation. Measure roadway excavation for record of earthwork material movement in accordance with subsection 109.02(c)(1), cubic yard in place. Reduce measured stockpile volumes by 15 percent to approximate cubic yards in place. If measurement by cross-sections is impracticable measure according to subsection 109.02(c)(2), cubic yard in the hauling vehicle, and reduce the volume by 20 percent to approximate cubic yards in place.
(1) Include the following volumes in roadway excavation:
(a) Roadway prism excavation and approach road excavation, including borrow sites.
(b) Over excavated material (Sta. 1545+00 to 1729+00) in cut sections as described in subsections 204.06 (c).
(c) Excavation of bury pits (waste areas) for disposal of unsuitable material.

Section 554. – REINFORCING STEEL
Construction Requirements
554.07 Epoxy Coated Reinforcing Steel. Delete the fifth paragraph and substitute the following:
Field repairs will not be allowed on bars that have severely-damaged coatings. Replace bars with severely-damaged coatings. A severely-damaged coating is defined as a bar where the sum of all areas covered with patching material, including overlaps, exceeds five percent of the total surface area of the bar. This limit on repaired damage coating does not include sheared or cut ends that are coated with patching material. Coat mechanical splices after splice installation according to AASHTO M 284 for patching damaged epoxy coatings.
554.08 Placing and Fastening. Delete the first sentence of the first paragraph and substitute the following:
Place, fasten, and support the bars according to the CRSI Manual of Standard Practice. Use precast concrete blocks or metal supports.
554.09 Splices. Delete the fifth paragraph and substitute the following:
Mechanical couplers may be used in lieu of welding if approved. Use couplers with a strength that is at least 125 percent of the required yield strength of the reinforcing steel. The total slip of the reinforcing bar within the splice sleeve after loading in tension to 30.0 kips per square inch and relaxing to 3.0 kips per square inch shall not exceed 0.01 inches for bar sizes up to No. 14 as measured between gage points clear of the splice sleeve.
