1. PURPOSE AND SCOPE OF STUDY

The purpose of this investigation is to provide a geotechnical investigation to determine foundation requirements for a box culvert to replace the Surveyor Creek Bridge and to provide a geotechnical investigation to support the pavement design.

2. PROJECT LOCATION

Fremont Lake Road is located in west central Wyoming north of Pinedale in Sublette County in the Bridger-Teton National Forest. This project begins at a point 3.2 miles northeast of Pinedale and continues for 3.7 miles to Half Moon Lake Road, then continues north for 3.3 miles to the overlook past the White Pine Ski area.

3. GEOLOGICAL SETTING

This project is located south east of Fremont Lake which was formed by glacial activity. Almost all of the pavement subgrade consists of glacial till or alluvial material generated from glacial till.

4. SUBSURFACE INVESTIGATION

A total of 28 borings were drilled through the pavement at approximately 1/4 mile intervals for the length of the project. All but two of the borings were drilled to a depth of approximately 3 to

5 feet. The remaining two borings, B-6 and B- 27, were drilled to a depth of approximately 50 feet below the existing pavement surface near the abutments of the existing timber bridge over

Surveyor Creek. A boring location map is presented in Appendix A.

The subgrade soils are very consistent with most of those tested being either silty sand or silty sand with gravel. The AASHTO Classifications of the soils tested were A-2-4(0) or A-1-b(0).

The R-value in accordance with AASHTO T199 was measured on four samples from Fremont

Lake Road. The R-values were, 47, 43, 45, and 39. An R-value of 43 was used to represent the subgrade for pavement design. Boring logs and soil test data is presented in Appendix B.

Thickness measurements of hot asphalt concrete pavement (HACP) were made at each boring location. No aggregate base was observed in the subgrade immediately below the HACP.

Table 1 presents the HACP thickness for each boring.

5. STRUCTURE FOUNDATION INFORMATION

Boring B-6 and B-27 were drilled to a depth of 50 feet near the Timber Bridge over Surveyor

Creek. Field sampling data indicate the soils vary from medium dense to very dense and the soil classifications encountered were A-1-b(0) or A-2-4(0) and the in-place densities ranged from 122 lbs/ft3 to 137 lbs/ft3 in each boring.

The seismic output from the 2009 AASHTO Guide Specifications for LRFD Seismic Bridge

Design for this area are Class D - "Stiff Soil". The output from the seismic class program is presented in Appendix C.

Based on the soils information from Borings B-6 and B-27, we believe that the box culvert planned to replace the timber bridge at this site can be constructed on properly graded and compacted native soil.

6. PAVEMENT DESIGN

6.1 Traffic Loading

Traffic volume estimates for the years 2013 and 20-year projected traffic volumes were presented in Fremont Lake scoping report completed by Atkins this spring. No breakdown of vehicle classifications were presented in that report. The daily design volume was calculated by determining the average daily volume (ADT) using the 2013 and 2033 volumes. The average daily traffic (ADT) from is 1,237 vehicles. In order to calculate 20-year equivalent single axle loads (ESAL), the percentage of vehicles in each classification presented in Table 2 was assumed. In addition to the individual classification volumes, ESAL loading factors from the

Federal Lands Project Development and Design Manual (PDDM) are also listed in Table 2.

Table 2 Traffic Loading

Vehicle Class

Vehicle Type ESAL Factor

Used % of Volume

Daily Design Volume

2 Passenger Cars 0.0004 43.8 542

3 Pick Ups 0.004 43.8 542

Campers & Trash Trucks 0.5 12.0 148

5-axle Semis 2.0 0.4 5

The resulting Design 20-Year ESAL is 378,717. Complete calculation of the design ESAL is presented in Appendix D.

7. SUBGRADE STRENGTH

Using the equations from NCHRP Study 72-6 a subgrade resilient modulus of 10,475 was calculated from the R-value of 43. This resilient modulus value was used in the AASHTO

Pavement Thickness Design Program DARWin, Version 3.1 which follows the 1993 AASHTO

Pavement Design Guide.

Based on the Skyline Road Project plans from Rio Verde, the pavement is to be widened from the existing 22 foot width to a width of 34.27 feet adding a 6 foot shoulder on one side and a

2.37 foot widening and safety edge on the other. The existing 5 inch pavement is to be pulverized or milled and then spread uniformly from its current width of 22 feet to a new width of

34.27 feet to accommodate widening. Based on the old and new pavement width, the milled pavement will be placed on a prepared subgrade at a thickness of approximately 3 inches.

Then an additional 3 inches of aggregate base course, FHWA FP-03 Grading D (ABC) will be placed on top of the compacted millings and compacted to be ready for a new HACP pavement.

Using strength coefficients from the PDDM, Table 3 lists the design parameters used to design the minimum HACP thickness.

Table 3 – Design Parameters

Resulting minimum HACP Thickness = 4.0

The resulting pavement section will consist of 3 inches of pulverized material or millings, 3 inches of ABC and 4.0 inches of new HACP on a prepared subgrade using on-site material.

The output from the DARWin pavement thickness program is presented in Appendix E

8. HACP MIX AND BINDER RECOMMENDATIONS

Using the Long Term Pavement Performance program LTPPBIND, the recommended binder to provide 98% reliability against low temperature cracking and rutting for Pinedale, Wyoming is

PG 52-34. The output from that program is presented in Figure 1.

As presented in Figure 1, the recommended binder is PG 52-34. If that binder is not available, a binder meeting the requirements for PG 58-34 is also acceptable.

We recommend that the HACP mix for this project be a nominal 1/2 inch mix, Grading C or E, containing the Performance Graded Binder PG 58-34.
