QUESTIONS AND ANSWERS
TIOGA PASS CA FTNP YOSE 17(3)
3/13/14
Reference: Plan sheet T40- Delineators including snow pole type
1) Based upon recent experience with this delineator type in Yosemite, we recommend the addition of a clear, UV-resistant tape to be placed across the top edge of the white Type III retroreflective sheeting on the face of the target plate. This eliminates the tendency of the retro sheeting to start peeling off from the top when the delineators are buried in snow and subjected to the melt/freeze cycles, as these on Tioga Road will certainly be. 3M makes the tape we've used for this; it has fibrous strands rather than being perfectly clear, but these strands don't affect the reflectivity. You might ask NPS about how this tape we used on Wawona Road has helped;
RESPONSE: This appears to be consistent with the specifications of 633.05 in the SCR’s for the protective coating around the perimeter.
2) Snow pole type: To where here does the indicated yellow Type V retroreflective tab affix? Drawing includes no mention;
RESPONSE: The target plate is attached both the same for the delineator with or without a snow pole. See the top left detail for information.
3) Is the snow pole extender and rubber grommet shown to be provided by the contractor? In the past, these have been provided and installed by NPS' road crews on a seasonal schedule.
RESPONSE: In the past… they were. However, the Park desires that they be provided by the
Contractor. The plan sheet implies it is included.
If the contractor is to provide the snow pole extenders and grommets, please address the questions below:
4) What are the detailed specs for the snow pole extenders.... 1-1/8" square or ... ?
Length/height? Composition? Available from whom?
RESPONSE: The following are hereby added to the SCRs:
Add the following:
633.02 Add the following:
Snow Poles 718.09a
Add the following:
718.09a Snow Poles. Furnish 8-ft tall fiberglass snow pole extensions and the accompanying
12-inch long rubber grommets for installation in conjunction with U-Channel delineator posts as shown in the plans.
Snow Poles: Provide 1.125-inch wide by 0.3125 inch maximum thick poles made of durable, UV resistant, water resistant, continuous lass fiber and marble reinforced thermosetting composite, resistant to UV, impact, vandals, moisture, ozone, and hydrocarbons within a service temperature of -40*F to +140*F, pigmented throughout entire cross section to be orange in color. Supply the pole with 6-inches (min.) of retroreflective sheeting material near the top of the pole. Provide poles meeting the following mechanical properties:
PROPERTY ASTM TEST METHOD MINIMUM VALUE
Ultimate Tensile Strength D-638 50000 psi
Ultimate Compressive
Strength
D-695 45000 psi
Specific Gravity D-792 1.7
Weight Percent Glass
Reinforcement
D-2584 50%
Barcol Hardness D-2583 47
Grommet: Provide 12 inch length grommet for use to secure the snow poles to the U
Channel steel post. Install the grommet in between the delineator face plate and the U
Channel post and compress fit. Secure the rubber grommet to fiberglass snow post by compression band and squeeze fit.
Available from whom?
RESPONSE: The contract documents do not specify a supplier. The following supplier was used by a previous contractor:
Sierra Highway Safety
1561 Boulevard Way
Walnut Creek, CA 94595-1343
(800) 648-7916 Ext. 214
925-943-7372
Attn: Bill Thurston
5) The drawing seems to show the rubber grommet above the top of the delineator post. How is it affixed to the post? Other areas in Yosemite have shorter grommets that squeeze into the "U gap" between the U-channel post and the target plate, with the bottom of the extender buried slightly in the ground at the delineator base.
RESPONSE: The drawing was detailed to show the need for the grommet. As noted above in the SCR for the grommet, it will be installed as you described above. We have confirmed that a
12-inch length of grommet is desired between the U-post and the plate.
6) Will the restroom be paid for by others? The specifications seem say we are just to install the restroom.
RESPONSE: Yes. The restroom is provided by others and installed by the contractor under item
64602-1000, Building, Restroom facility (Install Only). See Section 646.01 of the SCR’s for additional requirements.
7) Is there rock on site to build the rockery walls?
RESPONSE: See Section 105.02 of the SCR’s.
8) How high are the slopes to be scaled? Based upon the CY of scaling, my assumption is that it can be performed with an excavator. Without looking at the slopes it is difficult to bid this item.
RESPONSE: See plan sheets T19-T38. Also, project videos were available upon request.
9) For the clearing item, do you have quantity of the trees under 18”?
RESPONSE: No. See project videos.
