About this file
This document provides a draft statement of work and related documents for a federal solicitation seeking security system design and integration services. The Federal Aviation Administration requires a technical refresh of security systems at staffed facilities, which may include replacement of physical access control, surveillance, and perimeter intrusion detection systems, as well as intercoms and door hardware. Access control systems must meet HSPD-12 and NIST FIPS requirements and be on the GSA approved products list. Small facilities will utilize networked security servers, and all facilities must be accessible for remote monitoring via the FAA's Physical Security Enterprise Management System. Interested vendors should submit comments and questions on the draft documents by August 3, 2017 for consideration. The incumbent contractor is Versar Security Systems. The estimated contract award date is December 2018. The NAICS code is 561621 with a size standard of $20.5 million.

SECTION C
STATEMENT OF WORK
Page C-5 This document/record belongs to the Federal Aviation Administration and may be used for official Government purposes only. It may not be released without the expressed permission of the Federal Aviation Administration. Refer requests for the document to: Facility Security Services, AJW-246, 800 Independence Avenue, SW, Building: FOB-10A, Room 7W560 Washington, DC 20591.
FOR OFFICIAL USE ONLY
Public availability to be determined under 5 US C 552 space. Security requirements vary based on the FSL and the potential for threats to the facility.
Actual requirements for each facility are identified by the latest version of FAA Order 1600.69C, FAA Facility Security Management Program. Tables 4-1-1, 4-2-1, and 4-3-1 from this order provide a summary of these requirements, and are included in Attachment J-15, Excerpt from FAA Order 1600.69C. Security findings identified by the FAA Office of Internal Security during a facility assessment will be addressed by the Contractor in the Task Order work.
While actual PACS may vary from site to site, the final product must be capable of integrating into the PSEMS subsystems. Ultimately all FSL-2 facilities must be centrally controlled and monitored via standardized open communications protocols over an Internet Protocol (IP) network. The site-specific designs must be developed without compromising this capability.
C.2.2 FACILITY SECURITY LEVELS (FSL)
The following sections provide an overview of the approximate number of facilities and types of security upgrades that may be required for each facility security level.
A. Facility Security Level-1 (FSL-1) Facilities:
Approximately 500+ sites. Security upgrades required at FSL-1 facilities include cipher locks on gates. Card readers are not required at these facilities and these facilities are not connected to the PSEMS. Additional work (e.g., upgrades, replacements, and/or modifications) may be required at previously completed sites.
B. Facility Security Level-2 (FSL-2) Facilities:
Approximately 500+ sites. Typically, FSL-2 facilities require electronic access control, a video intercom unit, and a remote main entrance door release. Approximately 20 percent of these facilities may have requirements for other PACS components. The FSL-2 facilities must be capable of integrating into the larger PSEMS. Additional work (e.g., card reader replacements, additional card readers, and camera upgrades) may be required at previously completed sites.
C. Facility Security Level -3 and Facility Security Level-4 (FSL-3 and FSL-4) Facilities:
Approximately 87 sites. FSL-3 and FSL-4 facilities range in size from a large building with one or two outbuildings to a campus with up to 200-plus buildings. These facilities require automated access control capability, remote visual assessment and surveillance capabilities to include interior and exterior areas, and intrusion detection capability. Additional requirements

C.3.1.1 WORK-PLAN REQUEST
Prior to issuing a Task Order for Phase 1 Design actions at a facility or facilities, the Government will issue a Phase 1 Site Survey Task Order and a Work-Plan request. The Work-Plan (CDRL A006) must be submitted within 15 calendar days of the request and must contain the labor categories, labor hours, costs to complete the work, and any other relevant information required.
The Contractor must also submit a draft schedule (CDRL A003) with the Work-Plan. The Government will review the documents and, based on the information submitted and any discussions held with the Contractor, may submit a Task order to complete the work.
CDRL A003 INTEGRATED PROJECT SCHEDULE
CDRL A006 WORK-PLAN
C.3.2 PHASE 1: SITE SURVEY AND DESIGN
The FAA’s Office of Internal Security has assessed the security needs for each facility. Prior to the site survey, the Contractor will be provided information regarding the assessment’s findings.
During the site survey and design phase, the Contractor must work with FAA personnel to develop the most cost-effective solution to mitigate the assessment’s findings. The most recent iteration of FAA Order 1600.69C provides guidance for addressing open security findings.
C.3.2.1 SITE SURVEY
The Contractor must conduct site surveys with the CO, COR, or FAA representative as designated in the Task Order. The site survey will ascertain the existing conditions and address any new FAA security requirements in preparation for the execution of a Phase 2 Task Order.
The Contractor must provide the following deliverables:
A. SCHEDULE: No later than 15 calendar days after receipt of the Phase 1 Site Survey Task Order, the Contractor must provide a project schedule, per CDRL A007, for all activities associated with the Phase 1 Task Order.
B. SITE SURVEY REPORT (SSR): At the conclusion of the site survey, and no later than 30 calendar days (15 calendar days for FSL-1 and FSL-2 facilities) after completion of the site survey, per CDRL A014, the Contractor must submit a SSR for approval by the CO. The FAA will have 30 days to review and approve the Site Survey Report. The SSR

C.9.5.6 ACCESS CONTROL UNIT (ACU)
The ACU must be microprocessor-based with all access and I/O decisions to be made by the individual/local ACUs. The ACU must be of a modular design which must allow for present security requirements as well as the capability to expand. All field ACU panels must be configured to intercommunicate via RS-422/485 or RS-232 hardwired, dial-up, transmission control protocol (TCP)/IP or fiber-optic communication. All field ACUs must be equipped with a tamper contact. Initially or under a Government-controlled implementation schedule, each facility-level subsystem must be capable of communicating with a remote, central management, and monitoring workstation.
Each ACU must have or be capable of, but not limited to, the following functions:
A. Built-in surge suppression circuitry on plug-in modular circuit boards. The surge protection, designed as an integral component of the system, must be self-sacrificing in the event of extreme surges or spikes;
B. Supporting at least two ports and be expandable by increments of two up to a minimum of 16 ports per ACU;
C. Configuration by the AACS to support any one of the following peripheral devices: Card Reader, Alarm Monitoring Module, Output Relay Module, Elevator Reader, or Elevator Output Module. Any combination of these devices can be supported on each ACU, with up to a total of 16 devices per ACU;
D. Supporting the Card Holder Unique Identifier (CHUID), as defined in the latest NIST FIPS 201 and SP 800-73-4. Select portals or subsystems may be required to process the Card Authentication Key (CAK), as noted in the latest version of FIPS-201 and its supporting standards;
E. Built-in battery back-up of programmed information and must be sustainable for a period of not less than ninety days;
F. Being powered by a field selectable 12 or 24 VDC power source rated at a minimum of two amperes. The power supply must have a battery back-up for complete system operation in the event of power failure. The Contractor must provide enough battery backup for all ACUs to sufficiently power the ACU for four hours of continuous service;
G. A separate power supply for electric strikes, other locking devices, and ancillary peripherals. In the event of power failure, battery back-up must be utilized and provide continued operation for four hours;
H. A minimum buffer of 20,000 event logs per ACU. The log buffer must be used to record and hold access and alarm activity information until the AACS is connected and receives the information. There must be a software-configurable warning notification of log buffer filling for ACUs configured with internet connection capability.
