About this file

This is a draft request for information from the Federal Aviation Administration for security system technical refresh services at staffed facilities. The FAA seeks to replace integrated physical access control, surveillance, and perimeter intrusion detection systems, as well as intercoms and door hardware at various facilities. Access control systems must meet HSPD-12 and NIST FIPS requirements and be on the GSA approved products list. Small facilities will connect to shared security servers, and all facilities must integrate with the FAA's Physical Security Enterprise Management System for remote monitoring. The incumbent contractor is Versar Security Systems, LLC. Interested vendors must register in SAM using NAICS code 561621 and sign a document security notice to receive sensitive documents. Comments on the draft documents are due by August 3, 2017 by email to the contracting officer. The RFI is not a solicitation and the FAA will not reimburse any costs associated with responses.

(1) of the acceptability of any subcontract terms or conditions,

(2) of the allowability of any cost under this contract, or

(3) to relieve the Contractor of any responsibility for performing this contract.

(g) No subcontract placed under this contract shall provide for payment on a cost-plus-a-percentage-of-cost basis.

SECTION M

EVALUATION FACTORS FOR

AWARD

Page M-27 M installed equipment, software, and firmware as installed at SL2, SL3, and SL4 facilities. (Section L.6.2.1, Question 5) (Section C.13).

ii. Sub-Factor 2.2 – Sample Tasks The Offeror’s responses to the description of work, labor requirements, schedules, and list of required equipment will be evaluated based on the degree to which:

a. The Offeror’s description of work to be performed, including the decomposition of the sample task and the technical approach proposed demonstrates an in depth understanding of Section C and appropriate Section J requirements. (Section L.6.2.2);

b. The Offeror’s response demonstrates an understanding of FAA’s design concept.

(Section L.6.2.2);

c. The Offeror’s response provides a well-defined schedule that aligns with the proposed approach and demonstrates an understanding of the interdependencies of the individual actions. (Section L.6.2.2);

d. The Offeror’s proposed staffing mix/labor hours are consistent with the technical approach and support the successful implementation of the work to be performed (Section L.6.2.2); and,

e. The Offeror’s proposal demonstrates an understanding of the work through assumptions, innovations, and overall technical approach (Section L.6.2.2).

ii. Sub-Factor 2.3 – Equipment List (unpriced) This sub-factor will be evaluated based on the degree to which the proposed Equipment List is sufficient to meet contract requirements and the current version of FIPS 201, including certification and recertification of up-grades on the GSA APL2.

3. Factor 3 – Past Technical Performance Proposal:

i. Sub-Factor 3.1 – Relevant Past Experience and Performance In accordance with L.6.3.1, this sub-factor will be evaluated based upon the completed L.1 attachments and the receipt of attachment L.2 questionnaires completed by customers, assessing the performance of the Offeror on relevant contracts that are similar in size, scope, and complexity to this SIR. The contracts selected by the Offeror must demonstrate that the Offeror has an understanding of the work to be performed.

The Government will determine the relevance of a past performance project/contract by analyzing the following and comparing it to the SIR:

a. “Scope” by considering the type of service/product provided (i.e., “Is the project/contract for security system design and implementation?”);

b. “Magnitude” by considering various measures such as, but not limited to, any or all of the following: number of distinct facilities serviced, number of personnel to support the effort, and total contract value; AND

c. “Complexity” by considering various measures such as, but not limited to, any or all of the following: the number and geographic dispersion of distinct facilities throughout CONUS and non-CONUS states and territories under a single project;

the quantity and selection of equipment addressed; and access issues at facilities.

ii. Sub-Factor 3.3 – Related Information This sub-factor will be evaluated based on the Offeror’s related information i.

Vendor Questions and FAA Responses Security System Design and Integration (SSDI) II

Solicitation DTFAWA-17-R-00049

No. Title SIR Reference Question FAA Response 1 Subcontracting

Plan Will the FAA accept our commercial subcontracting plan, approved by GSA in December 2017?

This question will be addressed in a forthcoming amendment.

2 Equipment List Cut Sheets

L.6.2.3.1 Volume 3, Part B, Section 3a – Equipment List

Manufactures may not offer product information sheets for all items to include consumables and commodities. Will the FAA clarify this requirement is applicable to major components L.3.1?

Information sheets are not required for consumables and commodities.

3 CDRL Delivery Requirements

CRDLs, SOW For inconsistencies between the SOW CDRL delivery requirements of five (5) calendar days and the CDRL requirements of five (5) working day, will the government confirm that days refers to working days in all instances.

In all instances in the SIR, unless stated otherwise, days refers to calendar days. The CDRLs will be updated as necessary.

4 Frame Rate and Resolution Requirements

SOW Section C.9.7.1.1 and J-15 section 4-3-5

Question: There is a conflict between the frame rate requirements in the SOW vs. those in 1600.69C. The SOW calls for variable frame rates from 1 to 7.5 fps for fixed interior camera and from 1 to 15 fps for general surveillance cameras. 1600.69C requires a minimum of 15 fps. Please clarify the requirement.

FAA Order 1600.69 C states that all VMS must have a minimum of 720 P at a frame rate of 15 fps. The SOW will be amended to reflect this.

5 Training Development

Section C, Statement of Work, Para C.5.0

Question: Under what CLIN should the offeror price development of the training required in Section C5.0? Under what CLIN should the offeror price delivery of that training?

The cost model only cites Section 5.0 in CLIN X105.

Development of the training is under the Program Management CLIN X101. Training delivery is under the Implementation CLIN X104.

6 Subcontractor Will the FAA consider a significant subcontractor, providing greater than 25% of the work share, be allowed to contribute experience requirements stated in L.3.1?

Subcontractors’ experience does not count towards the prime contractor’s experience.

7 Go-No Go Criteria

Section L.3.1 Section L.3.1 lists 6 subsystems in which offerors must demonstrate prime experience. The Industry day slides listed 4 PSEMS subsystems and did not specifically reference metal detection or security lighting. Metal detection and Security lighting are not complex ESS subsystems, and are typically subcontracted support services. These should not be part of a go-no go gate criteria for such a large ESS contract focused on technology refresh. Request the Government consider at least two options to address this issue:

The FAA has deleted the metal detection and area security lighting from Section L.3.1. The page change to Section L.3.1 was provided in Amendment 0004 to the SIR.

a. 1 – Reduce the solicitation requirements of L.3.1, removing the Security Area Lighting System and Metal Detector Systems

b. 2 – Allow subcontractor experience to be used for these two subsystems in lieu of prime experience only.

This change will allow increased competition on the most critical system requirements (Security Surveillance System, Access Control Systems, Intrusion Detection System, and Intercom Systems) associated with this acquisition.

This question is tied to our question submitted on 1/13 regarding the use of teammates to meet all the subsystem requirements and if the government will not remove these two for the prime offeror, will it consider this question that will allow the offeror and teammates experience to cumulatively meet all subsystems?

8 Maximum Contract Value

Section L.3.1 Section L.3.1 requires offerors to list projects similar to the size, scope, and complexity of the SSDI II contract, however;

a maximum contract or ceiling value is not provided with the solicitation. Will the government please provide a value that is considered similar in size?

Refer to the information in Section J.1, the SOW and Section C.2.1.

9 Corporate Experience

L.3.1 Offeror Qualifications

As it relates to the offeror’s qualifications, please confirm that there is no limit to the amount of contracts used to demonstrate the required seven (7) years of corporate experience with complex security projects as of January 2, 2018.

There is no limit on the number of contracts.

10 Volume Naming L.4 and L.5.1 There appears to be a discrepancy in naming convention for Volume 1 in the table in L.4 and section L.5.1.

Please confirm that Volume 1 should be titled “Offer, Other Documents” as specified L.5.1.

The name of Volume I in table L.4 has been updated.

11 Instructions L.5.1.4 Volume 1, Part A, Section 4 - Reserved

Will the Government please clarify instructions for L.5.1.4 Volume 1, Part A, Section 4 – Reserved?

There is no action required on the part of the Offeror, in Volume 1, Part A, Section 4

12 SF30 Amendments Will the FAA please provide SF30 forms for Amendments 0002 and 0003?

These forms have been posted.

13 Contract Clauses Section I Contract Clauses, 3.3.1-20

3.3.1-20 PROVIDING ACCELERATED PAYMENT TO SMALL

BUSINESS SUBCONTRACTORS (OCT 2012) was set to expire on 12/31/2017.

Will the FAA please confirm that it will adhere to the contract clause 3.3.1-20 in order to temporarily accelerate payments to all prime contractors in order to allow prompt payment to small business subcontractors?

This clause is not set to expire. It was updated in Oct 2012 and is a standard clause in all AMS/FAA SIRs and Contracts. The FAA will adhere to this clause.

14 Contract Clauses L.5.1.2 Volume 1, Section 2 – SIR Section I, Contract Clauses

RFP Section L.5.1.2 states “The offeror must complete the required fill-in portions of Sections I, 3.10.2-2 Subcontracts (Cost-Reimbursement and Ceiling Priced Contracts) and include Section I in the Offer.”

It appears that Section I, 3.10.2-2 was not included in the RFP. Will the FAA please clarify?

This clause will be included in full text in a forthcoming amendment to the SIR.

15 AMS Clause L.5.1.5 Volume 1, Section 5 – Responsible Prospective Contractors

RFP Section L.5.1.5 states, “An Offeror must also be found responsible in accordance with FAA AMS Clause 3.2.2.2 prior to award of any contract.”

The offeror cannot find FAA AMS Policy 3.2.2.2 neither in the RFP nor at https://conwrite.faa.gov/index.cfm. Will the FAA please clarify?

The responsibility criteria are found in AMS Policy 3.2.2.2 and AMS Guidance T3.2.2.7.A.1.a, available at http://fast.faa.gov.

16 Deliverable Dates C.4.4.1.1 Pg C-17

“Within five calendar days of contract award, per CDRL 003, the Contractor must provide a schedule showing milestones for each contractual start-up activity. The Contractor must create the schedule in Microsoft Project and provide copies of the schedule to the CO and COR.” Could the Government clarify that this is intended to be business days, not calendar days?

See the FAA’s response to question 3.

17 Configuration Management

C.4.5 Pg C-19

Is the contractor expected to develop and maintain configuration management on all the existing PACS and PSEMS or only new installations?

Only new installations.

https://conwrite.faa.gov/index.cfm

18 Configuration Management

C.4.5 Pg C-19

Is the contractor expected to capture the information for all the existing equipment at sites that have a minor refresh?

See the FAA’s response to question 17.

19 Propagation Delay

C.8.1.3.1 Pg C-28

Section C.8.1.3.1 indicates the FSL-2 facilities will report to MMAC or FAA Cloud. Several sections require calculation for alarm reporting which have time constraints. How much propagation delay should be allowed for the calculations?

The Offeror may include any propagation delay required by their technical solution.

20 Piggy-backing and Pass-back Detection

C.9.0 Pg C-43

Section C.9.0 PHYSICAL ACCESS CONTROL SYSTEM (PACS) states the system must detect or prevent piggy-backing and pass back.

Is this an overall system capability, or required for all controlled openings?

Required for all controlled openings.

21 Contract Clause Section I Pg I-3

Contract Clause 3.3.1-20 Providing Accelerated Payment to Small Business Subcontractors (Oct 2012). This clause does not apply unless the Government includes AMS Clause 3.3.1- 24 Fast Payment Procedures. Please confirm.

These two clauses are not dependent upon one another.

3.3.1-20 is exclusively for small business, the other requires CO determination based upon situational needs and justifications.

22 Critical Area Designation

J-15 Exempt from

1600.69C FOUO

Pg J-15

There are various references to critical areas requiring security devices in this document as well as the Level 2, 3 /4 door matrix. The sample drawings do not provide enough detail to determine which areas may be considered critical.

As well, there is no guidance provided that determines what areas are critical areas. Will the FAA provide guidance as to what areas on the sample drawing are to be considered critical areas?

Critical area designations are not required for the sample tasks.

23 NAICS Size Standard

L.1.2 Pg L-1

NAICS Code 56121 has a size standard of $20.5M. The SOW shows $12.5M, which is incorrect. Please clarify.

L.1.2 will be corrected to the size standard of $20.5M.

24 Subcontractor Experience

L.3.2, L.6(a), L.6.3(d) Pg L-3, L-10, L-14

L.3.2 states “subcontractors providing electrical or security system installation” must provide corporate experience information in the Table 1: Corporate Experience format showing minimum of 3 consecutive years of experience performing the functions they are contracted to perform.

L.6(a) provides page limit information and further states that not included in this [page] limit are the six projects

Question 1: All subcontractors.

Question 2: A maximum of six across all subcontractors.

submitted for “all subcontractors’ USING THE FORM PROVIDED AS Attachment J-24, discussed in L.6.3(a).

L.6.3(d) states where subcontracting arrangements are proposed, and additional maximum of three projects for “each subcontractor” may be submitted.

Question 1: Please clarify whether the L.6(a) and L.6.3(d) statement for “all subcontractors” and “each subcontractor” only applies to “subcontractors providing electrical or security system installation.”

Question 2: Please clarify whether we may provide three references from each subcontractor or a maximum of six references from across all subcontractors.

25 State and Local Taxes

L.5.2.2 Pg L-8

Equipment sales tax – in many U.S. states and territories, government contractors are responsible for the state and local taxes associated with materials, supplies and equipment purchases that are deemed part of the realty.

FAR 29.303 specifically states that contractors and/or subcontractors do not automatically receive the federal government exemption status. Instead, the provisions of the particular state and local laws govern the taxability of contractors’ purchases. These taxes, as allowed by FAR 31.1, are allowable costs. How should contractors treat the state & local sales tax in our equipment pricing? (e.g., what state’s sales tax rate should be used, etc.)

Refer to Section I, Clause 3.4.2-8

FEDERAL, STATE, AND LOCAL TAXES

- FIXED PRICE CONTRACT (APR 2013)

26 Page Limitation L.6.1.3 Pg L-11

Please confirm resumes provided using Attachment J-13, Key Personnel Resume Format and accompanying commitment letter (if applicable) is not included in the 45-page limit for Volume 3.

Resumes count toward the 45-page limit.

27 Work Distribution

L.6.1.2(4);

L.6.3.1(f) Pg L-11; L-14

L.6.1.2(4) requires offerors to describe how the work will be distributed among subcontractors. L.6.3.1(f) requires “a narrative should be submitted as part of the proposal which clearly details the roles, responsibilities, and distribution of effort (by type and percentage) between the parties.”

Section L has been amended to delete L.6.3.1.(f).

The two requirements seem redundant; is it the intent for Offerors to duplicate information from Part A in Part C? If not, could the Government please clarify what is required in response to L.6.3.1(f) instructions?

28 Major Subcontractor

L.6.3.2 Pg L-14

The first paragraph of L-6.3.2 references “proposed major subcontractor.” Please define “major subcontractor.” We recommend the government allow awards and certification information for all subcontractors.

The Prime will determine their major subcontractor(s) based upon its teaming strategy.

29 Section M References

M.6.1.2.ii Pg M-27

This RFP reference appears twice. Recommend changing the second reference (Sub-Factor 2.3 – Equipment List to M.6.1.2iii.

Section M.6.1.2 has been amended to change the numbering, removing the duplication.

30 PSEMS Are the PACS at every level 2, 3, and 4 facility shown in attachment J-01 currently integrated with the PSEMS. If not, can you please provide additional information regarding the sites that are currently integrated?

All Tech Refresh facility work assigned to the SSDI-II Contractor will have been integrated with

PSEMS.

31 SP 800-73-4

Version

C.9.2 – PACS

Subsystems

SP 800-73-3 was withdrawn May 29, 2015, and superseded by SP 800-73-4. Should we use the new SP 800-73-4 or revert back to SP 800-73-3?

SP 800-73-4 is the current NIST document. The SOW and J-03 will be amended to reflect the current version.

32 Automate Access Control Subsystem

(AACS)

Requirements

C.9.5.1, C.9.5.6 Section D states a contract reader must be utilized to authenticate credentials for 1, 2, and 3 factor authentication. Under FIPS 201-2 guidelines it is acceptable to use either the CAK or the PKI (CAK is a wireless transmission with the reader and PKI being a contact read).

Are either acceptable to the FAA?

Both the CAK and PKI are acceptable to the FAA.

33 Control Unit Requirements

C.9.5.6 Section D refers to the CHUID, as defined in the latest NIST FIPS 201 and SP 800-73. FIPS 201-2, (the latest version), states in section 6.2.5 that the CHUID is to be deprecated within the next 5 years and the document is dated August 2013. Is it the intention of the FAA to use a deprecated format?

The FAA will continue to use the

CHUID.

34 FIPS-20 Sect. C.2, pg. C-1 Please clarify what is meant by "as implemented by the FAA" as it refers to the compliance with the latest version of FIPS- 20.

The FAA systems are installed in compliance with FIPS 201 as per

NIST and the references cited in Attachment J-03.

35 PSEMS

Connectivity

J-19 SSDI II

PSEMS Tasking

The Level 2 facilities are to be connected to Regional Servers. It could be interpreted that the FAA desires to have the Level 2 sites spread over a number of Regional servers and not to a single Regional server. Can the FAA provide direction on the minimum number of servers that is acceptable?

Attachment J-01 includes the FSL-2 facilities. It is up to the offeror to determine the number of regional servers required based on their design.

36 Extension of Proposal Due Date

Due Date Question: Given 1) there was not draft SIR, 2) the SIR being released primarily as FOUO which necessitated inherent delays in distribution to ensure compliance with FOUO procedures, and 3) the delayed releases (ongoing) of applicable documents for the SIR (e.g. FSL1 sample task drawings), a thirty day proposal cycle is insufficient. At this time, we respectfully request the Government provide a reasonable extension to the proposal due date of at least two additional weeks. Further delays in the receipt of all applicable SIR documents may delay offerors ability to respond and may necessitate an additional extension.

Recommendation: Recommend the FAA extend the proposal due date by at least two weeks.

The FAA Security System Design and Integration (SSDI) II Screening Information Request (SIR) release has been delayed. The FAA intends to continue with this acquisition in the near future. The revised schedule for this acquisition will be posted on the FAA Contracting Opportunities web site when the schedule is finalized. Vendors are advised to check the web site (https://faaco.faa.gov/) on a regular basis.

37 Extended Deadline

Since the Government extended the deadline for submitting questions, does the Government still intend on providing answers to questions by January 22nd?

Please see the FAA Contract Opportunities web site, http://faaco.faa.gov, for updates to this procurement.

38 Documents There are documents referenced in the SIR that are not available for download. The documents include attachments J-21 – J-24, referenced drawing in Section L.6.2.2, Sample Task Order Drawings. Due to the unavailability of these drawing, will the government extend the proposal due date 15 days?

See the answer to question 37.

39 Submission Date Due to the Firm Fixed Price pricing requirements of the solicitation and the government’s desire to receive bids from financial solvent corporations, will the government consider

See the answer to question 37.

https://faaco.faa.gov/ extending the submission date a minimum of 15 days (30 days extension is preferred) to ensure internal company reviews are allowed for and complete, balanced and reasonable pricing is submitted?

40 Extension Extension Based on the volume of questions and potential impact on the proposal and the fact that there are at least two drawing packages required, the offeror is requesting a two-week extension from 2/5/2018 to 2/19/2018.

See the answer to question 37.

41 Proposal Extension

General Given the delay in obtaining the password for documents, the omission of drawings and other attachments, and due to the fact that many of the questions we have submitted have significant impact to the development and completion of the sample task orders, we recommend the Government extend the due date for proposals by two weeks.

See the answer to question 37.

42 Proposal Presentation/ Format, and Content (Font size/Type)

L.5 Question: Can we use a font smaller than Times New Roman 12 for the disclaimers, headers, and footers?

Recommendation: Recommend Section L be revised to allow for font smaller than Times New Roman 12 for disclaimers, headers, and footers.

Section L has been amended to allow a Times New Roman 9 for the disclaimers, headers, and footers.

43 Proposal Presentation/ Format, and Content

L.5 Question: In L.5 (b), it is stated “Foldout pages are acceptable only in Volume 3.” Will the FAA consider allowing fold out pages in the Pricing Volume?

Recommendation: Recommend Section L be revised to allow fold out pages in the pricing volume.

No. Excel spreadsheets are not required to be printed and inserted into Volume 2.

44 Format of files to be submitted on USB drive

L.4(b) Question: Please confirm file format that should be put on the USB drive for the different volumes. Word? PDF? Both?

Except for the Pricing Worksheet that must be submitted in Excel, the RFP does not specify.

Recommendation: Please revised Section L to clarify the file format for the USB drive.

Section L.4(b) has been updated to require .pdf files with the exception of the Excel Pricing Worksheet and the J-17 Questionnaires that will be sent directly to the FAA. If there is a difference between the electronic file and the paper copy, the paper copy will prevail.

45 Hardcopy Submission

L.4 Question: The paragraph states an original and one copy in a binder. The bullet says one binder copy and one comb bound copy.

Recommendation: Please clarify.

The requirement is for the original in a binder and one copy that is spiral bound or comb bound.

46 Page Count J-13, page L-10 Will the Government exclude the resumes from the 45-page count, or allow the offeror to tailor the Government's format to better incorporate information which would illustrate that we meet or exceed the requirements?

No. The resumes must be tailored to fit the Government’s format in J-13.

47 Foldouts RFP Section L.5(b) and Attachments J- 08, Task Order Work Plan, and J- 16, Equipment List

Section L.5(b) states "All information . . . must be submitted on standard letter size 8 1/2 x 11-inch paper, printed single-sided. Foldout pages are acceptable only in Volume 3 . . ."

Some of the Excel file worksheets have been prepared using Tabloid or 11x17 page layout. Please clarify.

J Attachments that are in Excel can remain in Excel. The Attachment, J- 08, Task Order Work Plan in the Sample Task can be printed on a foldout page. Other attachments do not need to be printed on foldout pages.

48 Volume 3 Page Count

L.4 and L.5 Within Volume 3, there are a lot of sections that are outside of the page count while there are sections that make up the 45-page limit. Will the Government please provide the preferred method for identifying pages that are in the 45-page limit against pages that are not in the 45-page limit?

The FAA does not have a preference.

The FAA anticipates that the Offeror would establish a method of identifying items in the 45-page limit and those not counted in the 45-page limit.

49 Page Count L.6.1.3 Volume 3, Part A, Section 3

– Key Personnel

Please confirm that the letters of commitment for Key Personnel are not included in the 45-page limit.

The required format is Attachment J-13.

51 Page Count L.4 and L.6.3.2(b) Although not specified in the table in L.4, L.6.3.2(b) states “The Related Information submission pages do not count against the 45-page limit for Volume 3.”

Please confirm that Volume 3, Part C, Section 2 – Related Information is not included in the 45-page limit.

Confirmed. Section L has been amended to reflect this.

52 Volume Title L.4( c ) Pg L-3

The title of Volume I in the table is listed as “Offer, Other Documents, and Pricing.” However, Pricing is also listed as Volume 2. Recommend TAA revise the title of Volume I to remove “Pricing.”

The title of Volume I has been corrected in an amended Section L.

See Response to question 10.

53 Definition of Offeror

L.3.1 Will the FAA consider a significant subcontractor, providing greater than 25% of the workshare, be allowed to contribute to the corporate experience requirements stated in L.3.1?

No. See the FAA’s answer to question 6.

54 Gate Criteria Consecutive Years

L.3.1.A Please confirm the seven consecutive years can span multiple contracts to satisfy the size, scope, and complexity requirements.

The experience can span multiple contracts.

55 Past Performance Page Count

L.4, L.6 The table in L.4 states that the past performance section is not included page count. This is contradicted where L.6 states “The three projects submitted by the prime contractor count against the 45-page limit.” Please confirm the Part C Section 1 is not included in page count.

Past Performance forms (J-24) for the Prime Contractor count towards the 45-page Limit per Section L.6.

The table in Section L-4 will be updated.

56 Number of Subcontractor References

Attachment J-24 /L6.3.1.d
