Potential Substitutions
Section H.31, Labor Category Qualifications Waiver Provision, defines the conditions under which the Contractor may request a waiver of any of the minimum qualification requirements identified in this section for each labor category and level. The Contractor may, for example, request that relevant work experience be substituted for minimum educational requirements.
The table below indicates substitutions that may be allowed via waiver. Work experience should be relevant to the position and required degree; for example, relevant work experience for a position requiring a Bachelor’s degree in finance should be finance-related, such as research and analysis of financial data or performance of financial projections. The Contracting Officer must approve all substitutions and has sole discretion to do so; the Contracting Officer is not bound by the potential substitutions in this section.
