SECTION E – INSPECTION AND ACCEPTANCE
E.1 FAA AMS 3.1-1 CLAUSES AND PROVISIONS INCORPORATED BY
REFERENCE (JULY 2011)
This screening information request (SIR) or contract, as applicable, incorporates by reference the provisions or clauses listed below with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make the full text available, or Offerors and contractors may obtain the full text via Internet at: http://conwrite.faa.gov.

E. 2 Inspection and Acceptance
a) The Contracting Officer or his designated representative will review or inspect and accept or reject the services to be provided under this contract.
b) Review or inspection and acceptance or rejection will be performed as stated and at the times and locations identified in the issued task orders.
c) The Government reserves the right to conduct any inspection or test it deems necessary to assure that the services provided conform in all respects to the contract specifications.
d) Services that upon inspection are found not to be in conformance with contractual specifications will be promptly rejected, and the Contracting Officer will provide notice of such rejection, together with appropriate instructions in writing, to the Contractor.
e) If a deliverable is rejected, the Contractor must make all appropriate corrections within fourteen (14) calendar days from receipt of written notification and resubmit to the Contracting Officer for approval unless a different time period is specified in the task order.
If the Contractor estimates that corrections will require more than fourteen (14) calendar days, the Contractor must deliver a corrective action plan within seven (7) calendar days from receipt of notification of rejection. The plan must clearly describe the corrective actions to be taken and the proposed schedule for accomplishing the actions.

E. 3 Standard for Acceptance for Contract Deliverables
The Contractor must ensure that all deliverables meet the general quality measures set forth below and any other quality measures specified via task order:
a) Accuracy – All deliverables must be accurate in presentation, technical content, and adherence to CO-accepted elements of style.
b) Clarity – All deliverables must be clear and concise; engineering terms must be used as appropriate. All diagrams must be easy to understand and relevant to the supporting narrative.
c) Adherence to Requirements – All deliverables must satisfy all contractual requirements.
d) File Editability – All deliverables with text or diagrammatic files or both must be provided in formats that facilitate easy editing by the Government.
e) Timeliness – All deliverables must be submitted in accordance with the Integrated Master
Schedule.
E. 4 Higher-level Contract Quality Requirement AMS 3.10.4-13 (October 2015)
a) The Contractor must comply with the most recent versions of the standard titled ANSI/ISO/ASQ Q9001, which is hereby incorporated into this contract.
b) The Contractor must establish and maintain a Quality System in accordance with the above referenced standard and the contractor's Quality System Plan (QSP). This QSP is hereby incorporated into this contract when approved by the Contracting Officer. If the QSP is submitted as part of a response to a Screening Information Request (SIR) submission and approved before award, then the QSP is hereby incorporated into this contract at time of award.
The QSP must describe the Contractor's provisions for quality assurance, inspection and test of all supplies to be provided under this contract, in accordance with the terms of this contract, including but not limited to the contract specifications and the above referenced standard. (Note;
Formal third-party ISO9001 registration is not required. Formal third-party ISO9001 registration does not relieve the contractor from the requirements of submitting a QSP.)
c) In the event of conflict between the Quality System Plan (QSP) and the above referenced standard, the applicable standard must control.
d) Calibration systems and measuring and test equipment must be controlled in accordance with a nationally recognized standard, such as ISO 10012.
e) Government Furnished Property must be controlled to assure acceptability upon receipt, E-2 preclude degradation, damage or misuse during storage, use or test, and assure proper final disposition in accordance with the contract.
f) Site installation activities, maintenance, and support services must be controlled in accordance with contract requirements.
