DTFAEN‐‐‐‐16‐‐‐‐R‐‐‐‐00186 – Boston Antenna Towers

Pre‐‐‐‐Bid RFIs

Is the FAA going to provide detail foundation plans for equipment shelter?

No; the contractor will provide the foundation design based on the contractors results of soil borings data. For bidding purposes; contractors can assume a “minimum allowable soil bearing capacity” of 2500 psf. If soil results prove to be insufficient, the FAA will work with the contractor and issue a change order as needed.

Given this site will not likely be built until spring – we are requesting an extension to provide the best and most accurate bid for this requirement. Since the FAA has to respond to questions, 12/20/2016 is not an adequate time frame to process them into our bid.

It has been extended to 13 January 2016. Please refer to Amendment 0001 for specific details.

The solicitation is Posted as a DRAFT, Is there final document posted?

Yes, it has been posted.

The FAA announcement refers to Small business and the SIR says Full and Open Competition?

“System Size Standards (NAICS): 237130 Power and Communication Line and Related Structures Construction, with a small business size standard of $36.5 million average annual receipts over the past 3 fiscal years”

The requirement will be awarded utilizing full and open competition based on the responses received from the publicized Market Survey from Small Business.

Section B includes a breakdown of costs per division and then there is also a bid document listed as an attachment called Section B. Which is required?

Please use bid document listed as an attachment titled Section B.

Invoicing G.5 refers to monthly billing and options years, this is not typical of construction contracts? Will the CO accept a schedule of values upon approved Schedule of work? Disregard reference to Option Years.

Please provide the schedule of Values.

Period of Performance is 215 days, we are currently working a similar FAA project at another airport and were given 270 days. Due to Design built and Shelter MFG lead times, there is a potential of multiple revisions prior to approved drawings.

215 days is approx.. 7 months… the FAA understands it may take up to 9 months to fully complete the project….

Section L.7: how does the FAA assess these criteria? Can you indicate how these are measured?

Each Technical Factor is as equally as important as Price. Please visit Section M of the SIR document for a detailed explanation of how each Factor will be evaluated.

Technical Plan -Is the FAA looking for a site specific safety plan or a sample plan used in previous performance? That is quite a bit of work and is usually done upon award.

Please provide the Site Specific safety plan.

Is there any way the FAA will reconsider electronic submissions? We have done many proposals for the FAA and very few require printing and mailing documents?

All packages are required to be submitted on disc and in hard copy to make the packages available and ready for Proposal Evaluation quickly and also to save the government the expense of time and printing of all packages for the evaluation process. Also, it allows each Offeror the opportunity to ensure that all their desired and required documents are contained in each proposal package.

The constraints of the PAST Performance surveys is very time consuming and labor intensive for our FAA references is there any way we can provide the data to you in the exactly the format needed with contract number, value and contacts? We do this routinely for the FAA.

Please attempt to have your references provide the their unbiased assessment of your past performance for consideration during the Source Selection Board’s Technical Evaluation.

Past performance – is the disqualifier 500K per project for all 5? We have vast experience at major airports, design/build of towers and shelters. Not all projects are in that realm of value?

Please provide your past performance that is relevant to the required Scope and Cost Magnitude that you would like the Government to consider.

Massport Requirements – 1-1.1 – Is Massport requiring full time sweeper & operator for this work? All work is on non-paved roadway and much of the traffic will be escort of workers only.

NO – sweeper & operator is not required as long as dust/debris is maintained and kept off the: runways/taxiways/perimeter roadway….

Massport Requirements – 1-1.2 – Contractor shall pay a “sum of money” to public safety if badges are not returned at project close. What is sum of money??

You would have to contact Massport Badging office for the precise answer…. A lost badge used to cost $50…. Confirm with Massport….

E001 - Overall site plan shows fuel pit at trench path from RVR to RTR.

C001 – trench paths should/will be safely located “South” of old fuel pits….

Comprehensive ground penetrating radar study to be performed prior to excavations…

Site Plan Notes – Note 8 – What is the contractor responsible for on compaction testing specifically? Note says required as needed.

No trench work in Runway/Taxiway safety area is required….so no compaction required…. The trenching under dirt roadway will be concrete encased (no compaction needed)…. Remainder of trenching in grass field area… backfill thoroughly and general compaction so trenches are level with surrounding area…no specific testing required….

Can we confirm that the work being performed is outside of the RSA for Runway

33L? It appears we are clear on the plan but very close.

Work is located outside of the RSA…

Spec 2.0.6 - Seeing there is gas detection in the building is there a requirement for local notification alarm for evacuation (i.e. fire alarm NAC)?

When/if the hydrogen sensor goes into Alarm, it is audible locally within the bldg..;

this facility is considered an “unmanned facility”.

Is it required that the foundation design be supplied by the shelter MFG or can it be an independent firm providing they supply PE stamp?

It can be an independent firm.

A001 Shelter front elevation – What is the desired orientation of the stairs? Straight off the building or along the side of the shelter.

Straight off the building.

Are the stairs into the shelter required to have removable handrails for equipment loading at door?

No.

Upon further review I believe that there is a spec section missing: The Table Of

Contents lists Section 13-2 “Shelter Installation”. This section is not in the package, That is a misprint…. Please refer to Appendix “C” for shelter information.

Should the bid bond be included in Volume #1?

You may include it in your Pricing Volume.

Confirming this project is not tax exempt correct?

It is not.

On the section B Pricing sheet Do you want prices for the bolded lines or each line and subtotals as bolded lines?

On each line and subtotals as bolded lines.

Are you using any portable storage containers on-site during the construction?

The contractor can use portable storage containers… the location will have to be coordinated and approved through Massport. It is anticipated to be at one of these two locations: at the worksite location itself or; adjacent to Perimeter road on the way to the worksite, easy access.
