Program Manager 1

The Program Manager is a key person, with responsibility, authority and accountability for the control, coordination and achievements of all work performed under the contract.

The PM must provide overall management of contract personnel working in a technical environment on individual DOs. The PM must be knowledgeable in Government contracts and design standards, planning tools (i.e., work breakdown structures, Gantt charts, critical path analyses, etc.), and report development.

The PM must be able to both manage the contract requirements and serve as communications bridge between company and the FAA. The PM must be able to work effectively in a fast paced, demanding environment. Duties will include, but not limited to, the following:

• Plan, organize, oversee and control all contract activities with

ACO/COR;

• Accountable for project scope, timeline, budget, staffing and contract deliverables

• Must be employed by the prime contractor.

From a college or university accredited by an accrediting body recognized by the U.S. Department of Education:

Bachelor’s Degree with minimum of eighteen (18) years of direct experience in program management

OR

Master’s Degree with minimum of fifteen (15) years of direct experience in program management.

A Project Management Institute (PMI)/Project Management Professional (PMP) Certification will be accepted in lieu of three (3) years of program management

Program Support 1

Works independently with minimal supervision.

Proficient in Microsoft Office and other general-purpose business management programs, etc.

Performs program and management services for this contract in support of a wide range of system engineering functions. Provides program support in the management of personnel, financial, operations and technical* programs. Requires substantial coordination and interfacing with other offices.

Ability to apply techniques peculiar to several unrelated functions, such as statistical charting, property management of Government Furnished Equipment (GFE), organizational structure, planning, budget and fiscal control, personnel recruitment and placement, data systems, staffing standards development and office management.

*In this context, a technical field is focused on the application or use of physical phenomena or applied sciences such as mechanics, electricity or the use of computers.

Applicable functional areas include experience in air traffic and flight operations data analysis, pilot and air traffic controller information processing, systems engineering, network engineering, business process reengineering to include: data modeling, software design, and programming; specialty engineering (e.g., communications, systems safety, quality assurance, test and evaluation, etc.); human factors, risks and mitigation strategies, reliability and maintainability, systems security, acquisition management, organizational planning, financial management, acquisition logistics, and program management. Provides consulting and advisory services to project teams, operations and engineering teams to ensure data solutions are aligned with the business direction, to determine data requirements and to provide advice as well as directly assist in the analysis, design, and implementation of initiatives and projects. Manages large complex systems, acquisition projects for major functional areas.

Plans, develops and supports programs/projects. Establishes objectives and requirements. Adapts and applies applicable technical, administrative, financial and business processes and procedures. Develops program/project Budgets, standards and schedules. Directly participates and coordinates with the internal and external subject matter experts on all matters pertinent to the successful implementation of the program or functional area. Employs a high degree of creativity, foresight and mature judgment to plan, organize and guide complex programs for which approaches and precedents may be unclear or nonexistent. Labor Category Level Description Experience/Education understanding of state-of-the-art and aging technologies that comprise the FAA's NAS. Relative functional experience includes planning and execution of operations involving aircraft and airborne Infrared, radar systems, Technical and Operational Management, planning airborne operations involving multiple aircraft, multiple frequency communication, data links and sensor fused displays, range coordination, precise flight path and timing tolerances, complicated geometry analysis and constraint requirements, and Air Traffic Control (ATC) and airfield facilities coordination.
