THE FOLLOWING CLARIFICATIONS/REVISIONS ARE PROVIDED IN RESPONSE TO
CONTRACTOR COMMENTS/QUESTIONS, AND ARE HEREBY INCORPORATED INTO THE
ABOVE STATED SIR:
1. Reference Section L, pages 56-57, paragraph L.15; page 59, paragraph L.18.2; SOW, paragraph 3.2.2 and DD FORM 254, Block 13, Item 6a.
a. Question: Would you consider this requirement fulfilled if one of the subcontracting companies has the facility clearance vice the prime?
Answer: No. The required Government issued Facility Clearance of a minimum of Secret must be held by the Prime Contractor in accordance with DD254 Facility Clearance.
b. Question: Would you allow the prime to acquire the facility clearance post award?
Answer: No.
c. Question: Would you accept a proposal from a prime with a Facility Clearance investigation in progress?
Answer: No. All Terms and Conditions of the SIR remain unchanged. For Clarification purposes “evidence of a Government issued Facility Clearance of a minimum of Secret” can be in the form of either an Interim (also known as an “interim eligibility”) or Final Government issued Facility Clearance. Offerors are reminded that offerors holding the current required Government issued Facility Clearance should provide evidence in the form of an active CAGE code for the FAA to verify clearance with the U.S. Defense Security Service (DSS).
