# Document Section Question/Answer 1 SIR L.15 & L.19.3 Question: Considering the PM résumé and the letter of intent is not part of page count but embedded as part of the proposal. Would government increase page count by 5 pages or accept these items as an addendum?
Answer: The PM resume and letter of intent will not be included in the proposal page count even if it is embedded as part of the proposal. However, the page limit was revised and increased to 28 pages.

L.19.5/Pricing Spreadsheet Question: The pricing spreadsheet (Attachment J- 2), on the “onsite hours_$$” tab, the Program Support 2 labor dollars formula for Option YR 2 – 4 is calculating based on the hours listed for the Program Support 1. There are no hours allocated to the Program Support 2 labor category per the pricing worksheet, therefore the labor dollars should be zero for all years.
Answer: Pricing Spreadsheet formula corrected to capture Program Support 1in Option Yr 2-4.

L.19.5/Pricing Spreadsheet Question: The pricing worksheet, on the “Offsite Labor Rates” tab, the Help Desk Dispatcher 1 – 3 is listed. Per Attachment J-5, no Help Desk Dispatcher labor category is referenced. Please clarify.
Answer: Pricing Spreadsheet is corrected to remove reference to “Help Desk Dispatcher”.
4 SIR L.11.b Question: Please clarify submission requirement(s) In addition to the stated reference is it expected that Annex #1 and Annex #2 be included in the hardcopy of the original?
Comments: We assume that Section L.11.b takes priority and the ‘Hardcopy of original, complete proposal should contain:”
Answer: See updated SIR L.11.b.and L.15.
5 SIR L.15 Question: Does the Government expect a response to be provided in two volumes, (1)
Technical and (1) Cost? If so, can the Government modify the table columns to reflect this description and to align factors under a single volume?
Answer: See Answer 4.
6 SIR L.18.2 Question: This paragraph makes no mention of a separate document for Annex 2. Please clarify.
Answer: See Answer 4
7 SIR B.3 & G.6 Question: Is it the Government’s intent to use the fully burdened rates as a basis for any other sites other than the William J. Hughes Technical Center, using OPM locality based comparable percent increases/decreases as a guideline?
Answer: No. The Proposed/Awarded Onsite and Offsite rate will be used for all Orders issued under the resultant contract. Refer to G.6 for Specific Offsite Locations (Contractor Facility).
8 SIR F.2 (2) Question: Will the Government consider a 30 day advance notice when a clearance is required for personnel?
Answer: Yes. F.2(4) was revised to reflect 30 days.
9 SOW 3.5.3 Question: 3.5.3 Program Planning. Items 1-3 requires the contractor to provide org charts, staffing plan, etc. Is the contractor required to include these documents with the proposal or post-award?
Answer: Post Award
10 SIR L.4 Question: Proposal validity period is requested to be both 120 calendar days and 60 calendar days in the same sentence. Please clarify.
Answer: Section L.4 is corrected to read 150 calendar days.
11 SIR L.15 Question: Table illustrates request for six (6) separate volumes (Annex #1 plus Volumes I-V).
We interpret requirements to be for three (3) separate volumes (Annex #1, Technical, Price).
Please clarify the FAA's intent for Proposal Structure with regards to submission format.
Answer: “Proposal Organization Table” was revised, see Answer to Question 4.
12 SIR L.16 Question: Page size referenced is 8.5" x 11". Will the FAA consider allowing larger paper (fold-outs) for graphics and charts? If so, what maximum sheet size would be acceptable, and how would these oversized pages (fold-outs) be considered (part of?) in the page count?
Answer: No. However, the page limit was revised and increased to 28 pages.
13 SOW Appendix 2 Question: The schedule for the Program Management Reviews shown on Appendix 2 is twice per contract year. However, paragraph
3.5.6.3 refers to a quarterly Program Review. Are these the same meeting? If so, will they be held quarterly or bi-annually?
Answer: SOW 3.5.6.3 was updated.
14 SIR General Question: Incumbent contractors:
a. Please identify the incumbent contractor(s) supporting this work.
b. What has been the level of effort / number of labor hours provided per year, on- site and offsite, by each of the incumbent contractors?
Answer: a.FAACO Announcement contained the Incumbent Prime Contractor information, see abstract section of SIR announcement.
b. Historical information on current contract will not be provided under this SIR. However, the Government’s estimate of labor hours for this requirement is identified in the pricing spreadsheet (Attachment J-2)
15 SIR B.1, H.4 & Attachment J-2 Question: Delivery orders and task orders:
a. Section B.1 uses the term “delivery/task order”.
Section B.2 references Delivery/Task Order No.
0001. Section H.4. uses the language “delivery and task orders” and “delivery or task order” requirements. The SOW uses Delivery Orders.
Are the terms “Delivery Order” and “Task Order” synonymous?
b. Section H.4. Ordering Procedures. Are we correct in assuming that delivery / task order proposals are required to be prepared by the contractor?
c. Approximately how many delivery orders / task orders are anticipated per year?
d. Are the estimated labor hours in the J-2 Tnt Pricing Spreadsheet representative of the estimated labor hours for the contract, or only a portion of the contract?
Answer: a. Yes. “Delivery Order” and “Task
Order” are used synonymously.
b. No. In accordance with G.13 the government will provide a detailed SOW for each delivery/task order with an order number of labor hours.
c. The current contract year contains thirteen active orders, however the yearly number of issued orders will fluctuate and is subject to change.
d. The pricing spreadsheet, Attachment J-2, is for the entire contract.
16 SIR B.3 Question: Fully Burdened Rates. The SIR states that proposals and contract status reports are indirect expenses.
Please clarify whether the delivery order / task order proposals and contract status reports, which the SIR lists, are direct or indirect expenses.
Answer: Delivery order/task order proposals and contract status reports are part of the fully burdened labor rates. See Section B.3, page 3, 2nd full paragraph of SIR.
17 SIR F.2(4) & H.10 Question: a. Providing a 90 day notice for substitution of cleared personnel may not be possible in the case of termination of an employee. Would the government drop this requirement?
b. Section F.2 and H.10, Validation of Assigned Personnel. Section F.2 requires 14 day advance notice for substitution or addition of personnel, whereas Section H.10 requires a minimum of 10 working days for Government review of resumes before a replacement contractor employee may start work.
Which is correct?
c. Note also that H.10 states that costs incurred “in violation of this clause will be deemed as unallowable costs”. May we assume that what is meant is that the individual may not be directly charged to the contract / DO/TO until their resume has been approved?
Answer: a. No. See Answer to Question #8
b. Both are correct. F.2 refers to contractor responsibility to notify the Government for subsitutionof personnel. H.10 refers to Government response time of 10 days to provide a response to the contractor of concurrence or non-concurrence of resume qualification submittal.
c. Yes.
18 SIR F.7 Question: a. Is it correct to assume that the COR has the authority to direct or approve the contractor to work and bill in excess of 40 hours per week under some circumstances? Section G.4 would seem to imply that authorizing work requires CO approval.
b. To what extent have extended work weeks or extra hours been used in the past?
c. Are additional hours used in support of travel?
Answer: a. Yes. The COR can provide advanced approval for excess hours to accommodate some circumstances that are requested by the contractor and required to meet certain task requirements.
b. Extended work weeks are reviewed on a case-by case basis, see H.14.2
c. Yes. On a case-by-case basis, with prior approval of the COR additional labor hours for associated travel requirement may be authorized.
19 SIR G.6 Question: a. The SIR requires an offsite facility within a 15 mile radius of the FAA WJHTC and also a second facility within a 15 mile radius of the Harris Corporate Headquarters in Melbourne, FL. Are we correct in assuming that these are the two facilities we should include in our contractor site fully burdened rate, as other contractor site locations have not been specifically identified?
b. For purposes of estimation, are we to assume that the offsite labor hours on the J- 2 Pricing Spreadsheet are located in Florida, New Jersey, or both?
Answer: a. Yes, they should be included, however they are not limited to those location and incidental support services may be required at other locations (See G.6).
b. Both. However, as stated in G.6 the vast majority of the support services to be performed will be onsite at the FAA WJHTC and offsite at the contractor’s facility within a 15 mile radius of the FAA WJHTC. The Melbourne offsite location (within 5 miles of Harris Corp) currently requires 5 Full Time Equivalent (FTE) positions, but is subject to change
20 SIR H.12 Question: The sentence, “Any outgoing Contractor(s) may continue performance on all work approved prior to the award date of this contract, to completion” appears to be in conflict with the 60 day transition mentioned in the following sentence. Which is correct?
Answer: Two (2) updates to H.12 are incorporated.
21 SOW Question: Phase-in with regard to SOW List of Current Systems:
a. Do all the systems listed in the List of Current Systems in the SOW require immediate support, and will delivery/task orders be issued to cover providing that support?
b. If not, which systems listed will require immediate support?
c. If phase-in / phase-out with the current contractor(s) is anticipated, please identify the phasing and completion dates of the active delivery/task orders of the current contractors.
Answer: a/b..Yes.However the listed systems are at various stages of operation and require various levels of support.
c. All active orders under the current contract have various completion dates, but are anticipated to end no later than 03/15/17.
22 SIR L.19.3 & M.4.2 Question: The SIR calls for “specific experience related to EOSS”, and “while maintaining the primary mission of EOSS.” Corporate experience must also be “similar to the EOSS requirements”, and the Program Manager’s resume must have “specific experience related to EOSS”. Is this in error?
Answer: Yes. All references to EOSS were deleted and replaced with TnT.
23 SIR M.4.2 Question: The SIR states that the “The evaluation of experience gained either as a Prime contractor or a subcontractor will be considered equal”. It then says, “In subcontracting arrangements, greater weight will be given to the relevant experience of the prime.” Which of these two statements is correct?
Answer: SIR M.4.2 ws revised.
24 SIR M.4.3 Question: Will the Government provide contact information for incumbent personnel upon award, for use in staffing?
Answer: No.
25 SOW 3.1 Question: a. Section 3.1 of the SOW states that contractor must provide all necessary tools and materials. Section 3.5.9.1 states that the contractor must provide spares. Are there existing inventories that will be turned over?
b. Are we to assume that the dollar values of ODCs in the J-2 pricing spreadsheet represents the dollar value of the tools, materials, and shipping that will be required each year, for the purpose of identifying our materials burden rate?
Answer: a. Access to all available equipment, tools and material will be provided
b. Yes. The dollar values of ODCs in the J-2 pricing spreadsheet represent the estimated cost of the tools, materials, and shipping that will be required each year, as well as any other task related items.
26 SOW 3.2.2 Question: a. How many individuals must be cleared to the Secret level, and in which locations?
b.What levels of clearance are required for individuals not required to be cleared to the Secret level?
c.Will there be a requirement for some personnel to maintain a TS clearance since a facility clearance is required?
Answer: a. Currently one individual, however this requirement is subject to vary.
b. A minimum of NACI is required for all personnel.
c. Top Secret clearance is not required.
27 SOW 3.5.7 & 3.5.9.1.2 Question: a.Section 3.5.7 of the SOW states that configuration management and applicable warranty documents must be delivered 10 working days preceding each demonstration, test activity, etc. What types of warranties are anticipated?
b.Are these manufacturer’s warranties or warranties to be provided to the contractor?
Answer: a./b. SOW updated to delete “Warranty” reference.
28 SOW 3.5.9.1.3 Question: a.The SOW states that malfunctioning equipment will be shipped to the contractor’s designated repair facility. Which of the contractor site locations is the designated repair facility today?
b.Are there other costs associated with maintaining a repair facility that need to be addressed at this time?
Answer: a. The designated repair facility will be a FAA facility. See SOW update.
b. No. Not applicable.
29 SOW 3.5.9.1.5 Question: a. The SOW references “peculiar support tools”, e.g., contractor in-house tools. Are there peculiar software, hardware, or procedures in use today?
b.Please describe the type and extent of these tools.
c.Will these tools be provided to the successful bidder as Government-furnished tools?
Answer: a. Yes, there are developed tools in use.
b. Various tools have been developed ‘in-house’ over the years to support the NAS.
c. Yes. Access to these tools will be provided to support the NAS.
