STATEMENT OF OBJECTIVE (SOO)

FOR

Manufacture and Assembly of Repair Kits:

Mod B Power Supply, IFS PN 1000014382, P/N 852100-RK And Mod C Power Supply, IFS PN 100006008, Manufacturer’s P/N 852200-RK

1. Background

The FAA Logistics Center, AML-2000, performs depot-level repair support of the NAS ASR-9 radar systems. This radar system was designed and delivered to the FAA in the 1990’s. Many of the component assemblies were designed specifically for this radar and have unique form, fit, and function system requirements. Two (2) of the legacy assemblies are the ASR-9 Module B & C Power Supplies which contain many obsolete parts, and due to their current length of service in the NAS, repair support has become increasingly more difficult for the FAA Logistics Center repair technicians to isolate faults to the component level, as well as, many of required repair parts are no longer available due to obsolescence issues.

For this reason, AML-2000 engineering has begun an initiative to locate manufacturers who can design replacement power supplies, in the form of a depot-level support repair kit, using the state-of-art components. These proposed depot-level repair kits can be adapted to the legacy enclosures of the Module B & C Power Supplies so the unique form, fit, and function requirements of their designed system application can be maintained. The depot-level repair kits can be used as an additional aid to technicians who need to perform a timely repair of a legacy power supply without altering the power supply’s functional design purpose to operate in the ASR-9 system.

2. Purpose

The Office of AML-2000, RADAR Product Division’s mission is to provide logistics support for Federal Aviation Administration (FAA) RADAR systems. This statement of objective applies to the Airport Surveillance Radar-9 (ASR-9) Module B & C Power Supplies.

The SOO describes the government’s need to acquire repair kit assemblies to be used in depot-level repair support of the Next Higher Assembly (NHA) Module B & C Power Supplies.

3. Scope

The Contractor will furnish all labor, plant facilities, parts, supplies, materials (except Government-furnished equipment), fixtures, equipment, tools, technical data/expertise, and other facilities necessary to accomplish the manufacturing and assembling of Module B & C Power Supply repair kits.

The FAA will provide all necessary technical documentation so the contractor can be thoroughly acquainted with the electrical requirements and specifications associated with the operation of the NHA Module B & C Power Supplies as they operate in the ASR-9 radar system. The final design for the Module B & C repair kits must be capable of replacing all electrical and electronic components of the legacy Module B & C Power Supplies. In addition, the repair kits must be installed and tested in a GFE Module B & C Power Supply cases (enclosure) such that the repair kit and case will serve as an exact form, fit, and function replacement for the current legacy Module B & C Power Supplies, 852100 & 852200 (EXHIBITs 1-B & 1-C), as currently used in the ASR-9 radar system.

The Contractor will be required to design and purchase all required piece parts to complete the Module B & C Power Supply repair kits. Upon successful completion of 1st article testing and delivery of the twenty-five (25) production units for each power supply repair kit, the Contractor will deliver a “non-proprietary data rights” Technical Data Package (TDP) to include all schematics, parts lists, assembly drawings, and manufacturing data to enable the Government to remanufacture the repair kits from other manufacturing sources if ever required.

4. Period and Place of Performance Any proposed contracts shall be firm, fixed price, consisting of one (1) base year, with all work performed under proposed contracts shall be performed on the Contractor’s premises and in the Contractor’s facilities.

5. Performance Objectives and Required Results Contractors, interested in submitting a SOW, should review the electrical requirements and specifications associated with the NHA Module B & C Power Supplies as they were initially designed to operate in the ASR-9 radar system (reference EXHIBITS 2-B, 2-C, 3-B, and 3-C). The delivered 1st article repair kits must be installed and tested in a GFE Module B & C Power Supply cases (as shown in EXHIBITs 4-B & 4-C) such that they will serve as an exact form, fit, and function replacement for the current legacy Module B & C Power Supplies, 852100 & 852200, as currently used in the ASR-9 radar system.

Contractor will be required to submit two (2) each 1st article Module B & C Power Supply repair kits installed in GFE Module B & C Power Supply cases. The units will be forwarded to the FAA in a completely serviceable condition and tested per 1st Article Acceptance Test Plan (EXHIBITs 5-B & 5-C) and using Breakout Box 2D09845G01 (EXHIBIT 6).

Upon successful completion of 1st Article Acceptance Testing of the repair kits, the FAA will request delivery of twenty-five (25) each production unit repair kits for each power supply (MOD B and MOD C). The associated repair kits should be individually packaged as a single repair kit for one (1) power supply follows:

1) The electronic component package should ready for the technician to install in an empty GFE power supply case. The electronic component package should include all wiring, external components, connectors, etc. needed to populate the empty GFE power supply case; and, upon completion of the installation of the repair kit, the associated power supply should function in the ASR-9 Radar System as a form, fit, function replacement for the legacy power supply that it will replace. Other than the internal, hidden electronic components, a FAA field technician should not be required to alter any prescribed maintenance activities as delineated in the ASR-9 Technical Instruction Book (TIB) for the legacy power unit he/she has replaced with the power supply unit that houses the new kit.

2) All electronic components requiring ESD protection should be properly packaged IAW accepted industry standards.

3) In addition to the electronics component package, one (1) set of technician installation instructions should be included in each packaged repair kit. In addition to the installation instruction text, pictures should be included depicting the wiring or component location termination points to facilitate installation of the component assemblies and associated installation materials.

4) Repair kits should be individually labeled and packaged IAW Government Clause 61 packaging requirements.

6. Any Operating Constraints Contractors will be required to design a 500 Watt, Switcher-Type Module B & C Power Supply repair kits using industrial grade components with a Diminishing Manufacturing Sources and Material Shortages (DMSMS) rating of “Active” Parts’ Status with “Low” Life Cycle (LC) Risk and “Low” Supply Chain (SC) Risk. Compliance with industry standards for design, safety, and environment must be included in the submitted SOW.
