CONSTRUCTION AND DEMOLITION WASTE MANAGEMENT GUIDELINES AND TEMPLATE

12/2014 Version 1

PART 1 - General Instructions

1.1 The content of template is to be used as a guidance document to demonstrate the required way to manage, dispose and report construction and demolition waste while performing work at the MMAC. This template is intended to cover the most common type of construction demolition and renovation projects. All construction demolition and renovation projects will be required to develop a waste management plan and to track and report all disposals and handling of waste unless predetermined by the Contracting Officer (CO), Contracting Officer Representative (COR) and/or the AMP 400 project Manager. Further details of requirements are explained below.

1.2 Recent changes have led to mandatory construction and demolition reuse, reduce and recycling requirements to help sustain our natural resources and to meet Executive Orders 13423 and 13514. Currently all construction and demolition projects over $100,000 are now required to have and report on how the waste will be handled and that at least 50% of the projects non-hazardous waste must be diverted from the landfill and incinerators by reducing, reusing or recycling each projects waste ( AMS Clause # 3.6.3-22). Additionally, all projects below the $100,000 are not required to report but are highly encouraged to participate in waste-minimization and recycling to the fullest extent possible. The 50% requirement may be changed should the CO and COR determine during procurement planning that given the nature of the materials being demolished and/or installed at the site(s), 50% would not be achievable.

PART 2- General Waste Management Plan requirements for each project.

2.1 Before commencing work, the Contractor must submit a Waste Management Plan to the Contracting Officer within15 days after contract award prior to the start of construction activities. For short turn around projects, such as IDR, the waste management plan can be submitted at the pre-bidding or pre-construction and will be adjusted if needed accordingly. This plan must address the following per AMS Clause # 3.6.3-22:

(a) General: Provide an overall strategy for managing C&D debris associated with the project.

(b) Waste Identification: Indicate anticipated types and quantities by weight of demolition, site-clearing and construction waste generated by the Project. Include estimated quantities by weight and assumptions for estimates. A site assessment may be necessary to estimate the types of materials that will be generated during construction and/or demolition. If a site visit is needed, the contractor must notify the FAA of this as soon as possible, with the FAA arranging in turn for the contractor site visit to take place as soon as possible.

12/2014 Version 1

(c) Waste Reduction Work Plan: List each type of waste and whether it will be salvaged, recycled, or disposed of in landfill or incinerator. Include points of waste generation, estimated total weight of each type of waste, final disposition for each waste type, and handling and transportation procedures.

(d) Salvaged Materials: For each type of material that is salvaged or recycled, describe the type of material, source, estimated quantity, and receiving entity. Include names, addresses, and telephone numbers for the receiving individuals and/or organizations.

(e) Disposed Materials: Indicate how and where materials will be disposed of. Include name, address, and telephone number of each landfill and incinerator facility.

(f) Handling and Transportation Procedures: Include method that will be used for separating recyclable waste including sizes of containers, container labeling, and designated location on Project site where materials separation will be located.

(g) This Waste Management Plan must be found acceptable by the FAA Contracting Officer's Representative (COR) or the COR's designated representative prior to the contractor receiving a Notice-to-Proceed. The plan's acceptability will be promptly determined by the FAA based on the knowledge of the site(s) covered under the Plan.

The contractor must implement the approved Waste Management Plan during the term of the contract.

(h) The Contractor must document all C&D disposal and diversion efforts and submit a Waste Diversion Summary Report to the Contracting Officer and COR monthly. The monthly Construction and Demolition Report must contain the following information:

• Project title, name of company completing report, and dates of period covered by report. The total quantity by weight (in tons) of waste generated from the project.

• The total quantity by weight (in tons) of construction waste material landfilled from the project, the identity of the landfill, the total amount of tipping fees paid, transportation costs (if separate) and the total disposal cost. Attach manifests, weight tickets, receipts, and invoices as applicable.

• The total quantity by weight (in tons or cubic yards) of each material type recycled, reused, or salvaged from the project, the date removed from the jobsite, the receiving party, the transportation costs, the amount of any money paid or received for the recycled or salvaged material, and the net total cost or savings of salvage or recycling each material. Attach manifests, weight tickets, receipts, and invoices as applicable.

• The Contractor must ensure that facilities used for recycling, reuse, and disposal are authorized for the intended use to the required extent by federal, state, and local regulations. (End of Clause)

ADJUST TEMPLATE SHEET AS NECESSARY FOR EACH PROJECT.

COMPANY NAME, PROJECT TITLE, WORK ORDER NUMBER, CONTRACT

NUMBER, LOCATION AND DATE OF REPORT/PLAN

Overall Strategies This________________ project will generate construction waste consisting largely of non-hazardous scrap materials such as: lumber, steel, concrete, gypsum board, electrical parts and packaging materials. (add as many appropriate waste materials as needed to cover the entire projected project.) Consumer waste such as food scraps, wrappers, glass bottles, aluminum cans and plastic drink bottles will also be generated. Non-recyclable materials will be placed in a roll off dumpster and transported to Landfill______________ (location). Recyclable construction materials will be segregated in clearly marked containers and transported to the designated recycling facilities. Covered containers for the collection of consumer recyclable products will be clearly marked and conveniently located. These containers will be transported to the ________________ on an as-need basis. All attempts will be made to salvage waste materials for reuse rather than recycle or discard.

Goals Based on past experience and projects of similar scope, ___________ (how many) tons of waste is estimated to be generated during the construction of this project. Our goal is to divert __________ %( percentage) of this waste (approximately _______ tons) from disposal in landfills by recycling or salvaging for future use. Each waste type will be identified, tracked and reported for its final disposition, handling and transportation procedures on the two attached spread sheets.

Recycling , Reuse and Waste Reduction Plan Lumber disassembled from formwork will be salvaged and reused for construction blocking material. Structural and sheet metal construction waste will be stored in a designated area, loaded in tandem dump trucks and hauled to ________________ (company name) for recycling.

Drywall waste will be stored in separate, clearly marked covered containers until drywall work is complete. It will then be ground on site and used as a soil amendment. Scrap metal, and electrical copper wiring will be collected in closed top containers and transported to a local___________recycling company. Packaging material including paper, cardboard, plastic wrap, etc. will be commingled in an open top style container and transported to______________________. Overage and unused concrete will be hardened on-site, broken into pieces, loaded into open top containers and transported to ____________________.

Masonry waste will also be loaded into open top containers and transported to _____________________. All hauling services will be provided by __________________.

______________will provide the _____________ Company with all weight tickets for documentation of disposed materials.

Material Handling Materials to be recycled shall be protected from contamination and shall be handled, stored and transported in a manner that meets the requirements of the designated receiving facility.

12/2014 Version 1

Hazardous Materials Waste solvents, paints, adhesives and other potentially hazardous materials will be handled, stored and transported in compliance with applicable regulations. Any recyclable hazardous materials will be deposited with an approved hazardous material recycler. Note: All hazardous waste should be identified early in planning project stages. Coordination for proper handling and disposal of hazardous waste must be managed through AMP-100.

Waste Management Implementation ______________ site supervisor will be the Waste Management Coordinator engaged to supervise the waste management procedures. The coordinator’s responsibilities shall include on-site instruction of appropriate separation and handling methods, monitoring and reporting the status of the waste management work plan. The coordinator will conduct monthly meetings to discuss waste management goals, review updates to the Waste Management Plan and encourage workers to suggest possible changes or improvements to the plan.

Training/Instruction All workers and subcontractors will be trained in appropriate waste management procedures on their first day at the jobsite. The waste management plan will be distributed and reviewed, and all workers will be shown locations of separation facilities.

Waste Documentation A record of all waste disposals will be maintained by the Waste Management Coordinator.

Waste volume by weight will be recorded and reported monthly to the CO, COR and AMP-100 for record keeping purposes. The construction waste disposal record will document the type, weight and destination of each type of construction waste.
