Addendum No. 1 FAA AHQ 2nd Floor Renovation SIR/RFO DTFAAC-17-R-00159 July 13, 2017 Work Order 2016-012270
Attachment 12
Addendum No. 1 forms a part of the Contract Documents and modifies the original bid documents. Items in this Addendum take precedence over the original documents. Addendum No. 1 consists of the following:
1. Requests for Substitution(s) will be considered only after the contract is awarded. Proposals should be based upon the Contract Documents.
2. QUESTION: Sec. 096813-2.1-A-1, calls to match existing carpet tile. What is the existing carpet tile?
ANSWER: All of the carpet on the second floor is to be replaced with Interface® “To Scale” IC 50cm, color: 7772 Blueprint. All existing carpet is to be placed on pallets, wrapped in plastic, and delivered for recycling (to another building on this campus).
3. QUESTION: Will contractors be allowed to remove windows on the second floor to better accommodate the removal and delivery of materials to the second floor in lieu of using the elevators and stairs?
ANSWER: Windows on the east face of the building, near the north corner of the building may be removed for the purpose of removing demolition debris, and delivering large format construction materials (such as wallboard). This window opening must be weather sealed daily as necessary to maintain a tempered and humidity controlled environment. Coordinate the location and size of the opening with the FAA COR.
4. QUESTION: “Can the FAA provide specs or details to indicate the specific make and model that is required for”...”motorized projection screens, ceiling mounted projectors & glass marker boards”]?
ANSWER(S):
a. Salvage and relocate existing projection screens and controls from existing rooms 224 and 225.
Salvage and return the screen and controls from room 202. Units that are not required for relocation or return will become the property of the contractor. Provide and install data/com conduit and power as necessary to achieve properly functional installations. Coordinate installed locations with FAA COR; ceiling grid alignments and/or positions may be affected.
b. Salvage and relocate existing projector supports from existing rooms 224 and 226. The contractor will provide and install two grommets in the ceiling tile at each projector: one grommet will accommodate the support post; the other will accommodate the conductors (the grommets will be the same size, to be coordinated with the size of the support posts). Coordinate locations of the supports with the FAA COR.
c. Ceiling mounted projectors will be provided and installed by the government.
d. Glass Marker Board is: Best-Rite 83846 Visionary 8’ x 4’ Magnetic Glass Whiteboard.
i. The board must equipped with an accessory tray, eraser, markers and magnets.
ii. Substitutes must be of the same size, include a finished/translucent back face, be magnetic, and have at least 6 support connections. Supports must be at the edges of the board;
supports or connections in the field of the board are unacceptable.
iii. Provide and install continuous (8’ minimum) 2x12 wood blocking behind the wallboard centered along the top and bottom edges of the installed marker boards. The marker board location will be centered on the long axis of the conference table – coordinate with FAA
COR.
5. QUESTION: During the pre-bid site visit, the potential for a construction haul route to the 2nd floor was discussed. Can the FAA please advise if one of the elevators and/or stairwells serving the second floor could be closed to public access during construction in order to provide a "construction only" to the 2nd floor of the facility?
ANSWER: Both elevators must remain in public service during the performance of the work. Construction access to the elevators is restricted to the east elevator. Care must be exercised to avoid overloading or otherwise damaging the elevator. The contractor will be responsible for any damage to the elevator that is attributable to the contractor’s activities.
Both stairways must remain in public service to provide code-required egress for building occupants and construction workers. The stairways must be available and maintained in clean and safe condition at all times.
6. QUESTION: Can “AS-Built” drawings for the project be provided?
ANSWER: Record documents will be available; however, the accuracy of FAA record documents is not guaranteed. The contractor will be responsible for confirming all conditions, dimensions, etc., pertaining to the work prior to performance of the work. The FAA COR will endeavor to provide the best information available.
7. QUESTION: What is the process in the event hazardous materials are encountered during demolition?
ANSWER: The FAA/MMAC has established procedures regarding hazardous or suspected hazardous materials that may be encountered during the performance of the work. These procedures, and contact information, will be reviewed during the preconstruction meeting. In short, the FAA should be notified immediately and measures should be taken to limit exposure and/or injury. The FAA is responsible for investigation of suspected hazardous materials, and remediation or encapsulation of hazardous materials.
This building was renovated about 20 years ago, before which asbestos was removed from the building by the FAA. The FAA maintains records of known hazardous materials in its’ facilities, including records of inspections and/or testing results; these records will be available as necessary.
8. QUESTION: Sec. 096900‐2.1‐A, states the new access floor panels are to match or exceed the existing.
Please advise of what the existing is, provide a basis of design, or provide a concentrated load requirement.
ANSWER: The existing raised access floor system is Tate® ConCore 1250. The panels are steel (top and bottom) filled with concrete, and the system is grounded. The FAA COR is unaware of a competitive equal among domestically available products. The new panels must meet or exceed the material and performance characteristics of the existing system (refer to the manufacturer).
9. QUESTION: Spec Section 011000 Part E Is there a cost for this screening and do you have a worksheet every employee will need to fill out?
ANSWER: Employee identification, security screening and badging (if applicable) will be performed by the FAA at the government’s expense. Information requirements may vary (typically by duration of badging for specific personnel); coordinate with the FAA COR.
10. QUESTION: Part F, we have yearly required employee drug screening and at will based on cause. Will additional screening be required locally and or on your site and is there a cost for this.
ANSWER: The FAA does not perform drug testing.
11. QUESTION: Section 015000 Temp Facilities, will an on-site office be needed. Vendor would prefer to use minimal exterior parking spaces for temp trailers and storage. We feel we could use one of the existing areas in the middle of the office for a meeting space with tables and chairs. Please advise.
ANSWER: A staging area will be available on site; coordinate locations and sizes with the FAA COR. The east side of MacArthur Blvd (north of the building) is a likely location for storing materials. An area of the parking lot and sidewalk in the vicinity of the northeast corner of the building will necessarily be reserved to accommodate removal and delivery of materials – this area may or may not be needed for the duration of the work, and should be as limited as is practical. Use of a portion of the construction area as an on-site office on the second floor of the building is acceptable – a working copy of the construction documents, permits, OKC review and/or inspection comments, redline documents, submittals, RFI’s, etc., must be maintained on site. Temporary facilities must be removed or restored prior to completion of the work.
12. QUESTION: Section 024119, please confirm on RTU Removal what electrical and possible natural gas terminations are required.
ANSWER: Bidders are encouraged to visit the site and review the conditions.
13. QUESTION: Section 092900, please confirm we are to match the existing drywall finish on the exterior walls for any alterations and or repairs.
ANSWER: Existing walls that are to remain will be subject to necessary repairs; repairs should be indistinguishable from the remainder of the wall.
14. QUESTION: Section 260000, please confirm in writing the scope of expected work for the partition installation. IE, each system comes with a 6’ wip and after installation the electrician connects the wip to his junction box.
ANSWER: Modular furniture partitions will be provided and installed by the equipment vendor via a separate contract; power whips will be provided by the furniture system vendor. Electrical and data/com junction boxes must be enclosed; if visible or above the access floor, finished covers are required. The whips will be secured to the junction boxes using 90-degree fittings to minimize projections from the walls (most, if not all, connections will be below the access floor, and not require 90-degree fittings). The renovation contractor will: connect the power whips to the power supply junction boxes; connect the whips to the panel system using parts provided by the panel system manufacturer; test all data/com conductors and provide a report to the FAA; and terminate and connect the data/com conductors to the panel system using parts provided by the panel system manufacturer. This work must be coordinated with the systems furniture vendor via the FAA COR.
15. QUESTION: Section 283100 Fire Alarm, can you please confirm who monitors the existing system and does the maintenance on it.
ANSWER: Alarm systems are monitored by the FAA. The fire alarm system is serviced by Simplex;
security and HVAC monitoring and controls are serviced by Johnson Controls.
16. QUESTION: Will the end user complete the demo of the equipment in room 218. There is still conduit hangers and some conduit left.
ANSWER: If the remaining work is limited to vacant conduit and conduit hangars, then demolition will be part of the renovation contract. If equipment remains in this room, then please notify the FAA COR.
17. QUESTION: Are the elevators compatible for install of the card readers. Do have the cable capacity for them to function.
ANSWER: The model of elevators at AHQ has some security software included in it stock and both units appear to have sufficient spare wires in the travelling cables to support the current card readers in use at MMAC. There will be considerable work involved (such as card reader mounting, wiring the readers, buttons, software programming with a joint setup between the elevator workers and the Johnson Controls programmer). Currently there is no wiring to the basement elevator control rooms from the security panels, so that would also need to be supplied.
18. QUESTION: The provided specifications include a section 123661 for “Simulated Stone Countertops” which applies to window sills for the project. Upon review of the plans, we are unable to find any mention or designation that window sills are to be installed as part of this project. Can FAA please advise if window sills are part of this project or if the spec in in reference to another scope of work?
ANSWER: All window sills on the second floor of the AHQ are to be replaced as part of the renovation.
The contractor must repair or replace any existing-to-remain materials or assemblies that are damaged in association with this work.
19. QUESTION: The provided drawings are not stamped “Issued for Construction” and the mechanical sheets contain a “Progress Print” stamp that states the drawings are not to be used for construction. Can the FAA please advise if the drawings set included in the solicitation is to be the final contract set?
ANSWER: The documents that were issued for the solicitation of bids are the contract documents; contract documents are typically subject to modification.
20. QUESTION: Sheet 4.2 includes a door schedule, door schedule notes and a detail for door signage.
However, the columns titled “sign” & “notes” in the door schedule are blank. In other words, none of the doors are currently scheduled to receive signage and none of the door notes are applicable. Is this to indicate that none of the door notes or door signage details apply to the doors listed on the schedule?
ANSWER: Door signage is required. Generally, each door will receive one sign (except restrooms, which will receive two signs each). The FAA/MMAC standard for signage details is provided below (colors will be determined during the submittal review); this supersedes the information on Sheet 4.2:
A location map and a schedule indicating sign text will be provided with the submittal review comments.
21. QUESTION: Because the project only includes the addition of twelve (12) new doors, can a hardware schedule be developed for these doors? A descriptive hardware specification was provided (087111), but the spec does not indicate what hardware bidders should include in their proposals, which will result in differing hardware bids among competitive bidders. Further detail is needed, especially with regard to any access control hardware that is required.
ANSWER: The door hardware brand (likely “Best”), styles and features will match the existing hardware unless they are discontinued or not ADA compliant.
22. QUESTION: The drawings do not indicate who is to remove the existing systems furniture within the project space or who is to provide the new systems furniture for the renovated space. Can FAA please advise if the contractor is to include the removal of existing furniture and the installation of new furniture in their bids? If so, can FAA please specify what furniture is required (no spec or FF&E plan provided).
ANSWER: The FAA will remove existing systems furniture.
23. QUESTION: General note I on sheet E-050 states that the “existing devices designated with a subscript “D” shall be demolished”, but none of the fixtures shown have a subscript “D” label. Can the FAA please confirm that the intent is for all of the devices shown on this plan to be relocated?
ANSWER: Refer to General Notes “I” & “J” on sheet E-050; Refer to Sheet E-602. Salvaged units in excess of those that are required for relocation as indicated on Sheet E-602 are to be protected and delivered to the FAA in reusable condition.
24. QUESTION: General note J on sheet E -060 indicates that all speakers are to be re-terminated so that they are on the "general announcement" circuit. Please confirm that the intent is for the contractor to take all speakers currently on the "academy announcement" circuit and put them on the "general announcement" circuit.
ANSWER: Speakers on the second floor that are on the Academy announcement circuit are to be transferred to the general announcement circuit; speaker wiring is required to be in conduit.
25. QUESTION: Sheet E-060 only indicates that four (4) speakers are to be relocated (indicated by subscript "R"). However, in comparing this sheet with sheet E- 801, it appears that nearly all speakers are being reconfigured within the renovated space. Can the FAA please advise if contractors should only plan on relocating the four (4) speakers indicated or if all speakers will need to be relocated to suit the new layout of the area?
ANSWER: Refer to Sheets E-060 and E-801: Rearrange existing speakers to accomplish the distribution indicated on Sheet E-801.
26. QUESTION: General note D on sheet E -503 indicates that the electrical contractor is responsible for "connecting power and telecom from the building to all conference tables in the renovation areas". This seems to be in conflict with detail 1 on sheet E-501 which indicates that the furniture installer is to provide flexible power whips for their furniture and connect to j-boxes below the access flooring (j-boxes provided by electrical contractor). Additionally, if contractors are not including the furniture in their bids, do they need to plan on making a 2nd mobilization in order to terminate power and telecom at the system furniture after it has been installed by someone else?
ANSWER: Refer to General Note “D” on Sheet E-503: Conference tables will be provided by the government. Connect power to the conference tables; provide and install 20’ data/com whips, which must be connected to the conference tables – coordinate via FAA COR.
27. QUESTION: There are two means of labeling devices on Sheet E-602.
ANSWER: Refer to Sheets E-050 and E-602: Devices flagged with Note “1” on Sheet E-602, should have been shown on Sheet E-50 instead. The “R” designation identifies a unit that is or was relocated. The keyed notes indicate whether it is the original location or the proposed location of the unit.
28. QUESTION: During the pre-bid site visit, it was discussed that this project would require building permits.
Can the FAA please advise on what specific permits will be required and the costs of said permits?
ANSWER: All permits are the responsibility of the contractor. Please consult the Oklahoma City plan review department for information regarding construction permits and their costs.
29. QUESTION: Although fire suppression spec sections were issued with the solicitation, there doesn't appear to be any mention of fire suppression scope in the drawings. Can the FAA please advise of the intent of the fire suppression scope? Is the existing system a wet pipe or dry pipe system?
ANSWER: The existing wet-pipe fire suppression system must be modified as necessary to accommodate the proposed conditions; submittal(s) are required.
30. QUESTION: Detail 3 on Sheet M4.0 includes a note that states “Repair and/or replace defective items.”
ANSWER: Replace this sentence with the following: “Timely notify FAA COR of any and all defective items.”
31. QUESTION: Does the contract include a liquidated damages clause?
ANSWER: No.
32. QUESTION: Is the space to be occupied?
ANSWER: The second floor of AHQ building will be unoccupied. The first floor and basement will be occupied, and the building serves as a route to and from buildings to the south and west.
33. QUESTION: Clarify existing and proposed wall-mounted strobe location information as shown on Sheets E-050 and E-602.
ANSWER: Salvage and reuse all horns and strobes that are not otherwise indicated as “to remain”, and reinstall them in accordance with Sheet E-602. Protect and return surplus units to the FAA in reusable condition.
34. QUESTION: “Can the FAA advise if the lighting is to be returned to FAA or if it will be demolished and disposed of off site?”
ANSWER: Existing light fixtures that aren’t existing-to-remain or existing-to-be-relocated are to be demolished, in which case; the lamps and ballasts are to be returned to the FAA for proper disposal – coordinate with the FAA COR (boxes will be provided for the lamps, and a barrel will be provided for the ballasts); the fixture bodies will become the property of the contractor.
35. QUESTION: Specification Section 096900, 2.3, A, 3 reads “One-to-One Carpet Tile: Fabricate panels to accept one-to-one carpet tile.”
ANSWER: Disregard this specification. Refer to Addendum 1, items 2 and 8.
36. QUESTION: Specification Section 096900, 2.4, B, 1, requires continuous gaskets at contact surfaces between the panels and the stringers.
ANSWER: Install the gaskets as specified. Experience has confirmed that the gaskets reduce system rattle.
37. QUESTION: Specification Section 096900, 2.5, D, requires cutouts and grommets for utility penetrations through floor panels. Clarify quantity, size, shape and locations.
ANSWERS: Consult with the FAA COR to coordinate penetration locations with the installation of access floor panels, systems furniture and the connection of power and data/com utilities. Penetrations will be circular, 2 inches in diameter, and centered in one quadrant of the panels (penetrated panels will be interchangeable). A penetration will be required:
a. Under each free-standing table in the executive offices (231B & 231C),
b. Under each conference room table (209 & 210),
c. Under each arrangement of three aligned and adjoining cubicles,
d. Under each pair of aligned and adjoining cubicles arranged in pairs, and
e. Under each pair of aligned and adjoining cubicles arranged in quads (two penetrations per quad).
Provide at least 5 spare penetrated panels and grommets for future use in addition to those listed above.
Grommets will be equipped with matching covers to minimize the net opening after the utilities are installed (submittal is required).
38. QUESTION: Specification Section 096900, 3.3, B & C require both adhesive and mechanical attachment of pedestals.
ANSWER: Install pedestals as specified.
39. QUESTION: Specification Section 096900, 3.3, I, reads “Ground flooring system as recommended by manufacturer and as needed to comply with performance requirements for electrical resistance of floor coverings.”
ANSWER: Attach the pedestals to the grounding system with “clamp” type fittings (submittal is required).
The existing raised access floor system may already be grounded; if so, reuse the existing grounding system to the extent to which it is feasible, with connections that are no less in quantity, and spaced no further apart than in the existing installation. The objective is to achieve less than two (2) Ohms resistance between any point on any panel or pedestal and the grounding system.
Note: The grounding requirement for the raised access floor system belongs in the specification for this system because the grounding requirement directly affects the material qualities of the system components and assemblies. It is the contractor’s responsibility to ensure that each aspect of the work is performed by personnel that are properly qualified (and certified, if applicable) for that aspect of the work.
40. QUESTION: Specification Section 096900, 3.3, J requires Underfloor Dividers. Are these required for this project?
ANSWER: Yes; they are required at all office, conference room and classroom partitions. Exercise care to ensure that the panels are effectively sealed to the dividers; this is essential in order for the dividers to effectively serve their sound-attenuating purpose.
41. QUESTION: Specification Section 096900, 3.4, B requires protective covering of the raised access floor system until time of Substantial Completion. Is this required?
ANSWER: Yes; but, only until the time that the panels are protected by the installed carpet (which will occur before Substantial Completion).
42. QUESTION: Will the government provide written badging requirements?
ANSWER: This will be reviewed during the preconstruction meeting.
43. QUESTION: Where will the designated parking area be for workers accessing the construction site?
ANSWER: Staging area(s) will be provided. Reserved parking will be limited. This will be reviewed at the preconstruction meeting.
44. QUESTION: Will the fire sprinkler system and/or alarm system need to be disrupted during construction?
What measures will be required?
ANSWER: It is anticipated that these systems will require service interruptions to accommodate necessary modifications of the sprinkler system. This will require adequate advance notice; this will be reviewed in the preconstruction meeting.
45. QUESTION: Can a second site visit be arranged?
ANSWER: Yes; contact both the Contracting Officer (Connie Houpt) and the COR (Mike Mills).
