SIR/RFO: Questions Answers

November 17, 2014

SIR Section Title Vendor Question Date Question Submitted Government Response

Will the FAA accept a proposal from an SBA approved Mentor Protégé'' joint venture?

For FAA contract opportunities, mentor protégé' agreements must be approved as FAA Mentor Protégé' programs. Vendors should refer to the FAA Mentor Protégé' webste at http://www.sbo.faa.gov/MentorProtege.cfm for information on how to become an approved FAA Mentor Program.

Section I AMS Clause 3.2.2.3‐

71/Alt 1

Starting, Performing, and Completing Work

In reading through the RFP, we noted that the contract duration (per 3.2.2.3‐56) is 300 calendar days. Ten‐(10) months seems somewhat aggressive.

10/24/2014 The contract duration has been confirmed with the FAA Engineers for this project and will mremain in effect at this time.

Liquidated Damages Are there Liquidated Damages applicable to this project? 10/24/2014 No Liquidated Damages are included in this requirement.

Section H Clause H.1

Option CLIN X003

Part I – Section H, paragraph H.1 notes that the Gov’t has 270 calendar days to accept the bid option. That only leaves 30 calendar days for the contractor to procure, install and test the interior LED lighting. This does not seem realistic.

10/24/2014 Section H, H.1 states that the CO has “within 270 calendar days of contract award” exercise the option. This will remain in effect at this time.

SF1442‐13D Proposal Acceptance Period SF1442 notes the Gov’t has 60 calendar days for acceptance of proposals, while paragraph 3.2.2.3‐2 notes that the acceptance period is 120 calendar days. Which is correct?

10/24/2014 The AMS Clause 3.2.2.3‐2 takes precedence over the time period noted in block 13D of the SF1442. The confirmed period for acceptance of proposals is 120 calendar days.

Contract Award

When does the Gov’t intend to award a contract? If the award is made during this upcoming winter, achieving the 300 calendar day schedule becomes even more difficult, requiring special winter construction means and methods.

10/24/2014 The FAA strives to promptly award when proposal evaluations and the acquisition process are fully complete.

Sect J. Attach 1 Technical Specifications

There are three waterproofing type specifications: 07 1113 Bituminous Dampproofing, 07 1400 Fluid‐Applied Waterproofing, and 07 1713 Bentonite Panel Waterproofing. The only place we could find any waterproofing is detail 2/A6.6 which calls for “Built‐Up Bituminous Waterproofing”. Please clarify where each of these three specification section applies.

10/28/2014

Bituminous Dampproofing (Section 07 1113) is intended for use as shown in Detail 2/A6.6. Refer SIR/RFO Amendment A003 for the following changes/revisions: On sheet A6.5, detail 2 and sheet A6.6, detail 2, revise note “BUILT‐UP BITUMINOUS WATERPROOFING” to read “BITUMINOUS DAMPPROOFING”.

Bentonite panel waterproofing (Section 07 1713) is intended for installation around perimeter of the recessed areas below the access floor. Refer SIR/RFO Amendment A003 for the following changes/revisions: On sheet A6.5, detail 2 and sheet A6.6, detail 2, revise note “2” RIGID INSULATION” to read “BENTONITE PANEL

WATERPROOFING WHERE CONDITION OCCURS MORE THAN 24” FROM EXTERIOR

WALL. 2” RIGID INSULATION ELSEWHERE.”

Fluid‐applied waterproofing (Section 07 1400) is not used. Refer SIR/RFO Amendment A003 for the following changes/revisions: Delete Specification section 07 1400. Replace Table of Contents with attached revised Specification Table of Contents.

Sect J. Attach 1 Technical Specifications

Specification Section 07 2500 Weather Barriers covers the air barrier. We note on a number of wall sections like 1‐3/A6.5 the wording “sprayed polyurethane foam insulation and air barrier”. Is this one product or two?

Typically the spray insulation is the air barrier but we want to make sure the designer isn’t intending to put on two products. There is a similar conditio the roof where the membrane roofing wraps over the top of the parapet, but there is also a note for “air barrier flashing” – See 10/A9.2 for example.

Again, we would normally see the roofing membrane acting as the air barrier, but want to be sure the designer’s intent is not to include two products at these locations.

10/29/2014

“Sprayed polyurethane foam insulation and air barrier” refers to one product that performs two functions in the finished wall assembly. Refer Specification Section 07 2119 for requirements.

Regarding detail 10/A9.2, it is the intent that a separate sheet membrane air barrier flashing (refer Specification Section 07 2500) be installed as depicted in this detail and others. In this instance, the air barrier flashing shall wrap the top of the stud wall and extend down both faces of the sheathing as shown. The sprayed polyurethane foam shall overlap and seal to this air barrier flashing on the front side of the stud wall, and the roof membrane shall overlap and seal to this air barrier flashing on the back side of the stud wall, and the roof membrane shall continue up and over the plywood bloc at the parapet cap as shown. This provides a continuous sealed air barrier between roof membrane and the sprayed foam, that allows future re‐roofing (if required) without disruption of the sprayed foam.

The sheet membrane air barrier specified in 07 2500 is also to be used in certain other areas without sprayed foam, including along grid AA as depicted in wall sections on sheet A6.7.

Sect J. Attach 1 Technical Specifications

Spec Section 01 2700 contains three unit prices; however, there is no place to fill them in on the bid form. Are bidders to quote these three unit prices and if so, where do we put them.

10/31/2014 Please refer to revisions on SIR/RFO Amendment - A001

November 17, 2014

Sect J. Attach 1 Technical Specifications

Spec Section 01 2700 requests a unit price for 4” thick concrete sidewalk on 4” sand with wire mesh; however, the typical sidewalk profile shown on 5/C3.1 shows sidewalks constructed over compacted subgrade with no sand. If we are to bid on the unit prices, do you still want Unit Price No. 1 to include the sand bedding?

10/31/2014 Please refer to revisions on SIR/RFO Amendment - A001

Sect J. Attach 1 Technical Specifications

Spec Section 01 2100 Cash Allowances requires bidders to include monies for three allowances. All three deal with “remodeling”. Since this project is construction without remodeling, we question whether they are intended to be included in our price.

10/31/2014 Please refer to revisions on SIR/RFO Amendment - A001

Reference 05400 Section 2.03 A.1. How should we bid the gage of the metal studs? This sections indicates 18 ga “as determined by specialty engineer but not less than 18 ga.” We can bid 18 ga, however is metal stud engineering required as referenced generally by the spec? If so, and the engineer would require heavier stud gage or additional materials, this would need to be priced at a later time with the lower bidder.

11/13/2014

The subcontractor should coordinate with an engineer to determine/estimate the required gage(s), prior to submitting a bid.

Engineering of both the interior and exterior metal studs is required and is the responsibility of the contractor, however, metal studs shall not be less than the gage specified in the applicable sections. The supporting calculations will be included as part of the shop drawings for review.

The contractor’s submitted bid shall include the complete scope of this work.
