About this file
This is a Drug-Free Workplace Certification Form required by Florida Statute 287.087 for the Escambia County Animal Welfare Facility Architectural and Engineering Services contract. The form mandates that the bidding firm certify compliance with six specific drug-free workplace requirements, including publishing a statement prohibiting unlawful manufacture, distribution, dispensing, possession, or use of controlled substances in the workplace; informing employees about drug abuse dangers and available counseling or rehabilitation programs; providing all employees engaged in the contract work with a copy of the prohibition statement; requiring employees to notify the employer within five days of any conviction or guilty plea related to controlled substance violations occurring in the workplace; imposing sanctions or requiring satisfactory participation in drug assistance programs for convicted employees; and making a good faith effort to maintain a drug-free workplace through implementation of these requirements.
The form requires the authorized signatory to certify either full compliance or non-compliance with the above requirements. This certification is a prerequisite for participation in the RFQ process for the 50,000 square-foot Animal Welfare Facility project in Pensacola, Florida, with proposals due December 2, 2025. The drug-free workplace requirement applies to all employees engaged in providing the commodities or contractual services under bid and represents a mandatory compliance obligation under Florida law for state and local contract opportunities.
