Industry Day Objectives

This Industry Day/Pre-Solicitation Conference is intended to:

Present the draft acquisition approach and seek feedback;

Familiarize potential offerors with the ASSESS technical requirements through informational presentations of the supported facilities and organizations;

Allow potential offerors an opportunity to submit questions and feedback regarding the Draft Request for Proposal (DRFP); and

Allow potential offerors an opportunity to provide feedback and ask questions to the Government.

General Guidance

These slides shall not be interpreted as a comprehensive description of the Government’s requirements. Please refer to the draft PWS and DRFP.

If there are any inconsistencies between this presentation and RFP, the RFP will govern.

Nothing discussed at this pre-solicitation conference shall be construed as a revision to the DRFP, unless subsequently confirmed via the final RFP or an Amendment.

A communication blackout will commence immediately upon the release of the final RFP. The blackout period will continue until contract award.

All communication from industry must be directed only to the Contracting Officer and the Contract Specialist during the blackout period.

Recording of today’s presentations is prohibited. The presentations will be uploaded to SAM.gov.

Acquisition Description

The PWS describes the scope, complexity, and purpose of the services with details of the requirements to be procured under the contract.

Core requirements include:

Contract Management and Administration- ensures that the requirements are effectively managed and implemented to support all activities covered in the PWS. The required services include Contract Compliance; Workforce Training; Employee Credential and Clearance Management; Travel Management; IT Security Management; Health, Safety, and Environmental Management; Contract Reporting; Contract Staff Management; Records Management.

Acquisition Description

IDIQ component includes the following:

Aerodynamics- Fundamental fluid dynamics, unstructured and structured grid generation, advanced CFD tools, mathematical analysis, empirical approximation, wind tunnel experimentation, and advanced flow control techniques

Aerothermodynamics- Development and application of CFD and shock layer radiation codes, and design activities in support of vehicle and mission studies; experimental efforts conducted in the arc jets, ballistic range, and Electric Arc Shock Tube (EAST) to investigate fundamental hypersonic flow phenomena

Aeroacoustics- Theoretical, analytical, computational, and experimental acoustics research, including both fundamental as well as applied research that includes development and validation of analytical models and tools as well as research aimed at understanding, predicting, and controlling/reducing the noise of aircraft and space flight systems

Machine Learning- Development and application of machine learning techniques to create fast-running and highly-accurate surrogate models to take the place of the high-fidelity CFD simulations in design and optimization environments

IDIQ component includes the following:

Materials Design/Manufacturing/Test/Evaluation Development and Implementation- R&D of advanced materials and coatings including high-performance reusable and ablative thermal protection material systems The development and implementation of advanced processing technology to produce these materials in a wide range of product forms and to incorporate them into a thermal protection system Multidisciplinary work on flow field and surface interactions, material and structural interactions, and analysis and instrumentation for flight and ground materials characterization and testing Arc jet or property test coupon and jig design and test execution Computational materials support to inform on materials design and properties Materials sustainability support Management of the Thermal Protection Materials Laboratories to assure safe and proper use, and perform upkeep, calibration, and repair of equipment

Systems Analysis, Engineering, Design and Development- Development and application of technologies and capabilities to analyze, design, develop, test, evaluate, manufacture, certify and operate advanced test and flight vehicles and systems

IDIQ component includes the following:

Structures Analysis- Structural mechanics, structural dynamics, durability, damage tolerance and reliability, computational mechanics, adaptive structures, and structural testing

Engineering Risk Analysis- Development and application of tools and methods to perform reliability assessments and risk simulations for flight systems and for high-risk events such as asteroid threats

System Integration- Integration of technologies and disciplines in other areas of the PWS to conduct and support research and technology development in order to meet evolving NASA mission objectives with respect to aircraft and spaceflight systems

Project Management Support- Support in the planning, implementation, reporting, and completion of projects and programs to support mission goals

Acquisition Strategy

This procurement is a consolidation to contract number NNA16BD60C (Aeronautics and Exploration Mission Modeling and Simulation (AEMMS)) and contract number NNA15BB15C (Entry Systems Research and Technology Development (ESTRAD)). The period of performance for AEMMS end 11/30/23 and ESTRAD ends 05/31/23.

The ASSESS acquisition will be competed pursuant to FAR 15 and NFS Part 1815 – Contracting by Negotiations. This acquisition will result in a single award hybrid contract consisting of:

Firm-Fixed Price (FFP) Contract Line Items (CLINS) for Phase-In and Core Contract Management requirements (CM);

Indefinite Delivery/Indefinite Quantity (IDIQ) task order requirements under which Cost-Plus-Fixed-Fee (CPFF) task orders will be executed.

Acquisition Strategy (Cont.)

FAR 52.215-1 and NFS 1815.209 allow for an award to be made without discussions. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

Proposal Preparation

Proposals shall be prepared in accordance with the Final Request for Proposal (RFP) and subsequent written Amendments, if any.

The Offeror shall acknowledge all Amendments with the proposal submission.

The evaluation of proposals shall be in accordance with the Final RFP.

Proposal Evaluation

Proposals will be evaluated in accordance with the RFP, along with the guidelines presented in FAR Subpart 15.3 and NASA FAR Supplements (NFS) Subpart 1815.3. The following are the three evaluation factors that will be used:

As individual factors, the Mission Suitability factor is more important than the Past Performance factor which is more important than the Cost factor.

The cost evaluation will be conducted in accordance with FAR 15.305(a)(1) and NFS 1815.305(a)(1)(B), Cost or price evaluation.

Selection Decision

The Source Selection Authority's (SSA) decision shall be based on a comparative assessment of proposals pursuant to source selection criteria prescribed in this solicitation.

While the SSA may use reports and analyses prepared by others, the source selection decision shall represent the SSA's independent judgment.
